EXECUTIVE SUMMARY:
Mayor Haubert is recommending the appointment of Shehu Hassan to fill the current vacancy
on the Human Services Commission. The term for this appointment expires in December 2016.
FINANCIAL IMPACT:
None.
RECOMMENDATION:
Staff recommends that the City Council consider the Mayor's recommendation of Shehu Hassan
for appointment to the Human Services Commission.

DESCRIPTION:
At the meeting of June 16, 2015, the City Council provided Staff with direction about filling the
unanticipated vacancy on the Human Services Commission. The term of the vacated position
on the Commission expires on December 31, 2016 (Attachment 1).
The City Council directed Staff to:
• Post the vacancy in accordance with California Government Code Section 54974 (a); and
• Contact interested citizens from the November 2014 applications cycle to determine their
continued interest in serving on the Commission.
The vacancy has been posted as legally required (Attachment 2) and Staff has contacted the
seven applicants to determine their continued interest in serving on the Commission. Five of
those applicants expressed a willingness to fulfill the term of the vacant seat. The five applicant
names were subsequently submitted to Mayor Haubert for consideration.

Mayor Haubert recommends the appointment of Shehu Hassan to the Human Services
Commission for the term commencing immediately and expiring on December 31, 2016.
NOTICING REQUIREMENTS/PUBLIC OUTREACH:
The vacancy was posted as required by California Government Code Section 54974 (a).

EXECUTIVE SUMMARY:
The City Council will discuss options for filling a recent, unanticipated vacancy on the Human
Services Commission. That term has an ending date of December 2016.
FINANCIAL IMPACT:
None.
RECOMMENDATION:
Staff recommends that the City Council discuss options for filling the unscheduled vacancy and
provide Staff direction on proceeding with the appointment process.

DESCRIPTION:
A member of the Human Services Commission, Janet Lockhart, resigned from the Human
Services Commission on June 1, 2015, leaving an unscheduled vacancy. Ms. Lockhart's term
would have ended in December 2016. California Government Code Section 54974. (a) states,
"Whenever an unscheduled vacancy occurs in any board, commission, or committee for which
the legislative body has the appointing power, whether due to resignation, death, termination, or
other causes, a special vacancy notice shall be posted in the office of the clerk of the local
agency, the library designated pursuant to Section 5473, and in other places as directed by the
legislative body, not earlier than 20 days before or not later than 20 days after the vacancy
occurs. Final appointment to the board, commission or committee shall not be made by the
legislative body for at least 10 working days after the posting of the notice in the clerk's office."
The City Clerk's Office has not posted the vacancy as of yet, pending discussion and direction
by the City Council. Options for the City Council's consideration are:

• Direct Staff to post the unscheduled vacancy no later than 20 days after the vacancy
occurred and request applications, for the Mayor's consideration, from interested Dublin
citizens for consideration of filling the term ending December 2016; or
• Direct Staff to post the unscheduled vacancy no later than 20 days after the vacancy
occurred and have the Mayor recommend from the applications submitted by citizens in
November 2014, for the term ending December 2016. Those applicants include:

Terry Han
Shehu Hassan
Thanh Hoang
Antonio Ticsay
Rajan Patel
Anjing Wang
• Provide alternate direction to Staff, in conformance with the Government Code 54974, to
fill the unscheduled vacancy on the Human Services Commission.
For any of the above options, the appointment could be made at the July 21, 2015 Regular City
Council meeting. The next regularly scheduled Human Services Commission meeting is
scheduled for July 23, 2015.

54974. (a) Whenever an unscheduled vacancy occurs in any board,
commission, or committee for which the legislative body has the
appointing power, whether due to resignation, death, termination, or
other causes, a special vacancy notice shall be posted in the office
of the clerk of the local agency, the library designated pursuant to
Section 54973, and in other places as directed by the legislative
body, not earlier than 20 days before or not later than 20 days after
the vacancy occurs. Final appointment to the board, commission, or
committee shall not be made by the legislative body for at least 10
working days after the posting of the notice in the clerk's office.
(b) Notwithstanding subdivision (a) , the legislative body may, if
it finds that an emergency exists, fill the unscheduled vacancy
immediately. A person appointed to fill the vacancy shall serve only
on an acting basis until the final appointment is made pursuant to
this section.

ANNOUNCEMENT
OF
COMMISSION VACANCY
The City of Dublin has an unanticipated vacancy on its Human Services Commission.
HUMAN SERVICES COMMISSION — Meets at least quarterly at a designated time
and place which shall be fixed and determined by the Commission. This 5-Member
Commission deals with items related to the Community Grants Program, collaborates
with the Cities of Livermore and Pleasanton Human Service Commissions to address
unmet needs identified in the 2011 Tri-Valley Human Services Needs Assessment, and
acts in an advisory capacity to the City Council on issues pertaining to the human
services needs in the Tri-Valley.
The MAYOR makes all appointments, subject to confirmation by the CITY COUNCIL.
This vacancy has an ending date of December 2016. It is anticipated that this
appointment will be made at the July 21, 2015 City Council meeting.
