SUBJECT: Recognition of Dublin Police Services

EXECUTIVE SUMMARY:
In June 2015, Dublin Police Services responded to a 911 call of a home invasion in Dublin. After
extensive investigative work, Dublin detectives were able to identify a suspect, and serve a
search warrant at an associated residence. The suspect was taken into custody without
incident, and further investigation has linked the suspect to additional crimes. The Dublin Police
Services Investigations team is to be recognized for their outstanding work in this case.

RECOMMENDATION:
Staff recommends City Council recognize the Dublin Police Services Investigations team for
their efforts.

DESCRIPTION:
On Friday, June 5, 2015, about 3:30 am, Dublin Police Services responded to the 1600 block of
North Terracina Drive in response to a 911 call indicating that a home invasion had just
occurred. Responding officers learned the suspect had entered the home through a first floor
open window and went upstairs where the husband, wife and their older daughter were
sleeping. The suspect woke up the husband and wife and attempted to tie them up. The wife
got away and ran into the bathroom, where she called 911 from her cell phone. The husband
fought with the suspect and was able to pull off the mask he was wearing. The suspect ran
downstairs and out of the house. Dublin Police units searched the area; however, they were
unable to locate the suspect. After extensive investigative work, Dublin detectives were able to
identify 38-year-old Matthew Muller as the suspect.

On Tuesday, June 9, 2015, Dublin Police Services detectives, along with members of the El
Dorado County Sheriff's Office, served a search warrant in South Lake Tahoe at a residence
associated with Matthew Muller. Muller was located inside the residence and was taken into
custody without incident. Dublin Police Services executed search warrants at several other
locations connected to Muller and additional evidence linking Matthew Muller to the Dublin case
was located. Muller was booked into custody for attempted robbery, burglary, assault with a
deadly weapon and assault with great bodily injury.
Follow-up investigative work with the Vallejo Police Department and the FBI revealed that Muller
was connected to a recent high profile kidnapping case in Vallejo. The FBI's investigation is
ongoing and it is anticipated that Matthew Muller will be linked to other similar high profile cases.
The Dublin Police Services Investigations team worked tirelessly to identify, locate and quickly
take Matthew Muller into custody. The following Dublin Police Services Investigations team
members are to be recognized for their outstanding work on this case: Detective Lieutenant
Herb Walters, Detective Sergeant Rafael Alvarez, Detective Sergeant John White, Detective
Miguel Campos, Detective Jose Buenrostro, Detective Misty Carausu, Detective Marc Dinis,
Detective Alan Corpuz and Detective Kevan Woods.
