EXECUTIVE SUMMARY:
The City Council will consider approval of the minutes of the May 5, 2015, Special City Council
Meeting and the May 5, 2015, Regular City Council Meeting.

The City Council will consider approval of the minutes of the May 5, 2015, Special City Council
Meeting and the May 5, 2015, Regular City Council Meeting.

SPECIAL MEETING — MAY 5, 2015
A special meeting of the Dublin City Council was held on Tuesday, May 5, 2015, in the City
Council Chambers of the Dublin Civic Center. The meeting was called to order at 5:32 p.m., by
Mayor Haubert.
1. ROLL CALL & PLEDGE OF ALLEGIANCE
PRESENT: Councilmembers Biddle, Gupta, Hart, Wehrenberg, and Mayor Haubert
ABSENT: None
The pledge of allegiance to the flag was recited by the City Council, Staff and those present.
2. PUBLIC COMMENTS
No comments were made by any member of the public at this time.
3. EASTERN DUBLIN SPECIFIC PLAN, REVIEW OF REMAINING DEVELOPMENT SITES
5:33P.M.
The City Council received a report on the Eastern Dublin Specific Plan and the remaining
development sites within the Specific Plan area and provided feedback as appropriate.
By consensus, the City Council asked Staff to return in the near future with a report that
outlined the 12 non-vested sites in the City, and discuss what the City Council would like to
see on those sites.
4. ADJOURNMENT
There being no further business to come before the City Council, the meeting was adjourned
at 7:31 p.m. in memory of Staff Sgt. Sean Diamond and our fallen troops.

A regular meeting of the Dublin City Council was held on Tuesday, May 5, 2015, in the City
Council Chambers of the Dublin Civic Center. The meeting was called to order at 7:42 p.m.

Affordable Housing Week Proclamation

The City Council recognized East Bay Housing Organizations (EBHO) for its affordable housing
advocacy work and efforts in preserving, protecting, and expanding affordable housing
opportunities throughout Alameda County by proclaiming May 8-17, 2015 Affordable Housing
Week.
National Salvation Army Proclamation

The City Council presented a proclamation designating May 11-26, 2015 as Salvation Army
Week.

Recognition of 2015 Rotary Superstars

The City Council recognized the 2015 Rotary Superstars for the City of Dublin and the Dublin
Unified School District.
Dr. Steve Hanke, Superintendent of Dublin Unified School District, provided public comment on
this item.

CONSENT CALENDAR

Cm. Biddle pulled Item 4.4 for further discussion.
On motion of Cm. Hart, seconded by Vm. Gupta, and by unanimous vote, the City Council took
the following actions:
Approved 4.1 the minutes of the Regular City Council meeting of April 21, 2015;
Received 4.2 the City Treasurer's Informational Report of Investments for the Quarter Ending
March 31, 2015 presentation;
Received 4.3 the Small Business Week presentation;
Accepted 4.5 the contributions of the 32nd Annual St. Patrick's Day Festival and Fun Run;
Received 4.6 the Certificate of Achievement for Excellence in Financial Reporting;
Approved 4.7 the requests from Bay Area Taps Beer Pub and GoGoong Korean BBq to
participate in the City's Sewer Capacity Assistance Program.

Cm. Biddle pulled Item 4.4, Award of Bid — Contract No. 15-01 Dublin Boulevard Preservation

On motion of Cm. Biddle, seconded by Mayor Haubert and by unanimous vote, the City Council
adopted

AWARDING CONTRACT NO. 15-01 AND CONTRACT NO 15-03, 2015-ANNUAL STREET
OVERLAY PROGRAM TO G. BORTOLOTTO & CO., INC.
RESOLUTION NO. 59 - 15
AMENDING THE CITY OF DUBLIN TRAFFIC CODE APPROVING ADDITIONAL PARKING
RESTRICTIONS ON VILLAGE PARKWAY
and approved the Budget Change.
By consensus, the City Council agreed to hear Item 5.1 at the end of the meeting.

Dawn Benson, President of Valley Children's Museum, provided comment on this item.
On motion of Vm. Gupta, seconded by Cm. Wehrenberg and by unanimous vote, the City
Council directed Staff to work with the City Attorney to develop a new License Agreement for
execution by the City Manager for a three-year term with the option for two one-year renewals,
and directed Staff to provide up to $20,000 for the capital outlay for the project.
PUBLIC HEARINGS
Amendment to the City's Retirement Contract with the Board of
Administration of the California Public Employees' Retirement System (CaIPERS)

Mayor Haubert opened the public hearing.

On motion of Cm. Hart, seconded by Mayor Haubert and by unanimous vote, the City Council

RESOLUTION NO. 62 - 15
INTENTION TO APPROVE AN AMENDMENT TO CONTRACT BETWEEN THE BOARD OF
ADMINISTRATION CALIFORNIA PUBLIC EMPLOYEES' RETIREMENT SYSTEM
waived the reading and INTRODUCED an Ordinance of the City of Dublin Authorizing an
Amendment to the Contract Between the City of Dublin and the Board of Administration of the
California Public Employees' Retirement System.

By consensus, the City Council continued the item to the May 19, 2015 City Council meeting.

NEW BUSINESS
Preliminary FY 2015-16 Budget Update,
Ten Year General Fund Forecast and Direction from City Council on Budget Preparation

The City Council received the report and provided Staff with direction in preparing the final
Fiscal Year 2015-16 Budget Update.
By consensus, the City requested Staff return with information on June 2, 2015, regarding
funding two more hours of the library, and increasing the Community Grants funding by
$10,000.
OTHER BUSINESS

Brief information only reports were provided by the City Council and Staff, including committee
reports and reports by City Council related meetings attended by City expense (AB 1234).
