SUBJECT: Public Hearing: Traffic Ordinances Regarding STOP
Signs, Parking Zones, and Turning Regulations

FINANCIAL STATEMENT: Approximately $2000 for signage, pavement markings,
and curb painting.
DESCRIPTION:
These items were reviewed by the City of Dublin Traffic Safety Committee
and have been combined into one item due to their perceived non-controversial
nature, with findings as follows:
1) STOP Sign on Bandon Drive at Kimball Avenue:
This intersection currently employs a Yield sign on Bandon Drive
at Kimball Avenue. Due to development in the area, the amount of traffic on
Kimball Avenue has increased considerably since this Yield sign was installed
by the County of Alameda. Residents in the area have indicated a desire to
have the Yield sign replaced with a STOP sign; TJKM concurs with this request.
2) U-Turn Permitted on Dublin Blvd. at Dougherty Road:
As discussed in the attached report, TJKM has checked out this
location and determined that it is possible to negotiate a U-Turn from the
West approach to this intersection, making the No-U-Turn restriction
unnecessary.
3) Change in Parking Zones on Tamarack Drive:
Several residents and parents of children at Frederiksen School
have commented that the No Parking zone, which currently extends to the
easterly edge of the school property on the north side of Tamarack, is
unnecessary, and the lack of adequate parking on the street causes problems
for people working at the school, as well as parents that are dropping off or
picking up children. A site investigation indicated that, while the area
immediately surrounding the crosswalk should remain a No Parking zone in order
to protect children crossing the street, a Passenger Loading zone would better
serve the school. Additionally, parking could be allowed in the area
indicated on the diagram, as the schoolyard is fenced off so that children
would not be exiting there. The signage recommended by TJKM will also be
implemented.

AN ORDINANCE OF THE CITY OF DUBLIN
ESTABLISHING TRAFFIC REGULATIONS
The City Council of the City of Dublin does ordain as follows:
Section 1. STOP MANDATORY ON DESIGNATED APPROACHES:
Article 4, relating to "Stop Intersections", of the Alameda County
Ordinance Code previously adopted by the City of Dublin is amended by the addition of
Sections 6-91.19 to read:
6-91.19 Bandon Drive at the intersection of Kimball Avenue
Section 2. IMMEDIATE EFFECT:
This Ordinance shall take effect immediately upon its enactment
because the adoption and immediate effect thereof is necessary in order to protect
vehicular and pedestrian safety.
Section 3. POSTING OF ORDINANCE:
The City Clerk of the City of Dublin shall cause this Ordinance to
be posted in at least three (3) public places in the City of Dublin in accordance
with Section 36933 of the Government Code of the State of California.
PASSED AND ADOPTED by the City Council of the City of Dublin on this 9th
day of February, 1987.

AN ORDINANCE OF THE CITY OF DUBLIN
ESTABLISHING TRAFFIC REGULATIONS
The City Council of the City of Dublin does ordain as follows:
Section 1. TURNING REGULATIONS
Section 6-162.39 Dougherty Road and Dublin Boulevard and Scarlett
Court of Article 6 of the Alameda County Ordinance Code relating to "Turning
Regulations," previously adopted by the City of Dublin, is repealed.
Article 6, relating to "Turning Regulations" of the Alameda County
Ordinance Code previously adopted by the City of Dublin is amended by the addition of
Sections 6-163.1 and 6-170.56 to read:
It is unlawful to turn a vehicle so as to proceed in the opposite
direction at the following described location:
Section 6-163.1Dougherty Road and Dublin Boulevard and Scarlett
Court, South and East approaches.
Turning a vehicle at a signalized intersection so as to proceed in the
opposite direction permitted:
Section 6-170.56 Dougherty Road and Dublin Boulevard and Scarlett
Court, West approach.
Section 2. IMMEDIATE EFFECT:
This Ordinance shall take effect immediately upon its enactment
because the adoption and immediate effect thereof is necessary in order to protect
vehicular and pedestrian safety.
Section 3. POSTING OF ORDINANCE:

