Budget Change Form RECOMMENDATION: 1. Receive report and provide direction on preferred event date, components, and commemorative item. Approve budget change form FINANCIAL STATEMENT: Funds were not included in the FY 2000/2001 Budget for the dedication event. Therefore, a budget change in the amount of $2,255 needs to be approved. DESCRIPTION: One of the conditions for development of the Hansen Hills Ranch residential development project required the developer to make improvements to the Martin Canyon Creek, develop a creekside trail and dedicate the land to the City. The improvements mainly consist of a 12-foot wide trail and stream bank protection, together with check dams to curb erosion and enhance wildlife habitat in the Martin Canyon Creek. The developer, Warmington Homes, has completed the improvements and the trail is ready for use by the community. Staff proposes conducting a dedication ceremony on either Saturday, May 5 or 19, from 10:00 A.M. to 12:00 P.M. The trail begins at Silvergate Drive by Bay Laurel Street and continues west for ¼ of a mile. The trail is an easy hike with some moderate grades. The trail follows the creek and offers beautiful views of the Tri- Valley and Martin Canyon. The trail also has some areas that could eventually be used to stage nature day camps or special events. Staff has visited the site and brainstormed ideas for the trail dedication. The event could begin with a dedication ceremony and ribbon cutting. Following the dedication ceremony, a naturalist could lead a hike to the end of the trail. A nature craft project could be coordinated for the children. The Police Department could have information available about hiker safety and wild animals native to the area. The Fire Department could have information available about fire prevention as well as a fire truck on display. Food and beverage such as cookies, trail mix and lemonade could be made available at the dedication. An acoustical band could also be hired to play at the event. At past park and faciliW dedications the City has handed out a commemorative item. After reviewing the available options, Staff found three items that would be appropriate for this event including a compass, a walking stick, or a sport bottle. The selected commemorative item would be custom printed with information about the dedication ceremony. The Commission agreed that either the May 5th or the May 19th dates would be okay for the event and did not indicate a preference for either date. The commemorative item preferred by the Commission was the natural wood walking stick. The Commission was in favor of the event components as proposed by Staff. The Fiscal Year 2000-2001 Budget does not including funding for the dedication of the Martin Canyon Creek Trail. Consequently, a budget change would be necessary (Attachment 1). Staff anticipates the cost of the event to be $2,255.
