Acquisition and Improvement of the Extension of Dublin
Blvd. from Dougherty Road Easterly to the Southern

Direct Staff to develop estimated costs, a
proposed preliminary assessment spread, and a
petition for the formation of subject proposed
assessment district.
Approve budget transfer in the amount of $1,500
from the Contingent Reserve for the above work.
FINANCIAL STATEMENT:
Initial cost to perform the necessary work to
establish a basis for circulation of petitions is
estimated to be $1,500. Should the District formation
be successful, these costs would be reimbursed to the
City by the District as part of the preliminary
engineering cost.
DESCRIPTION'
City Staff has been working on various alignments for the extension of
Dublin Boulevard between Dougherty Road and the Southern Pacific Right-of-Way
and is scheduling the alignment for Planning Commission review in March of
this year.
Staff met with the parties controlling the Bridgepoint property (located
just north of Crown Isuzu on Dougherty Road), and it was pointed out that if
the property were resubdivided so that the frontage of the deep lots were on
the extension of Dublin Blvd. rather than on the cul-de-sac extension of
Sierra Lane, the value of the property would be epJnanced.
~ John Moore a~ees to this concept and, in addition, has volunteered to
dedicate and improve a strip of land equal to that required by the extension
of and in lieu of the land dedicated as Sierra Lane. He has further indicated
he would work with the City to attempt to form an assessment district to
complete the improvements from Dougherty Road to the Southern Pacific Right-
of-Way and to include a road connection from the Dublin Boulevard Extension to
Scarlett Court.
Mr. Moore has requested that the City investigate the feasibility of
forming an assessment district for circulation improvements in the Scarlett
Court area.

As you know, I am in a joint venture With Art'Bridges to develop ':--his
fourteen (14 ~ ) acres that front Dougherty Road, We are-_extremely
interested in assisting the City concerning the extension of "Dublin
Blvd and Scarlett Court connection. Not only will this -improvement
work benefit our property, but it will unquestionably benefit- all
surrounding properties and the City. ..
Toward this end, we are prepared to dedicate and improve at no cost
to the City a 78.5' right-of-way on our property for the extension cf
Dublin Blvd. We would expect that this work would be done in Spring
of 1988.
Further, we would request that the City investigate the possibility
of using an Assessment District to extend Dublin Blvd. ~across
Dougherty to connect with the portion of Dublin Blvd. we intend to
construct on our property and improve to public street standards the
connection between Dublin Blvd. and Scarlett Court. This work would
(1) improve immensely the traffic circulation for the affected area
(2) significantly increase the value of existing property by
increasing the quality of uses on existing property, and (3) assist
the City in its planned extension of Dublin Blvd.
We would be happy to work with the City in connection with all
aspects of this request. If you have any questions, please give me a
