No funds are budgeted for this program. An appropriation from
reserves would be required.
DESCRIPTION: Correspondence has been received from Ronald Greenspane,
Executive Director of the of the Valley Community Health Center (VCHC) regarding an urgent request
for funding support in the amount of $2,500 in support of the Valley Community Health Center's Family
Crisis Shelter.
According to the attached correspondence, VCHC operates the Family Crisis Shelter, which is the Tri-
Valley's only shelter for homeless families. The letter explains that 67% of the shelter's users are Tri-
Valley residents and it is estimated that 2% of the shelter's users are from Dublin. The budget for the
VCHC for Fiscal Year 2000/2001 is projected to be at a deficit level of $84,904.
Due to the funding urgency, the request from the VCHC could not be held over to the next Fiscal Year.
Ms. Sue Compton, Associate Executive Director will be available this evening to further discuss the
VCHC's funding request.
Should the City Council approve the funding request a budget change for an additional appropriation from
reserves would be required°

Dear Ms. Carter:
This is an urgent request to The City of Dublin for funding in the amount of $2,500 in support of
Valley Community Health Center's Family Crisis Shelter.
Valley Community Health Center (VCHC) is a nonprofit community agency that is providing a
wide range of services for the residents of the Tri-Valley area. Our services include medical
care, mental health counseling, drug and alcohol recovery programs, senior support and case
management, HIV testing and support services and emergency food and shelter. We serve more
than 20,000 Tri-Valley residents, including 2,000 Dublin residents.
VCHC operates the Family Crisis Shelter, which is the Tri-Valley's only shelter for homeless
families. This shelter is at full capacity year-round and an average of four families are turned
away each day. 67% of the shelter's users are Tfi-Valley residents. This includes 50% from
Livermore, 15% from Pleasanton and 2% from Dublin. The remaining 33% of the shelter's
users come from nearby unincorporated areas (Sunol, Eden Township, Castro Valley), and the
Hayward-Fremont area.
50% of those who use the shelter are couples with children. 26% are women with children and
16% are men with children. The shelter also works collaboratively with the Tfi-Valley Haven
and Shepherd's Gate and accepts single women when space is unavailable at those shelters. This
accounts for the remaining 8% of the shelter's users. All users of the service receive
comprehensive case management services which enable families to regain their self-sufficiency.
The funding VCHC receives to operate this shelter is'far from sufficient, with the program
budget for FY 00/01 being just $114,474 and a projected deficit of $84,904. Personnel costs
comprise 75% of the shelter's services. Because the shelter is a 24-hour a day operation and
services are available 365 days a year, we must staff the shelter on a continual basis. Just 45% of
our personnel costs are covered by our existing contracts.

Because we were in a position of facing imminent closure, we have sought additional support
from the cities of Pleasanton and Livermore and Alameda County. To date, we have received an
additional $50,000 from Alameda County and $30,000 from the City of Livermore. Our request
to the City of Pleasanton is pending (although it shotrid be noted that they have already allocated
$8,500 this year in CDBG funds in support of our Family Crisis Services). These additional
revenues have now lowered our projected deficit to $4,904.
Although we recognize that the number of Dublin residents who use our shelter is small, they do
represent 2% of the users. Therefore, we would be most appreciative of any consideration you
could make regarding support for this critical service. If you would like any additional
