A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN
OPPOSING THE LOCATION OF A COUNTY JUVENILE JUSTICE FACILITY
ON THE SANTA RITA SITE AT GLEASON ROAD AND ARNOLD DRIVE
BY THE COUNTY OF ALAMEDA AND AUTHORIZING A LETTER TO BE SENT
TO THE CALIFORNIA BOARD OF CORRECTIONS
IN OPPOSITION TO A GRANT APPLICATION FOR CONSTRUCTION
OF THE JUVENILE FACILITY BY ALAMEDA COUNTY
WHEREAS, the County of Alameda is proposing to locate a new County Juvenile Justice Facility
at the Santa Rita Governmental site at Gleason Road and Arnold Drive; and
WHEREAS, the Alameda County Board of Supervisors approved on December 19, 2000 the
location of this new facility on the site mentioned above; and
WHEREAS, the Alameda County Board of Supervisors approved on January 23, 2001 the filing
of an application for funding to the California Board of Corrections for the County Juvenile Justice
Facility; and
WHEREAS, the City of Dublin staff met with the County Administrative staff to gather
information about this proposed action on January 10, 2001; and
WHEREAS, the City Council at its January 16, 2001 meeting appointed an Ad Hoc Committee of
Cm. Lockhart and Cm. McCormick to meet with members of the Board of Supervisors to discuss the
proposed County Juvenile Facility; and
WHEREAS, the Ad Hoc Committee has reported to the City Council that, based on its initial
information, it has significant concerns regarding the impacts of the proposed facility on the City of Dublin,
if it is located at this site; and
WHEREAS, this action by the Board of Supervisors to locate the County Juvenile Justice Facility
at this location may cause significant impacts on adjacent Dublin Residential and Commercial/Industrial
neighborhoods, which impacts have not yet been adequately investigated or addressed by the County; and
WHEREAS, this new facility at this location may not provide safe and nurturing environments to
those youths in County care while striving to keep their families intact because of the financial and
transportation impacts caused by the distance of the proposed facility from family and support groups; and
WHEREAS, the City of Dublin is concerned that the peripheral location of the proposed facility
may negatively impact the efficiency of police transportation and operations in the County.
NOW, THEREFORE, BE IT RESOLVED that the City of Dublin City Council does hereby
oppose the location of the County Juvenile Justice Facility on the County Governmental site located north
of Gleason Road, and east of Arnold Drive in the City of Dublin and hereby authorizes the Mayor to sign a
letter to the California Board of Corrections when the Alameda County Board of Supervisors formally files
an application for grant funding opposing the application.
