SUBJECT: Positive Coaching Alliance for City of Dublin Youth Sports rograms

EXECUTIVE SUMMARY:
The City Council will receive information regarding the Positive Coaching Alliance (PCA) and the
trainings and workshops the PCA provides for the City of Dublin's youth sports programs.
FINANCIAL IMPACT:
The costs of the trainings are $2,900. Sufficient funds are allocated in the program budgets for
the Junior Warriors Program and the Dublin Green Gator Swim Team to offer training for the
coaches and parents of participants in those programs.
RECOMMENDATION:
Staff recommends the City Council receive the report.

DESCRIPTION:
Positive Coaching Alliance (PCA) was created in 1998 at Stanford University by Jim Thompson.
PCA's goal is to change the culture of sports from a "win at all costs" mentality to one where
sports are used to teach life lessons. The PCA's mission is to create a character-building sports
environment. At the center of PCA's work are three models:
1. Double Goal Coaches - to win while also teaching life lessons
2. Second Goal Parents - to teach life lessons while letting the coaches and athletes focus
on competing
3. Triple Impact Competitors - who strive to impact sports on three levels by improving
oneself, teammates and the game.

PCA has helped create a character-building sports environment for more than three-million high
school athletes across the country. PCA is currently working with over 200 high schools and
youth sports organizations in seven Bay Area counties and most recently entered into a new
agreement with the Dublin Unified School District.
The City is using the PCA for training volunteer coaches for the Junior Warriors Basketball
program, as well as the coaches for the Dublin Green Gator Swim Team. These programs have
over 900 youth participating annually. Staff is working with PCA to add two parent workshops;
one focusing on basketball and the other on swimming. PCA also offers 20 online courses
bundled with the live workshops for participants that cannot attend. Additional books and
resources are also available through PCA.
The City of Dublin has had an ongoing relationship with PCA since 2007. The City currently
offers PCA training/workshops to augment the department training. In addition to offering the
PCA training and workshops, Staff organizes the City's programs to promote positive
experiences for youth. The Junior Warriors Basketball program is structured to balance the
competitive nature of most athletic programs with equal playing time for each player and a
friendly environment. Staff also offers non-scoring, skill-development basketball leagues for
youth in kindergarten through second grade. The City offers a similar non-scoring, skill
development experience for swim team with the Junior Green Gator program. Additionally
swimmers are given equal opportunity for swimming events at meets.
Staff will also be offering PCA parenting workshops to the parents involved in the Junior Warrior
and Green Gator's programs. The first parent training was held on May 13, 2015 and there
were in 65 parent's attendance. The City will be holding additional training opportunities for
these parent groups later in the year.
The City continues to receive excellent evaluations of these programs and the positive
experiences of participants.
