A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
AMENDING THE CLASSIFICATION PLAN
WHEREAS, in accordance with the Personnel System Rules, the City
Council adopted Resolution No. 30-84 and subsequent amendments which
comprise the Classification Plan.; and
WHEREAS, resulting from the creation of the Recreation Sports
Program, additional part-time classifications are necessary; and
WHEREAS, the adoption of a job description is required for all
authorized positions; and
WHEREAS, it is necessary to periodically update existing job
classifications.
NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and
subsequent amendments shall be further amended to include the
following new classifications and attached job descriptions
(Attachments A and B):

BE IT FURTHER RESOLVED that this document shall become a part of the
official classification plan. for the City of Dublin.
PASSED, APPROVED AND ADOPTED this 12th day of February, 1990, by
the following vote:

SPORTS LEAGUE DIRECTOR
THE POSITION
Under general supervision, performs all necessary work to
implement recreation sports leagues. Exercises independent
judgment in the application of specialized knowledge and
skills in the conduct of the work. Coordinates schedules for
both league and championship play. Supervises field preparation,
scorekeeping and officiating personnel.
EXAMPLE OF DUTIES
- Coordinate league schedules and championship tournaments.
- Coordinate advertising and program promotion.
- Conduct manager's meetings.
- Hires and trains seasonal staff as needed.
- Prepare reports and program analysis.
- Purchase and maintain equipment.
- Supervise seasonal staff and contact employees.
QUALIFICATIONS
Education and Experience
- High School graduate. Two years of college preferred.
- Prior experience in conducting recreational sports leagues.
Knowledge and Abilities
- Technical knowledge of sports (i.e. rules, equipment, etc.)
- Organizational skills to plan, implement and coordinate a
recreational sports program.
- Ability to work effectively with the public.
- Ability to resolve conflicts effectively and efficiently.
Licenses and Certificates
Possession of a valid California drivers license.
Possession of or ability to obtain valid American Red. Cross
CPR and First Aid certification.
ATTACHMENT A
SPORTS FIELD ATTENDANT
THE POSITION
Under supervision of the League Director, the Sports Field
Attendant assists with all aspects of league and championship
play. The Sports Field Attendant may be responsible for
preparing the playing surface, scorekeeping, operating lights and
securing facilities at the conclusion of the activity.
The Sports Field Attendant must work in conjunction with the
officials to assure a well organized activity.
EXAMPLES OF DUTIES
- Drag and wet down infield area.
- Mark foul lines, batters box, goals, etc.
- Turn lights on/off as needed.
- Enter players names and numbers as submitted
manager/coach into the official scorebook.
- Maintain accurate record. of each game played.