AN ORDINANCE OF THE CITY OF DUBLIN
ESTABLISHING TRAFFIC REGULATIONS
The City Council of the City of Dublin does ordain as follows:
Section 1. LIMITED PARKING ZONES
Section 6-343.8 Tamarack Drive of Article 9 "Limited Parking Zones"
of the Alameda County Ordinance Code Title 6 "Vehicles and Traffic," as adopted by
the City of Dublin, is repealed.
Section 2. NO PARKING ZONES
Article 7, relating to "No Parking Zones" of the Alameda County
Ordinance Code previously adopted by the City of Dublin is amended by the addition of
Section 6-288.88 to read:
6-288.88 Tamarack Drive. On the northerly curbline of Tamarack
Drive from the easterly side of the easterly driveway into Frederiksen School
opposite Burton Street, easterly a distance of 40 feet.
Section 3. PASSENGER LOADING ZONES
Article 11, relating to "Passenger Loading Zones," of the Alameda
County Ordinance Code previously adopted by the City of Dublin is amended by the
addition of Section 6-442.2 to read:
From 8:00 a.m. to 4:00 p.m. on school days only. The curb is reserved
for passenger loading and unloading in the following location only between the hours
of 8:00 a.m. and 4:00 p.m. on school days only.
6-442.2 Tamarack Drive. On the northerly curbline of Tamarack
Drive from a point 40 feet easterly of the easterly driveway into Frederiksen School
opposite Burton Street, extending easterly a distance of 200 feet.
Section 4. IMMEDIATE EFFECT:
This Ordinance shall take effect immediately upon its enactment
because the adoption and immediate effect thereof is necessary in order to protect
vehicular and pedestrian safety.
Section 5. POSTING OF ORDINANCE:
The City Clerk of the City of Dublin shall cause this Ordinance to
be posted in at least three (3) public places in the City of Dublin in accordance

SUBJECT: Traffic Operations, Dougherty Road at Dublin Boulevard/Scarlett
Court
At the January 14th Traffic Committee, we were asked to make recommendations
on three items related to the subject intersection:
1. Look at the possibility of allowing through movements from the second left-
turn lane on northbound Dougherty Road.
Can "No Uoturn" signs be removed for eastbound traffic on Dublin Boulevard?
Prior to recent modification, was there a left arrow signal indication on the
triangular island that was removed? Shouldn't there be left-turn indications
for eastbound and westbound traffic?
Following arc my recommendations for each of the items:
1. Left and through move from second left-turn lane on northbound Doughertv
Road.
I discussed this request with Bob McCarrick of Oliver de Silva. The next
phase of work along Dougherty Road near Dublin Boulevard will move the
northbound through lanes easterly toward the right curb. Traffic will have to
pull to the left to enter the two northbound left-turn lanes. This phase of the
work should be accomplished in about four weeks. Because of this schedule, I
recommend that the existing dual left-turn lane remain as is.
U-turn for eastbound traffic on Dublin Boulevard.
I checked thc U-turn situation both in thc field and with turning templates.
The compact car that I was driving easily negotiated the turn. I also checked
the turning radius of a standard passenger car with a template on a 20 scale
drawing. The standard passenger vehicle template barely cleared the northerly
curb on Dublin Boulevard. My recommendation is to remove the "No U-turn"
signs for eastbound traffic on Dublin Boulevard. They are presently mounted
on both the near and far median islands.
3. Left-turn indications on Dublin Boulevard.
There were no left-turn indications for eastbound and westbound traffic prior
to the recent modifications. However, for more efficient traffic control I am
recommending the installation of these signals. (See enclosed plan and letter to
Bob McCarrick dated January 20, 1987.)

