FINANCIAL STATEMENT: Estimated construction cost of this improvement is
$8,000, $3,500 of which represents work which would be
done by a contractor; $4,500 of which would be done by
City Maintenance. Administration of contracts is
estimated at $1,000.
DESCRIPTION:
At Staff's request, TJKM has analyzed the need for a third westbound
traffic lane on Dublin Boulevard approaching Regional Street. Currently, there
are only two westbound lanes on Dublin Boulevard at Regional Street. The lane
nearest the median becomes a "trap" left-turn lane which widens into two left-
turn lanes, while the remaining through lane remains a through lane. (A "trap"
lane is a lane from which a specific movement is required.)
Most of the traffic on the westbound approach of Dublin Blvd. at San
Ramon Road turns left, and most of the westbound through traffic on Dublin Blvd.
at Regional Street desires to turn left at San Ramon Road. Congestion occurs
during peak periods for two reasons: (1) Most of the westbound traffic at
Regional Street that will be turning left at San Ramon Road tries to enter the
median-side through lane approaching Regional, creating an imbalance in the two
through lanes. (2) Traffic desiring to turn left at San Ramon Road that did not
or could not enter the median-side through lane east of Regional tries to enter
this lane on the west side of Regional, blocking the curbside through lane.
This congestion could be alleviated by striping three westbound through
lanes at the approach to Regional Street. There is sufficient width for three
lanes, which would continue on to the west side of Regional Street. The two
lanes nearest the median would become "trap" lanes leading to the left-turn lanes
at San Ramon Road. The curbside lane would accommodate traffic moving straight
across or turning right onto San Ramon Road. This restriping would significantly
improve congestion because traffic turning left at San Ramon Road would be able
to utilize two lanes east of Regional. There would also be less conflict between
traffic on Dublin Blvd. and vehicles exiting Mervyn's driveway which might also
wish to turn left at San Ramon Road.

Suggested improvements are depicted on the exhibit attached and include
restriping, signing (including a new mast arm pole), and addition of new detector
loops. The "Wheels" bus stop and mailbox would need to be relocated, as stopping
could not be allowed in this lane. Both LAVTA and the Post Office have indicated
ability and willingness to relocate. BART has already relocated their bus stop
from the northwest corner of Dublin Boulevard a--nd Regional Street (near Grand
Auto).
The on-street parking proposed to be eliminated consists of
approximately four spaces. Staff has noticed that fewer cars are parked along
this curb since the BART bus stop was relocated further east so most likely the
majority of people using these spaces were commuters. Also, the volume of
traffic on Dublin Blvd. makes parallel parking difficult, especially from the
standpoint of trying to get back into the traffic flow.
Because of the significant amount of parking available in shopping
center parking lots, and because parking for bus commuters is no longer necessary
here, Staff feels that eliminating this on-street parking is not a problem,
especially when compared with the benefit of having the third traffic lane.
It is anticipated that informal bids would be solicited for the mast
arm pole and electrical work, the cost of which is estimated at $3,500, while
City Maintenance would provide the striping, signing, and miscellaneous work at
an estimated cost of $4,500.
If the City Council approves this proposed project, Staff would attempt
to contract for the work to be done prior to the start of holiday shopping in
order to provide the best possible traffic flow: however, no work would be
scheduled to be done during the holiday shopping period itself.
An ordinance must be adopted creating the no parking zone and repealing
the existing passenger loading zone at the mailbox. The vacated BART bus stop on
the northwest corner of the intersection will also be repealed by this action
(leaving the language referring to the stop on the south side of the street which
remains intact). There is no existing ordinance for the "Wheels" stop. This
ordinance is proposed to be adopted on an urgency basis so that the project will
be able to proceed as soon as possible, since public safety and welfare are
involved.
Staff recommends that the City Council (1) adopt the ordinance creating
the no parking zone and repealing the passenger loading zone and bus stop and (2)
approve these improvements and authorize a budget transfer in the amount of
$9,000 from the Street Improvement Reserve.

