FINANCIAL STATEMENT: Approximately $100 to paint new red curb. DESCRIPTION: Staff received a request from the Livermore Amador Valley Transit Authority to add 105 feet of additional red curb at the bus stop on the north side of Dublin Boulevard west of Golden Gate Drive. The existing red curb, which was installed in 1987 at the time the transfer point was moved to Golden Gate Drive from Regional Street, will accommodate three buses. During the morning commute, there may be as many as five buses at this stop, and since a few commuters park along the curb near the stop, the buses are sometinms forced to double park, creating congestion and a safety hazard. Staff has noted that commuters are parking three to five cars on Dublin Boulevard near this stop. The proposed additional red curb would eliminate about five spaces; however, 150 feet of parking (or seven to eight spaces) would still be available. This bus stop (as well as the one on the south side of the street) was originally established by adopting an ordinance amending the Alameda County Code, which was in effect in the City at that time. Since the City has now adopted its own Traffic Ordinance, the City Attorney recommends repealing Ordinance 25-87 and adopting a new ordinance which includes the entire length of the stop and also re-adopts the stop on the south side. Ordinance 25-87 specified a length of 133 feet; however, Staff recommends that the new bus stop on the north side of the street be a total of 250 feet in order to allow for five 40' buses plus room to swing in and out of their stopping space. The bus stop on the southerly side of Dublin Boulevard is not being altered from its original 133 feet. Since the holiday shopping season produces increased traffic, and since double-parking of buses causes a safety hazard, it is recommended that this ordinance be adopted on an emergency basis in order to allow the red curb to be installed as soon as possible. Staff recommends that the City Council conduct a public hearing, waive the reading, and ADOPT the ordinance. ITEM NO..~~__ COPIES TO: LAVTA Montgomery Ward Mervyns CRDINANCE NO. -89 AN ORDINANCE OF THE CITY OF DUBLIN REPEALING ORDINANCE 25-87 AND ESTABLISHING BUS STOPS ON THE NORTHERLY AND SOUTHERLY SIDES OF DUBLIN BOULEVARD WEST OF GOLDEN GATE DRIVE The City Council of the City of Dublin does ordain as follows: Section 1: Pursuant to Section 36 of the City of Dublin Ordinance 55- 87, a bus stop shall be established on the northerly curbline of Dublin Boulevard, from westerly curbline of the driveway opposite Golden Gate Drive, westerly a distance of 250 feet, and on the southerly curbline, from the westerly curbline of Golden Gate Drive, westerly a distance of 133 feet. Section 2: City of Dublin Ordinance 25-87 is hereby repealed. Section 3: The provisions of this Ordinance shall be added to Chapter 10 of the City of Dublin Traffic Code. Section 4: This ordinance shall take effect immediately upon its enactment because the adoption and immediate effect thereof is necessary in order to protect vehicular and pedestrian safety. Section 5: The City Clerk of the City of Dublin shall cause this ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California. Box 2340 Dublin, CA 94568 Dear Mr. Thompson: On the north side of Dublin Boulevard, west of Golden Gate Drive, approximately 150 feet of curb is currently designated "No Parking" and has been painted red. This area is used as the main transfer point for the Livermore/Amador Valley Transit Authority (LAVTA) as well as BART Express and County Connection buses. This accommodates three (3) buses safely. During the morning peak commute hours there can be as many as five (5) buses trying to access this stop at the same time to provide passenger transfer from one bus to another. Presently, three to five cars are parking along Dublin Boulevard close to the red curbed area. LAVTA requests the existing red curbed area be extended to the west another 105 feet to accommodate the additional (two) coaches, reduce morning congestion, and improve safety conditions at the bus transfer location. This will still leave approximately 150 feet of on street parking for early morning commuters. Please contact me at 449-3322 if you have any questions regarding this matter. BUS STOPS: Article 12, relating to "Bus Stops," of the Alameda County Ordinance Code previously adopted by the City of Dublin is amended by the addition of Sections 6-478.43 to read: 6-478.43 Dublin Boulevard: On the northerly curbline, from the westerly curbline of the driveway opposite Golden Gate Drive, westerly a distance of 133 feet. On the southerly curbline, from the westerly curbline of Golden Gate Drive, westerly a distance of 133 feet. Section 2. IMMEDIATE EFFECT: This Ordinance shall take effect immediately upon its enactment because the adoption and immediate effect thereof is necessary in order to protect vehicular and pedestrian safety. Section 3. POSTING OF ORDINANCE: The City Clerk of the City of Dublin shall cause this Ordinance to be posted in at least three (3) public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California.