Signing on Tamarack Drive
This is regarding the non-standard diamond shaped "SCHOOL" sign for westbound
traffic on Tamarack Drive which is partially obscured by tree branches and a
utility pole.
Standard school zone signing consists of W63 (symbol) combined with
W65 (SCHOOL) on streets whose prima facie speed limit is 25 mph. On streets
with higher speed limits the W65 (SCHOOL) plate is combined with R2 (25 mph)
and R72 (WHEN CHILDKEN ARE PRESENT). These installations are depicted on
the attached Figure 10-I.
It is recommended that the existing diamond SCHOOL sign be replaced with the
W63/W65 installation for westbound traffic east of Doreen Street. These signs
should be installed approximately ten feet east of thc existing installation to clear
the obscuring tree and utility pole. It is also recommended that the W63/W65 sign
combination be installed for eastbound traffic east of Burnham Way. These sign
installations were recommended as Priority III sign installations in the traffic
control device inventory by JHK & Associates in December 1985. With the
installation of these signs, the optional supplemental signs, W66 (symbol) and W66A
(SCHOOL XING) at the school crosswalks are not needed.
'We also reviewed the recommendation to change the existing "NO PARKING"
signing on the north side of Tamarack Drive fronting Fredericksen School east of
Burton Street. We concur that it would be more appropriate to designate this area
as a passenger loading zone. Therefore, this curb area should be painted white
with the exception of 40 feet on the east side of the crosswalk where it should be
painted red. The white curb should be extended to the existing fire hydrant. The
curb in front of the fire hydrant should be painted red. Although the existing
ordinance on passenger loading zones (Article I0, Section 6-425.1) states that the
passenger loading zone may be specified by white paint and/or the placing of
signs, it is recommended that both the curbs be painted and signs installed. The
signs should be the same as the existing passenger loading zone signs at Neilsen
School, which state "PASSENGER LOADING ZONE SCHOOL DAYS ONLY 8:00
A.M. TO 4:00 P.M. These recommendations are depicted in Figure 1.
Clark Avenue at Maple Drive
We investigated the existing conditions at Clark Avenue and Maple Drive. The
lack of any center line striping on all legs of the intersection results in vehicles
cutting corners when executing left turns at the intersection. In addition, street

parking on Maple Drive reduces the sight distance (and thus the safe approach
speed) for northbound traffic on Clark Avenue. Therefore, it is recommended that
the centerline on Clark Avenue be extended to Maple Drive. In addition, it is
recommended that a STOP sign be installed for northbound traffic on Clark
Avenue. Sight distance restrictions alone warrant the conversion to one-way STOP
sign control. See the attached Figure 2.
Kimball Avenue at Bandon Drive
We recommend replacing thc existing YIELD (R39) sign for northbound traffic on
Bandon Drive with a STOP (RI) sign. Obstructions at the intersection affects the
safe approach speed on Bandon Drive. Sight distance restrictions alone warrant
the conversion to one-way STOP sign control. See the attached Figure 3.
We contacted the City of San Ramon to inform them of this recommendation.
Phil Agostini said that he considers the south leg of the intersection as belonging
to the City of Dublin and that he did not have any objection to the recommended
change in control.
Village Parkway
We have done a preliminary study of the intersection of Village Parkway and
Hastings Way in response to a request for three-way STOP sign installation.
Although we have not counted the traffic volume on Hastings Way, it is our
estimate that the minimum volume requirements are not met.
The accident history for Village Parkway for the past two years (1985 and 1986)
was reviewed. There were two reported accidents at Village Parkway and Hastings
Way in 1986 and one in 1985. These accidents were not of the type susceptible of
correction by STOP signs.
At Village Parkway and Brighton Way, which is controlled by four-way STOP
signs, there were three accidents in 1986 and three in 1985. At Village Parkway
and Davona Drive, which is controlled by three-way STOP signs, there was one
accident in 1986 and two in 1985. At Village Parkway and Tamarack Drive, which
is controlled by four-way STOP signs, there were two accidents in 1986 and two
accidents in 1986.
Based on the accident experience at other intersections along Village Parkway,
there is no evidence that the installation of STOP signs at Village Parkway and
Hastings Way would reduce its accident frequency. Given the low traffic volume
and accident history, we do not recommend the installation of all-way STOP sign
control at Village Parkway and Hastings Way.
We feel that additional STOP signs along Village Parkway would further encourage
the use of residential streets such as Davona Drive by through traffic.
We had previously expressed our opinion that the most logical location for any
future STOP signs or traffic signals along Village Parkway would be at Kimball
Avenue. Circumstances have not changed and we still hold this opinion.
