RECOMMENDATION:~
1) Receive presentation from the artist
2) Approve artwork or provide additional direction
3) Direct Staff to secure a Letter of Credit to guarantee the
installation of the artwork
4) Provide direction on the preferred location for the artwork and
authorize the Community Development Director to work with
EXPO Design Center and the shopping center property owners to
determine a location based on Council direction

DESCRIPTION: On June 6, 2000, the City Council approved a Site Development
Review (SDR) for a new EXPO Design Center project (93,130 square feet) located between Montgomery
Ward and Target within the Dublin Place Shopping Center. As a condition of this-project, EXPO Design
Center was required. to design 'and build a public art piece within two years of EXPO Design Center
structure completion (Attachment 1). As per the condition, the design and location of the art is subject to
review by the Heritage and Cultural Arts Commission and approval by the City Council.
Ray Lamb, an Orange County artist, was retained by EXPO Design Center for this project. His design,
"Indesign" as proposed (Attachment 2) would be constructed and installed upon completion of the EXPO
Design Center structure. The ten foot tall, eight foot wide sculpture would be fabricated of core-ten steel
on a round six foot cement column. The artist proposes placement of the artwork on a parking island on
the roadway in front of the EXPO building.
At the February 8, 2001 meeting of the Heritage and Cultural Arts Commission, the Commission
reviewed and approved the artwork as proposed by Mr. Lamb. The Commission, however, was not in
agreement with the location for the artwork a~ suggested by Mr. Lamb (see Location Map, Attachment 3).
The Commission was concerned that there was not adequate clearance around the artwork for truck traffic
and for people to gather to observe the piece. The Commission felt that in front of the EXPO building

would be a better location. In addition, in order to educate the community about the significance of the
piece, the Commission felt that a plaque should be installed.
Regarding the location for the artwork, the Community Development Director has identified the following
locations for artwork:

Near the Dublin Boulevard / Golden Gate Avenue entrance to the Dublin Place Shopping Center
Directlyto the East of the EXPO building toward Amador Plaza Road
Given the uncertainty associated with the Montgomery Wards property and because of pending
redevelopment plans under consideration by CAP Advisors (the owner of the remainder of the shopping
center), the Community Development Director recommends deferring a decision on the final location for
the artwork. However, Staff does recommend that 'the City Council provide direction on the preferred
location for artwork. The Community Development Director will then work with EXPO Design Center
and the shopping center property owners to determine a mutually agreeable location for the artwork based
on the direction of the Council.
It is the recommendation of Staff that the City Council take the follow action:
1 ) Receive presentation from the artist
2) Approve artwork or provide additional direction
3) Direct Staff to secure a Letter of Credit to guarantee the installation of the artwork
4) -Provide direction on the preferred location for the artwork and authorize the Community
Development Director to work with EXPO Design Center and the shopping center property
owners to determine a location based on Council direction.

Public Art. Applicant/Developer shall install public
art no later than two years after issuance of the
Certificate of Occupancy.. The design and location of
the art will be subject to review by the Arts and
Cultural Heritage Commission and approval by the
City Council. If the art is not installed prior to
occupancy, the Applicant/Developer will enter into an
agreement with the City to secure this requirement
will be performed within two years of the Certificate
of Occupancy. '

PUBLIC ART SCULPTURE, EXPO DESIGN CENTER, DUBLIN, CA

LOCATION: Dublin Center, parking island (approx. 25ft. long and 12 ft.
wide) on the roadway in front of the EXPO building.
MATERIALS: Ten ft. tall, 8 ft. wide core-ten steel fabricated by Angeles
Steel, on a round 6 ft. cement column.
DESCRIPTION: With a total height of 16 ft., the 10 ft. steel abstract Celtic
knot design will be visible through out the center and parking lot, raised
above parked and passing cars, and removed from direct foot traffic. The 10
ft. x 8 ft. sculpture will not overlap the boundaries of the triangular shaped
island and will remain clear of passing traffic.
THEME: Centuries of Celtic Art and specifically the circular movement and
energy of the Celtic knot designs inspired "Indesign". Virtually a knot in
progress, it presents different designs with every view. EXPO Design
Center presents a multitude of options, materials and inspiration for people
to improve their homes and lives in Dublin, an evolving community,
reflecting the Celtic Irish spirit of it's namesake city. Dublin is also "in
design", a city where improvement, purpose and progress are a continuing
design.
