Foss, City Manager " SUBJECT: Acceptance of Central Parkway Improvements with Tract 8100; Approval of Regulatory Traffic Control Devices; and Approval of Improvements within future Fallon Village GHAD Parcels Constructed with Central Parkway Improvements Tract 8100, Jordan Ranch (BJP-ROF Jordan Ranch, LLC) Prepared by Jayson Imai, Senior Civil Engineer EXECUTIVE SUMMARY: BJP-ROF Jordan Ranch has constructed the Central Parkway improvements for Tract 8100, Jordan Ranch, in accordance with their Tract Improvement Agreement. It is now appropriate for the City to accept these improvements and approve the regulatory traffic control devices. Also, in accordance with their Tract Improvement Agreement for Central Parkway Tract 8100, BJP-ROF Jordan Ranch has completed construction of landscape and irrigation improvements within Parcels F and I of Tract Map 8024, which will ultimately be turned over to the Fallon Village Geologic Hazard Abatement District (CHAD) for ownership. It is now appropriate for the City to approve the improvements constructed within the future Fallon Village GHAD parcels. FINANCIAL IMPACT: BJP-ROF Jordan Ranch, LLC, has provided a Maintenance Bond (Bond No. 0591507) in the amount of $1,107,247.00, issued by International Fidelity Insurance Company, to guarantee the Central Parkway improvements and improvements within the future Fallon Village GHAD parcels constructed with Tract 8100, Jordan Ranch, for one year. Upon acceptance of the Central Parkway improvements, the City will incur annualized maintenance costs estimated to be $42,300 for traffic signal operation and maintenance, street sweeping and street lighting (monthly), slurry seal (every five years) and asphalt concrete pavement overlay (every 20 years). As part of their Tract Improvement Agreement for Central Parkway, Tract 8100, BJP-ROF Jordan Ranch construction irrigation and landscape improvements within Parcels F and I of Tract Map 8024, which have been reserved as future Fallon Village GHAD parcels. Prior to transferring the GHAD parcels to the Fallon Village CHAD, BJP-ROF Jordan Ranch will be responsible for maintenance of the landscape and irrigation improvements, including during the one-year warranty period. Once the GHAD parcels have been transferred from BJP-ROF Jordan Ranch to Fallon Village CHAD, the landscaping, trees, and irrigation constructed by BJP-ROF Jordan Ranch within the GHAD parcels will be maintained by the Jordan Ranch HOA. There will be no future maintenance costs to the City associated with those improvements. The improvements covered by this Tract Improvement Agreement also included landscaping and irrigation improvements within Parcels F and I of Tract Map 8024, which have been reserved for future transfer to the Fallon Village Geologic Hazard Abatement District (CHAD). BJP-ROF Jordan Ranch, LLC, provided a Faithful Performance Bond and a Labor & Materials Bond to guarantee construction of the Central Parkway improvements with Tract Map 8100, and the improvements within Parcels F and I of Tract Map 8024, adjacent to Central Parkway. At the time BJP-ROF Jordan Ranch entered into the Tract Improvement Agreement, they had completed over 80% of the required improvements at Central Parkway and adjacent future Fallon Village GHAD Parcels. Therefore, the original Faithful Performance Bond and Labor and Materials Bond amounts were equal to twenty five percent (25%) of the full bond estimate of the improvements. Per the Plan of Control for the Fallon Village CHAD, before BJP-ROF Jordan Ranch may transfer a GHAD parcel and the management and maintenance requirements of that parcel to the Fallon Village CHAD, the improvements required to be constructed within the GHAD parcel must be approved by the City. BJP-ROF Jordan Ranch, LLC, has recently completed the construction of both the Central Parkway improvements required with Tract Map 8100 and the improvements within future Fallon Village GHAD Parcels F and I of Tract Map 8024 adjacent to Central Parkway, and is requesting that the bonds for this work be released. The bond amount is equal to twenty five percent (25%) of the full cost of completion of the said improvements and is equivalent to the original Faithful Performance Bond and Labor and Materials Bond amounts. Prior to transferring Parcels F and I of Tract Map 8024 to the Fallon Village CHAD, BJP-ROF Jordan Ranch, LLC will be responsible for the maintenance of the landscape and irrigation improvements within these parcels, constructed as part of the Central Parkway Tract 8100 improvements, including during the one-year warranty period. Once the GHAD parcel has been transferred from BJP-ROF Jordan Ranch, LLC to the Fallon Village CHAD, the landscaping, trees, and irrigation located in the Fallon Village GHAD Parcels constructed as part of the Central Parkway Tract 8100 improvements will be maintained by the Jordan Ranch HOA. There will be no future maintenance costs to the City. The following regulatory traffic control devices will be accepted and approved as part of this project and added to the City of Dublin Traffic Code: A. "STOP" signs, markings and crosswalks installed at the intersection of Central Parkway and Panorama Drive B. Crosswalks at the intersection of Central Parkway and Sunset View Drive. C. Traffic Signal at the intersection of Central Parkway and Sunset View Drive. D. Traffic Signal Modifications at the intersection of Central Parkway and Fallon Road. E. "NO PARKING" signs at the following locations: • North and South sides of Central Parkway from Fallon Road east to Sunset View Drive • North and South sides of Central Parkway from the eastern property line of Tract 8100 east to Croak Road NOTICING REQUIREMENTS/PUBLIC OUTREACH: A copy of this staff report has been sent to BJP-ROF Jordan Ranch, LLC. The Central Parkway improvements for Tract 8100 are hereby approved and accepted, subject to a one-year guarantee period. 2. The landscape and irrigation improvements within the future Fallon Village GHAD Parcels, Parcel F and Parcel I of Tract Map 8024, are hereby approved. 3. The submitted Maintenance Bond issued by International Fidelity Insurance Company (Bond No. 0591507) in the amount of $1,107,247.00 for the Central Parkway improvements and improvements within future Fallon Village GHAD Parcels constructed with Tract 8100, be accepted as security for the aforesaid one-year warranty period, said period to commence on this date and terminate on the 2nd day of June, 2016. 4. The original Faithful Performance Bond issued by International Fidelity Insurance Company (Bond No. 0591507) in the amount of $1,107,247.00 for the improvements, be released. 5. The original Labor and Materials Bond issued by International Fidelity Insurance Company (Bond No. 0591507) in the amount of $1,107,247.00 for the improvements, be released in accordance with the requirements of §66499.7 of the Government Code of the State of California. 6. The traffic regulatory devices installed by the developer within the development are hereby included in the City of Dublin Traffic Code, said regulatory devices to include the following: A. "STOP" signs, markings and crosswalks installed at the intersection of Central Parkway and Panorama Drive B. Crosswalks at the intersection of Central Parkway and Sunset View Drive. C. Traffic Signal at the intersection of Central Parkway and Sunset View Drive. D. Traffic Signal Modifications at the intersection of Central Parkway and Fallon Road. E.
