SUBJECT: Presentation of the Silicon Valley Leadership Group "Turning Red Tape into Red
Carpet" Award to the City of Dublin

EXECUTIVE SUMMARY:
Representatives from the Silicon Valley Leadership Group will present the "Turning Red Tape
into Red Carpet" Award to the City of Dublin for its work on the Emerald Vista housing
development. This is the second time that the City has received a "Turning Red Tape into Red
Carpet" Award.
FINANCIAL IMPACT:

RECOMMENDATION:
Staff recommends that the City Council receive the award.

DESCRIPTION:
Each year the Silicon Valley Leadership Group awards the "Turning Red Tape into Red Carpet"
Award to local municipalities that use innovative government solutions to enhance customer
service, help improve the quality of the Bay Area's business climate, and grow jobs. In
December 2014, the City of Dublin was named recipient of the award, in the Excellence in
Workforce Housing category, for its role in successfully completing the Emerald Vista
development.
Dublin received the award due to the City's efforts to preserve the site's affordable housing,
create a more vibrant mixed-income community, and provide amenities for the Emerald Vista
neighborhood. The project created nearly 600 jobs, 120 of which are ongoing, and increased the

supply of much-needed affordable housing in the region. Dublin was one of 14 public agencies
participating in the 2014 "Turning Red Tape into Red Carpet" Award program.
In 2013, Dublin received the "Turning Red Tape into Red Carpet" Award, in the Business
Retention and Expansion category, for the City's Toolkit for Revitalization and Job Growth.
