HomeMy WebLinkAboutItem 7.1 Participate in Dial-A-Ride Q LDten-2D CITY OF DUBLIN AGENDA STATEMENT Meeting Date: July 12, 1982 SUBJECT: Paratransit Services EXHIBITS ATTACHED: none RECOMMENDATION: Approve financial participation in the San Ramon Valley Dial-A-Ride program for the fiscal year 1982-83 FINANCIAL STATEMENT: City's share of cost $3,348; amount budgeted $9,818. DESCRIPTION: As you may recall , the City Council considered the question of ifs participation in the Dial-A-Ride program on March 29, 1982. At that meeting it was agreed that the County would file the TDA claim for the City of Dublin which would provide 5 day/week service to Dial-A-Ride participants for the first quarter of fiscal year 1982-83. The City agreed that it would evaluate the revenue shortfall of $9,818 during its 1982-83 budget hearings. It was further agreed that if either the City or the Metropolitan Transportation Commission was unable to supplement the reduced TDA allocation, Dial-A-Ride services would be reduced furing the remaining nine months of fiscal year 1982-83. At the City Council meeting of June 21 , 1982, individuals working for the Dial-A- Ride program, which serves Dublin residents and some residents in Contra Costa County, expressed a concern over a reduction in service to Dial-A-Ride participants. The proposed reduction would be from a 5 day/week to 3 day/week service. This reduction would result from a reduction in Transportation Development Act funds for the Dial-A-Ride program. At that meeting the City Council requested staff to investigate this concern and report back to the City Council . The Dial-A-Ride program which presently serves approximately 48 Dublin residents is operated by the San Ramon Valley Community Center and jointly funded under Transportation Development Act allocations to the City of Dublin and Contra Costa County. The San Ramon Valley Community Center provides Dial-A-Ride services to Copies To: ITEM NO. ti 0 senior citizens and the handicapped residing in Dublin, San Ramon, Danville, Alamo, Blackhawk, Whitegate and Diablo. Staff has been informed by Dave Stegman, Director of the San Ramon Valley Community Center that Contra Costa County has decided not to supplement its TDA allocation in order to maintain 5 day/week service. This will result in 3 day/week service to Dublin residents even if the City of Dublin supplemented its TDA allocation with other monies. However, Mr. Stegman did indicate that he had received $1 ,550 from the San Ramon Valley Senior Citizens for Dial-A-Ride Committee. These funds will allow the Center to maintain 5 day/week service for the month of July. During this month Mr. Stegman indicated that he would attempt to raise the funds needed to maintain 5 day/week service to those communities which he presently serves. Mr. Stegman has estimated the total shortfall and funds needed from each com- munity to be as follows: Alamo $ 1 ,674 Blackhawk 186 Danville 7,436 Diablo 186 Dublin 3,348 San Ramon 5,579 Whitegate 186 $18,595 If additional funds cannot be raised in the other communities, residents of Dublin will be faced with 3 day/week Dial-A-Ride service unless the City makes other provisions for Dial-A-Ride service to its residents. One such alternative would be contracting with the City of Pleasanton to provide service to Dublin residents. Staff has met with representatives of the City of Pleasanton and has had some preliminary discussions as to cost and level of service. Recommendation: It is staff recommendation that if at all possible that the City remain with the Contra Costa communities for this year to maintain program continuity. If additional funds could be raised, and Dublin determined that it was in its best •interest to pull out of the present Dial-A-Ride program, an even greater financial hardship would be placed on the operator and the other participants. The cost to the City for fiscal year 1982-83 is $3,248 if it chooses to remain with the San Ramon Valley Community Center Dial-A-Ride program. Mr. Stegman has assured staff that he would notify the City of Dublin by July 30 if sufficient funds have not been raised. Mr. Phil Flores,' representing the San Ramon Valley Senior Citizens for Dial-A- Ride Committee will be present at the City Council meeting to discuss any questions regarding the program that the City Council might have.
