SUBJECT : Request from City of Pleasanton to Approve Installation of Traffic
Signal at Dougherty Road and I-580.
EXHIBITS ATTACHED : Letter from James Walker, City Manager, City of Pleasanton, dated

RECOMMENDATION : 1 ) Approve in concept the installation of traffic signal on
Dougherty Road and I-580 and related improvements.
2) Authorize Staff to develop agreement with City of Pleasanton and
proceed with environmental review.
FINANCIAL STATEMENT: Costs of installation, maintenance and modification would be assumed
by Hacienda Business Park Developer.
DESCRIPTION : The City has received a written request from James Walker, City
Manager, City of Pleasanton, for the City of Dublin to authorize the
installation of a traffic signal on the north side of the
Interstate 580 interchange with Hopyard Road. The City of Pleasanton
initially proceeded with an application to CalTrans for construction
of this traffic signal believing that the signal was within the City
of Pleasanton. Since then, Pleasanton learned that the proposed
signal location was actually within the City of Dublin, and would
require Dublin approval and environmental review before the project
could continue. The improvements proposed by the City of Pleasanton
are shown on the attached plan and include: 1 ) the installation of a
traffic signal on Dougherty Road north of I-580 at the westbound off
ramp for Pleasanton bound motorists; 2) the construction of a raised
concrete island which will separate Pleasanton bound traffic on
Dougherty Road from motorists wishing to join westbound I-580 traffic
from Dougherty Road; 3) the widening of both the off ramp and the
roadbed approaching the I-580 bridge., and 4) the modification of striping
to provide two lanes for through traffic ' between Dublin and Pleasanton.
Pleasanton has proposed these improvements in order to improve the
traffic safety for motorists in this interchange, and improve both
present and anticipated traffic flow.
Staff and Mr. Ray Burnham have reviewed the plans proposed by the City
of Pleasanton and have made recommendations which include the following:
1 . The signal be interconnected with the signal at Dougherty Road and
Dublin Boulevard so that an already undesirable traffic condition
at the location would not be worsened by the installation of the
signal .
2. The City of Dublin reserve the right of final review of the plans
for the proposed improvements.

3. Additional safety features be added for pedestrians and bicyclists.
4. A variable message sign forewarning motorists of the signal ahead be installed
rather than the flashing beacon.
The cost of installing and maintaining these improvements would be assumed by the
developer of Hacienda Business Park. In addition, any future modifications which are
necessitated by the installation of these improvements would also be paid for by the
developer.
Pleasanton has indicated that the proposed signal and improvements are an interim
measure only, and other plans for modification of the interchange are being proposed
to CalTrans including the installation of a signal on the Hopyard side of I-580 for
Dublin bound motorists.
If the City Council approves the request of the City of Pleasanton in concept, an
agreement between Pleasanton and Dublin would be required and Dublin would have to
provide the environmental review for the project. It should also be pointed out that
CalTrans could disapprove or alter the plans because the proposed improvements come
within CalTran's jurisdiction.
Mr. Chris Kinzel , of TJKM, traffic consultant for Hacienda Business Park and the
City of Pleasanton will be available to review the request with the Council and
also describe future improvements proposed for the interchange.
RECOMMENDATION:
It is Staff's position that the proposed improvements will improve traffic safety for
motorists traveling between Dublin and Pleasanton at no cost to the City of Dublin.
It is therefore recommended that the City Council approve in concept the improvements
proposed and authorize Staff to proceed with the project environmental review and the
development of an agreement with the City of Pleasanton, which will be brought back
to the City Council at a later date.

Dear Richard:
As you know, the City of Pleasanton recently has approved the Phase 1 development
of the Hacienda Business Park in North Pleasanton. The approval of this project
followed lengthy hearings by both the Pleasanton City Council and the Pleasanton
Planning Commission. During the consideration of the project, the City also cer-
tified an extensive EIR prepared for this project and has developed a comprehensive
list of conditions to be required of the developer.
As you are aware, we think this development will be one of the finest in Northern
California and will be an asset to the entire valley area with both direct and in-
direct benefits to the City of Dublin.
Included in our conditions of improvement are extensive traffic improvements in
North Pleasanton including new and upgraded interchanges on both Interstate 580
and Interstate 680 as well as extensive street widening and signalization. Essen-
`' tially, all of these improvements will be funded by the development community of
North Pleasanton.
It has recently come to our attention that through an error in our understanding
of the boundary between the City of Pleasanton and the City of Dublin near the
Hopyard interchange we required the developer to install a traffic signal which
is located primarily within the City of Dublin. At the westbound Interstate 580
{ off-ramp intersection with Hopyard Road, a traffic signal would benefit both pre-
sent and future traffic flow and traffic safety. It is the feeling of the City
of Pleasanton that this improvement is desirable even though we are technically
not in a position to require it of the developer due to our lack of jurisdiction.
However, the developer has agreed to install the signal at no cost to the City of
? Dublin, should the City concur with the need for the signal.
Although such a signal would be installed entirely with local private funds, such
a signal requires the review and approval of the California Department of Trans-
portation since the freeway and the interchange are within its jurisdiction. We
have already discussed this signal with Caltrans and, in our mistaken belief that
Pleasanton had jurisdiction on the signal, have commenced the preliminary design
and necessary applications with Caltrans.

Incidentally, such a signal is an interim improvement as we are also petitioning
Caltrans to allow the Pleasanton development community to completely upgrade the
Hopyard interchange to provide for a four to five lane overpass and improved ramps
and signalization. This will be the subject of future discussion among the City
of Dublin and the City of Pleasanton, Caltrans and the development community.

At this time, the City of Pleasanton is asking the City of Dublin to authorize
the installation of a traffic signal on the north side of the Interstate 580
interchange with Hopyard Road. All costs including design, installation and
maintenance would be borne by Pleasanton developers. Since the signal will be
in the City of Dublin, Dublin would have to be the lead agency as it relates
to environmental processing under CEQA. We are asking TJKM Transportation Con-
sultants, who have provided extensive traffic engineering services both for the
City of Pleasanton and for the developers of the Hacienda Business Park, to
assist you•and your council by being available to answer any questions that may
arise.

the installation of the signal as soon as possible. If you have any questions