Compile composite records to determine league standing.
Cleans and secures facility after use.
Makes written reports of damage to equipment or facility.
QUALIFICATIONS
Education and Experience
- Must be at least 16 years of age.
- Experience in field preparation and/or scorekeeping preferred.
Knowledge and Abilities
- Technical knowledge of infield and turf preparation and
equipment.
- Technical knowledge of sport (i.e. rules and game procedure).
- Ability to deal effectively and courteously with the public.
- Ability to work independently, with minimum supervision.
- Ability to maintain accurate records.
- Ability to follow written and oral instructions.
- Must be available to work nights, weekends and holidays.
- Ability to do heavy physical work.
Licenses and Certificates
Possession of a valid California drivers license.
Possession of or ability to obtain valid American Red Cross
CPR and. First Aid certification is desirable.
ATTACHMENT B
POOL MANAGER
THE POSITION
Under direction of the Recreation Coordinator, plans, organizes,
directs and supervises all aquatic programs as related~ to the
management and operation of a public swimming pool.
EXAMPLES OF DUTIES
- Plans, organizes and supervises swimming activities at
assigned pool.
- Schedules and supervises staff.
- Serves as a swim instructor or lifeguard as required.
- Maintains good public relations.
- Keeps up-to-date records and completes required reports.
- Responsible for the control of all activity at the pool and
keeping Supervisor aware of maintenance conditions and supply
needs.
- Other related duties as assigned.
QUALIFICATIONS
Education and Experience
- Educational equivalent to completion of high school; must be
18 years of age or older.
- Minimum of two years training and experience in assisting with
pool management as a head guard or swim instructor.
Knowledge and Abilities
- Demonstrated leadership abilities and ability to engage in
physical activity.
- Ability to follow written and oral instructions.
- Ability to perform all swimming strokes according to American
Red Cross standards.
- Ability to demonstrate lifesaving and emergency First Aid
skills.
- Knowledge of use and care of lifesaving equipment used at
public pools.
- Ability to deal with stressful situations.
- Ability to deal effectively with staff and pool patrons.
- Ability to oversee, review and prepare reports related to the
operation of the pool.
Licenses and Certificates
- Current certification by the American Red Cross in Water
Safety Instruction, Lifegaurd Training, Community CPR,
Standard First Aid, and Track I (additional First Aid Training
for Public Safety Personnel).
- Possession of valid California Drivers License.
ATTACHMENT C
ASSISTANT POOL MANAGER
THE POSITION
Under direction of the Pool Manager, assists in the planning,
direction, leadership and staffing for a variety of aquatic
programs at a public swimming pool. May act as Pool Manager in
the Pool Manager's absence.
EXAMPLES OF DUTIES
- Assists in supervision of pool staff and instructs them in
proper performance of their duties.
- Assists in supervision of swim lesson program as well as
teaches lessons.
- Patrols pool area to enforce safety rules and regulations.
- Serves as a Swim Instructor or Lifeguard as required.
- Maintains accurate records and completes related reports.
- Maintains good public relations.
- Other related duties as required.
QUALIFICATIONS
Education and Experience
- Must be 17 years of age or older.
- Two years experience as lifeguard and/or swim instructor.
Knowledge and Abilities
- Demonstrated leadership abilities and ability to engage in
physical activity.
- Ability to follow written and oral instructions.
- Ability to perform all swimming strokes according to American
Red Cross standards.
- Ability to demonstrate lifesaving and emergency First Aid
skills.
- Knowledge of use and care of lifesaving equipment used at
public pools.
- Ability to deal with stressful situations.
- Ability to deal effectively with staff and pool patrons.
- Ability to oversee, review and prepare reports related to the
cashiering function.
Licenses and Certificates
- Current certification by the American Red Cross in Water
Safety Instruction, Lifeguard Training, Community CPR,
Standard First Aid, and Track I (additional First Aid training
for Public Safety Personnel).
- Possession of valid California Drivers License.
ATFACHMENT D
SWIM INSTRUCTOR
THE POSITION
Under supervision of the Pool Manager, provides instruction in
all levels of American Red Cross swim classes and other aquatic
programs.
EXAMPLES OF DUTIES
- Develops lesson plans for swim classes.
- Instructs a variety of swim classes for all ages and ability
levels.
- Maintains accurate records as related to swim classes.
- Enforces pool rules and regulations.
- Maintains discipline and orderly conduct among patrons.
- Assists swimmers in distress and administers First Aid as
needed.
- Maintains pool areas in a safe and clean condition.
- Maintains good public relations.
- Other related duties as assigned.
QUALIFICATIONS
Education and Experience
- Must be 17 years of age or older.
- Prior aquatics experience desirable.
Knowledge and Abilities
- Ability to perform all swimming strokes according to American
Red Cross standards.
- Ability to demonstrate basic rescue and emergency First Aid
skills.
- Knowledge of the use and care of lifesaving equipment used at
public swimming pools.
- Ability to deal with stressful situations.
- Ability to deal effectively with program participants.
Licenses and Certificates
- Current certification by the American Red Cross in Water
Safety Instruction, Community CPR, Standard First Aid, and
Track I (additional First Aid Training for Public Safety
Personnel).
- Completion of American Red Cross Lifeguard Training Course
highly desirable.
ATTACI~IENT E
LIFEGUARD
THE POSITION
Under supervision of the Pool Manager, serves as a lifeguard to
enforce pool rules and oversee the conduct of patrons using the
pool.
EXAMPLES OF DUTIES
- Enforces pool rules and regulations.
- Maintains discipline and orderly conduct among patrons.
- Rescues swimmers in distress and administers First Aid as
needed.
- Maintains pool areas in a safe and clean condition.
- Maintains good public relations.
- Other related duties as assigned.
QUALIFICATIONS
Education and Experience
- Must be 16 years of age or older.
- Prior experience in working with the public desirable.
Knowledge and Abilities
- Ability to swim competently and demonstrate lifesaving and
emergency First Aid skills.
- Knowledge of the use and care of lifesaving equipment used at
public swimming pools.
- Ability to deal with stressful situations.
- Ability to deal effectively with program participants.
Licenses and Certificates
- Current certificati'on by the American Red Cross in Lifeguard
Training, Community CPR, Standard First Aid, and Track I
(additional First Aid Training for Public Safety Personnel).
ATTACHMENT F
CASHIER
THE POSITION
Under supervision of the Pool Manager, responsible for collection
of fees from pool patrons, completing attendance and financial
reports, providing assistance to pool staff in emergency
situations, and handling participant registration for aquatics
classes.
EXAMPLES OF DUTIES
- Collection of public swimming fees and class registration.
- Issues pool passes.
- Completes daily attendance and financialreports.
- Maintains effective public relations.
- Other related duties as assigned.
- May perform general maintenance duties.
- May perform minor first aid to patrons.
QUALIFICATIONS
Education and Experience
- Must be 16 years of age or older.
- Prior experience with handling money and cashiering desirable.
Knowledge and Abilities
- Ability to deal effectively with pool patrons.
- Knowledge of basic math skills.
Licenses and Certificates
Possession of or ability to obtain valid American Red Cross
Community CPR and Standard First Aid certification.
SENIOR RECREATION LEADER
THE POSITION
This position is the third step in the series of Recreation
Leader classifications. Under supervision, plans, organizes and
conducts recreation activities at playgrounds, parks, community
centers, school sites and sports facilities. Assigned program
areas may include preschool, playgrounds, teens, special events,
sports and senior citizens.
EXAMPLES OF DUTIES
- Plans, supervises and implements recreation activities
appropriate to the assigned program area and age level being
served.
- Supervises Recreation Leaders I and II and volunteers assigned
to assist in the conduct of programs.
- Supervises maintenance of facility and equipment to assure
safe and clean conditions.
- Maintains accurate records and prepares written program plans
and reports.
- Conducts activities in the areas of arts and. crafts, games,
sports, music, drama, nature study, etc.
- Issues, receives and controls equipment and supplies.
- Maintains discipline at program site.
- Maintains good public relations.
- Other duties as assigned.
QUALIFICATIONS
Education & Experience
- Equivalent to graduation from high school; some college
recreation classes or working towards a degree in recreation
desirable.
- Two years experience as a working Recreation Leader I or II
and/or comparable work experience.
Knowledge & Abilities
- Ability to work independently with minimum supervision.
- Ability to plan, organize and conduct recreation activities.
- Ability to train and supervise other Recreation Leaders and
volunteers.
- Ability to exercise good judgement and deal effectively with
the public.
- Ability to follow written and oral instructions.
Licenses & Certificates
- Possession of or ability to obtain valid American Red Cross
Community CPR and First Aid certification.
- Possession of a valid California driver's license.
