SUBJECT: Minutes of the March 17, 2015 Regular City Council Meeting and the March 21,
2015 Special City Council Meeting

EXECUTIVE SUMMARY:
The City Council will consider approval of the minutes of the March 17, 2015 Regular City
Council meeting and the March 21, 2015 Special City Council meeting.
FINANCIAL IMPACT:
None.
RECOMMENDATION:
Staff recommends that the City Council approve the minutes of the March 17, 2015 Regular City
Council meeting and the March 21, 2015 Special City Council meeting.

A closed session was held at 6:45 p.m., regarding:

A regular meeting of the Dublin City Council was held on Tuesday, March 17, 2015, in the City
Council Chambers of the Dublin Civic Center. The meeting was called to order at 7:03 p.m., by
Mayor Haubert.

ABSENT: None

By consensus, the City Council agreed to hear Item 8.3 as the first item of New Business.
CONSENT CALENDAR

On motion of Cm. Biddle, seconded by Cm. Hart and by unanimous vote, the City Council took
the following actions:
Approved (4.1) Minutes of the March 3, 2015 Special City Council Meeting, March 3, 2015
Regular City Council Meeting, and the March 7, 2015 Special City Council Meeting;
Received (4.2) the Payment Issuance Report and Electronic Funds Transfers Listing.
Continued (4.3), by motion as required by Government Code Section 8630(c), which states that
the City Council shall review the need for continuing a local emergency at least once every 30
days until the governing body terminates the local emergency, the State of Emergency that was
declared on March 18, 2014, based on the fact that extreme drought conditions continue to
exist within both the State of California and the City of Dublin, and the threat to the safety and
welfare of Dublin residents remains.

adopted
RESOLUTION NO. 36 - 15
APPROVING THE INITIATION OF A GENERAL PLAN AND DUBLIN CROSSING
SPECIFIC PLAN AMENDMENT STUDY TO: 1) INCORPORATE THE 1.5 ACRE CHABOT
CREEK INTO THE COMMUNITY PARK AND INCREASE THE ACREAGE DEVOTED TO
MEDIUM DENSITY RESIDENTIAL BY 1.5 ACRES; 2) RE-DESIGNATE THE 13 ACRE
"MIXED USE" SITE TO "GENERAL COMMERCIAL/DC MEDIUM-HIGH DENSITY
RESIDENTIAL"; 3) ALLOW USE OF THE SITE DESIGNATED "SCHOOL" FOR BOTH
SCHOOL AND PARK PURPOSES

By consensus, the City Council asked Staff to schedule a study session to discuss options
regarding non-vested properties in the City.

Brief information only reports were provided by the City Council and Staff, including committee
reports and reports by City Council related meetings attended at City expense (AB1234).
Vm. Gupta asked that an item be brought back to City Council regarding community outreach
for tree removals on City property.

OF THE CITY OF DUBLIN
N SPECIAL MEETING —MARCH 21, 2015
A special meeting of the Dublin City Council, Heritage & Cultural Arts Commission, Parks &
Community Service Commission, Planning Commission, and Human Services Commission was
held on Saturday, March 21, 2015, in the Library Community Room. The meeting was called to
order at 9:10 a.m., by Mayor Haubert.

PRESENT: Councilmembers Biddle, Gupta, Wehrenberg, and Mayor Haubert
Planning Commissioners Bhuthimethee, Do, Goel, Kholi, and Mittan

MARCH 21, 2015
JOINT STRATEGIC PLANNING WORKSHOP
The City Council participated in a Joint Strategic Planning Workshop. Strategic Planning
Consultant Sherry Lund advised that the City Council, Heritage & Cultural Arts Commission,
Parks & Community Services Commission, Human Services Commission, and Planning
Commission, would discuss the results of the Council's recent Strategic Planning Workshop
held on March 7, 2015, as well as provide Commissions guidance from the City Council so that
they are aligned with the City Council's direction and expectations.

12:33 p.m.
