Soto, City Clerk/Records Manager EXECUTIVE SUMMARY: The City Council will consider approval of the minutes of the March 3, 2015 Special City Council meeting, the March 3, 2015 Regular City Council meeting and the March 7, 2015 Special City Council meeting. FINANCIAL IMPACT: None. RECOMMENDATION: Staff recommends that the City Council approve the minutes of the March 3, 2015 Special City Council meeting, the March 3, 2015 Regular City Council meeting and the March 7, 2015 Special City Council meeting. The meeting was called to order at 6:30 p.m., by Mayor Haubert. 1. ROLL CALL & PLEDGE OF ALLEGIANCE PRESENT: Councilmembers Biddle, Gupta, Hart, and Mayor Haubert ABSENT: Councilmember Wehrenberg 2. CLOSED SESSION CONFERENCE WITH LEGAL COUNSEL-EXISTING LITIGATION (Paragraph (1) of subdivision (d) of Section 54956.9) Name of case: Zovich & Sons, Inc. v. City of Dublin; Alameda Superior Ct. Case No. RG 15760263 3. REPORT ON CLOSED SESSION Mayor Haubert stated there was no reportable action during Closed Session. 4. ADJOURNMENT There being no further business to come before the City Council, the meeting was adjourned at 7:04 p.m. in memory of Staff Sgt. Sean Diamond and our fallen troops. Amy Miller, Dublin Unified School District Boardmember, provided public comment on this item. Dr. Stephen Hanke, Superintendent of Dublin Unified School District, provided public comment on this item. Proclamation for American Red Cross Month, March 2015 7:14 p.m. 3.2 The City Council presented the proclamation for American Red Cross Month, March 2015. DUBLIN CITY COUNCIL MINUTES 1 VOLUME 34 REGULAR MEETING MARCH 3, 2015 Visit Tri-Valley Presentation 7:24 p.m. 3.3 The City Council received the presentation from Visit Tri-Valley. Introduction of Commander Dennis Houghtelling 7:34 p.m. 3.4 The City Council welcomed Commander Dennis Houghtelling to the City of Dublin. Public Comments 7:40 p.m. 3.5 Anita Carr, representative of Alameda County Arts Commission, provided public comment. CONSENT CALENDAR 7:47 p.m. Item 4.1 through 4.11 On motion of Cm. Biddle, seconded by Cm. Hart and by unanimous vote (Cm. Wehrenberg absent), the City Council took the following actions: Approved (4.1) Minutes of the February 17, 2015 Regular City Council Meeting and the February 21, 2015 Special City Council Meeting; Adopted (4.2) RESOLUTION NO. 27 - 15 AWARDING CONTRACT NO. 14-16 IRRIGATION SYSTEM UPGRADES TO POM'S LANDSCAPING INCORPORATED DUBLIN CITY COUNCIL MINUTES 2 VOLUME 34 REGULAR MEETING MARCH 3, 2015 Directed (4.3) Staff to conduct a disaster preparedness training for City Councilmembers on May 19, 2015 starting at 5:00 p.m. in the City Council Chamber. Received (4.4) the report on the festivities planned for the 32nd Annual St. Patrick's Day Celebration on March 14 and 15, 2015. Approved (4.5) the Fifth Amendment to Agreement for Legal Services and authorized the Mayor to execute same. Received (4.6) the report and accepted the Excellence in Budgeting Award. Adopted 4.7 RESOLUTION NO. 28 - 15 AMENDING THE DUBLIN TRAFFIC CODE APPROVING PARKING REGULATIONS ON ANTONE WAY RESOLUTION NO. 29 - 15 AMENDING THE DUBLIN TRAFFIC CODE APPROVING PARKING REGULATIONS ON LEE THOMPSON STREET RESOLUTION NO. 30 - 15 AMENDING THE DUBLIN TRAFFIC CODE APPROVING PARKING REGULATIONS ON SHADY CREEK ROAD Adopted 4.8 RESOLUTION NO. 31 - 15 GRANTING CONSENT TO THE CITY OF PLEASANTON TO RENEW THE TRI-VALLEY TOURISM MARKETING DISTRICT (TVTMD) Adopted 4.9 RESOLUTION NO. 32 - 15 AUTHORIZING THE FILING OF AN APPLICATION FOR A CALIFORNIA DEPARTMENT OF TRANSPORTATION ENCROACHMENT PERMIT APPLICATION FOR NEW 1-680 AND (- DUBLIN CITY COUNCIL MINUTES 3 VOLUME 34 REGULAR MEETING MARCH 3, 2015 580 GROUND-MOUNTED DIRECTIONAL SIGNS TO IDENTIFY THE CITY OF DUBLIN DOWNTOWN, AND TO REMOVE THE EXISTING 1-580 CIVIC CENTER GROUND- MOUNTED DIRECTIONAL SIGN Accepted (4.10) the Annual Progress Report on the Status of the Dublin General Plan and Housing Element Compliance for Calendar Year 2014; and directed Staff to forward the Annual Progress Report to the California State Office of Planning and Research and the California Department of Housing and Community Development. Received (4.11) the report on the mid-year FY 2014-15 financial results and approved the budget change. WRITTEN COMMUNICATIONS — None. PUBLIC HEARINGS - None UNFINISHED BUSINESS Marketing and Branding Presentation by North Star Destination Services 7:47 p.m. 7.1 The City Council received the City Marketing and Branding Plan presentation by North Star Destination Strategies. NEW BUSINESS General Plan and Dublin Crossing Specific Plan Amendment Study Initiation Request 8:13 p.m. 8.1 On February 21, 2015, the City Council moved this item to the March 17, 20157 City Council meeting. The meeting was called to order at 9:00 a.m., by Mayor Haubert. 1. ROLL CALL & PLEDGE OF ALLEGIANCE PRESENT: Councilmembers Biddle, Gupta, Hart, Wehrenberg, and Mayor Haubert ABSENT: None The pledge of allegiance to the flag was recited by the City Council, Staff and those present. 2. PUBLIC COMMENT There was no public comment. 3. STRATEGIC PLANNING WORKSHOP The City Council participated in a Strategic Planning Workshop. The City Council reviewed the City's long-term financial forecast; received an update on current economic and development conditions; reviewed its Mission, Vision and Values; and discussed future strategies and major initiatives. The City Council also discussed prioritizing these strategies and initiatives and the next steps resulting from this Strategic Planning Workshop, including its relationship to development of future City budgets. 4. ADJOURNMENT There being no further business to come before the City Council, the meeting was adjourned at 1:56 p.m. in memory of Staff Sgt. Sean Diamond and our fallen troops.
