REGULAR MEETING —APRIL 21, 2015
A regular meeting of the Dublin City Council was held on Tuesday, April 21, 2015, in the City
Council Chambers of the Dublin Civic Center. The meeting was called to order at 7:00 p.m., by
Mayor Haubert.

Continued (4.8), by motion as required by Government Code Section 8630(c), which states that
the City Council shall review the need for continuing a local emergency at least once every 30
days until the governing body terminates the local emergency, the State of Emergency that was
declared on March 18, 2014, based on the fact that extreme drought conditions continue to
exist within both the State of California and the City of Dublin, and the threat to the safety and
welfare of Dublin residents remains.
Approved 4.9 the Budget Change to install public accessible Wi-Fi in the Downtown Dublin
Specific Plan Area.

Mayor Haubert closed the public hearing.
On motion of Cm. Hart, seconded by Vm. Gupta and by majority vote, (Mayor Haubert, Vm.
Gupta, and Cm. Hart voting yes), the motion to deny the request passed.
UNFINISHED BUSINESS
Community Facilities District Formation

Cm. Hart stated: "I have voiced my feelings early on about the prospect of CFD formation at
Dublin Crossing. Philosophically speaking, I oppose increasing taxes to pay for infrastructure
that a developer would otherwise be required to install.
However I understand that a CFD provides a mechanism that — in a perfect world — allows the
homebuyer to finance the infrastructure that isn't there yet, while increasing their home's worth
as those improvements go in. And theoretically the CFD home prices are then lower than the
prices in non-CFD areas, where the infrastructure is already in place and the assessed values
reflect that.
Fortunately the City's housing market is healthy for a variety of factors: the high performance of
local schools, the availability of new homes, proximity developments to public transit -- and that
is the kind of market that supports a CFD in a way that is fair. A more competitive market will
keep those prices in check. I would just emphasize the importance of full disclosure of the
special tax levy to the prospective homeowners in Dublin Crossing.
With those things in mind, and with the additional community benefit payment to the City that
can then be used to the greater good of the entire community, I am going to approve the CFD
formation."
On motion of Cm. Hart, seconded by Cm. Wehrenberg and by unanimous vote, the City Council
continued the process to create a . Community Facilities District under the Mello-Roos
Community Facilities District Act of 1982, to be designated City of Dublin Community Facilities
District No. 08-1 (Dublin Crossing), and adopted
