SUBJECT: General Plan Amendment and Eastern Dublin Specific Plan Amendment Study
Initiation Request to Create Additional Parkland on Wallis Ranch

EXECUTIVE SUMMARY:
The City Council will consider a General Plan and Eastern Dublin Specific Plan Amendment
Study to evaluate changing the land use designation on 1 .9 gross acres of the Wallis Ranch
project from Semi-Public to Parks/Public Recreation to create additional parkland.
FINANCIAL IMPACT:
No financial impact to the City. All costs associated with preparing the General Plan/Eastern
Dublin Specific Plan Amendment Study will be borne by the project proponents.
RECOMMENDATION:
Staff recommends that the City Council adopt the Resolution approving the Initiation of a
General Plan and Eastern Dublin Specific Plan Amendment Study to evaluate a proposal to
change the Land Use Designation of a portion of Wallis Ranch from Semi-Public to Parks/Public
Recreation.

DESCRIPTION:
Wallis Ranch
The 184-acre Wallis Ranch project area is located near the northeasterly City limits west of
Tassajara Road (see vicinity map below). The Wallis Ranch project site received approval of
the existing land use designations by the City Council in 2007. In 2014, the Applicant, Trumark
Homes, received approval to construct 806 single- and multi-family residential units with 83-
acres of Open Space, 10.5-acres of public (7.6 acres) and private park areas, and 1.9-acre site
designated Semi-Public (See Fig. 1 below). These approvals reduced the number of units
originally approved for Wallis Ranch from 935 units to 806 units. The project proponent is
currently grading the site in preparation to construct the multi-phased project.

The City's Parks and Recreation Master Plan requires five acres of parkland per 1 ,000
residents. With the 2015 update to the Plan, the City will have a parkland deficit at build-out of
approximately 10 acres. Because of this known deficit, City staff approached Trumark Homes
to discuss options for the City to obtain additional parkland within Wallis Ranch. Trumark was
amenable to converting the Semi-Public lands to Park and agreed to make the request to the
City Council for consideration.
City parks are acquired and paid for by developers through the City's Public Facility Fee
program. As previously discussed with the City Council, the fees collected are allocated to park
and facilities construction through the Capital Improvement Program (CIP). The City Council's
priorities in the current five-year CIP include Fallon Sports Park, Jordan Ranch Neighborhood
Parks and the Emerald Glen Recreation and Aquatic Complex. There is currently no funding set
aside in the five-year CIP to construct the public park sites in Wallis Ranch. If the City Council
approves the Staff recommendation, it would be Staff's intention to enter into a Park
Improvement Agreement with Trumark Homes for the construction of the public park sites in
Wallis Ranch including the re-designated Semi-Public site.
ANALYSIS:
It is the City Council's practice to initiate all General Plan Amendment and Specific Plan
Amendment Studies prior to Staff beginning work on such projects.
If the City Council determines that a General Plan and Eastern Dublin Specific Plan Amendment
Study should be initiated for Wallis Ranch, Staff will:
1 . Prepare amendments to the General Plan, Eastern Dublin Specific Plan, Project
Development Agreements as necessary, and ensure consistency with the Parks and
Recreation Master Plan, and other entitlements as necessary;
2. Evaluate any associated environmental impacts from the proposed land use changes and
prepare the appropriate environmental documents-,
3. Perform any additional studies that may be required-, and
4. Prepare a project analysis for consideration by the Planning Commission and the City
Council.
Staff will then present the Planning Commission with the proposed General Plan and Specific
Plan amendments for recommendation to the City Council. The City Council then could take

action on the General Plan and Specific Plan Amendment. The design of the parks within Wallis
Ranch would be handled separately in the future by the Public Works Department — Facilities
Development Division following their practice which includes public participation.
NOTICING REQUIREMENTS/PUBLIC OUTREACH:
Although a public notice is not required to consider a request to initiate a General Plan or
Specific Plan Amendment Study, the City mailed notices to all property owners and tenants
within 300 feet of the Wallis Ranch project site. A public notice was published in the Valley
Times and posted in the designated posting places.
ENVIRONMENTAL REVIEW:
The General Plan and Eastern Dublin Specific Plan Amendment Study initiation request has
been reviewed in accordance with the provisions of the California Environmental Quality Act
(CEQA) and was found to be Categorically Exempt under Section 15306, Class 6 of the State
CEQA Guidelines (Information Collection).

Dear Mr.Sims,
Trumark Homes (Development Solutions,WR) requests a the City Council consider initiation a General
Plan and eastern Dublin Specific Plan Amendment Study to change the Land Use designation of the 1.9
acre Semi-Public site to Park/Public Recreation (Neighborhood Square) land use designation adjacent
to Tassajara Road at the south end of the Wallis Ranch project.
The proposed amendment would include and/or provide the following benefits to the city:
1. The amendment will assist with the City's efforts to add more parkland in the community and
help to relieve a parkland deficit.
2. The 1.9 acre parcel will be dedicated to the city as Parkland (Neighborhood Square)
3. Trumark Homes will fund the design of the public parks in Wallis Ranch in accordance with the
standards and programing requirements of the City and ultimately construct the parks. This
will allow the parks to be delivered in a more timely manner.The parks would come on line
along with the final home construction and completion
4. City will issue Trumark Public Facilities Fee credits for Neighborhood Parkland and
Neighborhood Park Improvements in accordance with the Public Facilities Fee.
S. Trumark will pay for the costs of processing the General Plan Amendment, including any
necessary environmental review.
6. Trumark will complete the specified improvements to an agreed upon schedule between the
City and Trumark.
Trumark will work in partnership with the city of Dublin to enter into a Parkland Improvement
Agreement in order to dedicate and improve the parkland within the Wallis Ranch project.

WHEREAS, the City has received a request from Trumark Homes ("Project Proponent")
to initiate a General Plan and Eastern Dublin Specific Plan Amendment Study to change the
land use designation on the 1.9 acres designated Semi-Public ("Study Area") to Parks/Public
Recreation; and
WHEREAS, the General Plan and Eastern Dublin Specific Plan Amendment Study
initiation request has been reviewed in accordance with the provisions of the California
Environmental Quality Act (CEQA) and was found to be Categorically Exempt under Section
15306, Class 6 of the State CEQA Guidelines; and
WHEREAS, a Staff Report was submitted outlining the issues surrounding the General
Plan and Eastern Dublin Specific Plan Amendment Study initiation request; and
WHEREAS, the City Council did hear and consider all such reports, recommendations,
and testimony hereinabove set forth.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does
hereby approve the initiation of a General Plan and Eastern Dublin Specific Plan Amendment
Study to change the land use designation of the Study Area (PORTION OF APN 986-0004-
005-01) from Semi-Public to Parks/Public Recreation.