Three Westbound Through Lanes on Dublin Boulevard at
Regional Street
As you requested, we have analyzed the need for three westbound lanes on Dublin
Boulevard approaching Regional Street. Currently, there are only two westbound
through lanes on Dublin Boulevard at Regional Street. At San Ramon Road, there
are two left-turn lanes and one through lane. The southernmost (median side)
through lane at Regional Street becomes a "trap" left-turn lane which widens into
two left-turn lanes, while the remaining through lane at Regional Street remains a
through lane at San Ramon Road.
The majority of traffic on the westbound approach of Dublin Boulevard at
San Ramon Road turns left and, similarly, the majority of westbound through
traffic on Dublin Boulevard at Regional Street desires to turn left at San Ramon
Road. Therefore, congestion occurs during peak periods because: I) most of the
westbound traffic at Regional Street that will be turning left at San Ramon Road
tries to enter the median-side through lane approaching Regional Street, creating
an imbalance of traffic in the two through lanes; and 2) traffic desiring to turn
left at San Ramon Road that did not or could not enter the median-side through
lane east of Regional Street tries to enter this lane on the west side of Regional
Street, blocking the curbside through lane in the process.
We feel that this congestion could be alleviated by striping three westbound
through lanes at the approach to Regional Street. There is sufficient width
between the existing median and the existing curb to stripe two ll-foot through
lanes and one 12-foot through lane. The three lanes would continue on the west
side of Regional Street. The two lanes near the median would be "trap" lanes
leading to the two left-turn lanes at San Ramon Road. This re-striping would
significantly improve the congestion because left-turning traffic at San Ramon
Road would be able to queue in two lanes at Regional Street rather than just one.
There would also be less conflict between the through traffic on Dublin Boulevard
and the traffic exiting the Mervyn's driveway just east of Regional Street that
desires to turn left at San Ramon Road.
Our recommendations to implement this improvement are depicted on the enclosed
Sheet No. 1. The existing lane line stripe between the two through lanes would
have to be removed, and new striping to delineate three lanes should be installed.
The existing left turn lanes at San Ramon Road should be re-striped to extend
further to the east, and new left arrows should be painted in the left-turn lanes.
The existing Wheels bus stop sign should be removed. The existing bus stop west
of Golden Gate Drive will serve all riders on this block face. The trash box should
be relocated to the existing bus stop west of Golden Gate Drive, and the existing
mail box should be relocated by the U.S. Postal Service.

In addition to these changes to striping and to street furniture, new detectors
would need to be installed in the third (curbside) through lane. The related wiring
changes are depicted on Sheet No. 1. The required signing changes would consist
of removing the existing ~THROUGH TRAFFIC MERGE RIGHT" sign mounted on
the existing electrolier west of Regional Street, adding a "THROUGH TRAFFIC
AT SAN RAMON ROAD USE RIGHT LANE' sign east of Regional Street,
and installing overhead signs approximately 120 feet west of Regional Street
depicting the permitted turn movements at San Ramon Road. These signs should
help to eliminate confusion by giving advance notice to motorists regarding the
new lane designations.
The total construction costs of these improvements are estimated to be $2,300 for
the electrical work and $5,700 for the signing and striping.

ORDINANCE NO. -87
AN ORDINANCE OF THE CITY OF DUBLIN
ESTABLISHING TRAFFIC REGULATIONS
The City Council of the City of Dublin does ordain as follows:
Section 1. PASSENGER LOADING ZONES:
Article 11, relating to "Passenger Loading Zones," of the Alameda
County Ordinance Code previously adopted by the City of Dublin is amended as
follows'
Section 6-445.24, (added per City of Dublin Ordinance 11-83), is
repealed.
Section 2. BUS STOPS:
Article 12, relating to "Bus Stops," of the Alameda County Ordinance
Code previously adopted by the City of Dublin is amended by the revision of
Section 6-478.41 Dublin Boulevard as follows:
Section 6-478.41 Dublin Boulevard: On the southerly curbline from
the easterly curbline of Regional Street, easterly a distance of
150 feet.
Section 3. NO PARKING
Article 7, relating to "No Parking Zones" of the Alameda County
Ordinance Code previously adopted by the City of Dublin is amended by the
revision of Section 6-217.15 (added per City of Dublin Ordinance 9-85), to
read as follows:
Section 6-217.15 Dublin Boulevard: On the northerly curbline from
the easterly curbline of Regional Street, easterly a distance of
260 feet.
Section 4. IMMEDIATE EFFECT:
This Ordinance shall take effect and be in force immediately upon its
enactment because the adoption and immediate effect thereof is necessary in
order to protect vehicular and pedestrian safety.
Section 5. POSTING OF ORDINANCE:
The City Clerk of the City of Dublin shall cause this Ordinance to be
posted in at least three (3) public places in the City of Dublin in
accordance with Section 36933 of the Government Code of the State of
California.
PASSED AND ADOPTED by the City Council of the City of Dublin on this
9th day of November, 1987.
