Foss, City Manager 7,1; SUBJECT: Introduction of Ordinance — Establishment of "Collector" Street Speed Limits at Six Locations in Dublin Prepared by Obaid Khan, Transportation and Operations Manager EXECUTIVE SUMMARY: The City Council will consider an ordinance establishing speed limits of 25 MPH on six (6) street sections which were recently reclassified from a "Local" street to a "Collector" street in order to legally enforce speed limits with a radar gun. FINANCIAL IMPACT: The cost to install approximately 16 new speed limit signs on the six (6) street sections is approximately $4,500. This cost will be covered by the FY 2015/2016 Street Maintenance Operating Budget. RECOMMENDATION: Staff recommends that the City Council waive the reading and INTRODUCE an Ordinance of the City of Dublin Amending the Dublin Traffic Code to Establish Speed Limits on Portions of Brannigan Street, Brighton Drive, Donohue Drive, Landale Avenue, Starward Drive, Sierra Lane, and Summer Glen Drive. X 7,1 _ ubmitted By Reviewed By Public Works Director Assistant City Manager DESCRIPTION: Background The California Vehicle Code (CVC) provides that police may use radar for speed enforcement as long as certain criteria are met. For roadways that are defined as "Local" streets in the California Road System Map, a prima facie 25 mph speed limit may be used. For all other roadways, an Engineering and Traffic Survey (E&TS) is required to be performed to establish a speed limit that can be enforced by means of radar. Page 1 of 3 ITEM NO. 4.8 On April 15, 2014, the City Council approved street functional classification changes to various streets in Dublin and requested Caltrans to update the California Road System. As part of this change, the six (6) street sections included in this report are no longer classified as "Local" streets. As per the CVC requirements, an E&TS is required for each of these street sections to establish an appropriate speed limit that is enforceable by means of radar. This staff report discusses the results of the E&TS and the recommended speed limits for each street. Procedure for Establishing a Speed Limit The procedure for establishing speed limits is provided by the California Manual on Uniform Traffic Control Devices (CA - MUTCD). The main criterion determined by an E&TS is the "85th percentile" or "critical" speed. This figure is based on the belief that most drivers will drive at a speed that is safe and reasonable for conditions. In a sampling of speeds that are taken by radar, 85% of drivers are traveling at the 85th percentile speed or lower. As per the CA — MUTCD, speed limits are to be set at the nearest 5 mph increment to the critical speed. The E&TS includes an analysis of the street section to determine whether there are any offsetting factors such as residential density, pedestrian and bicycle features, intersecting driveways, accident history, schools, and other factors which may not be readily apparent to drivers, which would cause the recommended speed limit to be reduced by 5 mph. Engineering surveys are typically performed during non-commute hours and are not performed where roadways are still under construction or where there are temporary conditions (such as a lane closure or inclement weather) that would affect a driver's speed. Study Findings Based on the findings of the E&TS surveys, (Attachments 1, 2, 3, 4, 5, 6), the following speed limits are recommended. All recommendations are consistent with the prima facie 25 mph speed limit on each of the six streets: 1. Brannigan Street form Dublin Boulevard to Kohnen Way — 25 MPH 2. Brighton Drive from Village Parkway to Langmuir Lane — 25 MPH 3. Donohue Drive/Landale Avenue from Amador Valley Boulevard to Vomac Road — 25 MPH 4. Starward Drive/Landale Avenue from Amador Valley Boulevard to Vomac Road — 25 MPH 5. Sierra Lane from Dougherty Road to Sierra Court — 25 MPH 6. Summer Glen Drive from Hacienda Drive to Persimmon Drive — 25 MPH NOTICING REQUIREMENTS/PUBLIC OUTREACH: As no change in the speed limit is recommended from the prior prima facie 25 MPH, no public notices were sent. It consists of two through lanes with additional turn lanes at intersections.The travel lanes are separated by a dual double-yellow center line from Dublin Boulevard to Central Parkway, then a single double-yellow center line from Central Parkway to Kohnen Way. The road is straight and flat from Dublin Boulevard to Central Parkway,then is moderately sloped(northbound uphill)to Kohnen Way. The road is classified as a collector street in the City of Dublin Street Functional Classification System.There are signalized intersections at Dublin Boulevard,Central Parkway,and Gleason Drive. There is all-way stop control at the Finnian Way intersection and minor street stop controls at three other intersections. There are residential units located along the east side of the roadway and undeveloped parcels on the west side between Dublin Boulevard and Gleason Drive. There is a Springfield Montessori School and Fallon Middle School located on the north end of Brannigan Street.There is no driveway access to the residential units, but street parking is allowed on the east side of Brannigan Street fronting the residential units. Street parking demand was observed to be high near the residential units. Speed Data The road has a posted speed limit of 25 mph.The measured 85th-percentile speed was recorded as follows: Speed 85th % Recommended Brannigan Street: Limit Speed Speed Limit Dublin Boulevard to Kohnen Way 25 mph 29.4 mph 25 mph Recommendation Based on the measured speed and existing street characteristics, it is recommended the speed limit be maintained at 25 mph. The road is in a residential district (CVC Section 22352: prima facie speed limit of 25 mph).The residential unit density(CVC Section 627) also meets the standard for consideration in setting the speed limit. Other factors include street parking activity and pedestrian and bicycle activity related to the residential units and schools.Therefore it is recommended that an optional 5 mph reduction from the base 85th-percentile speed of 30 mph be implemented, resulting in a 25 mph speed limit. Improvements Field reviews indicate the existing speed limit signs are visible and in appropriate condition.There is an existing northbound speed limit sign located just north of Dublin Boulevard and a southbound sign located just south of Central Parkway. However,there are no speed limit signs north of Central Parkway.Therefore consideration could be given to installing a northbound 25 mph speed limit sign north of Central Parkway and/or a southbound 25 mph speed limit sign north or south of Gleason Drive. Final Report May 15, 2015 Dublin Speed Limits E&TS Report (R2001TIA002.DOC 135-2807-64) Brighton Drive (between Village Parkway and Langmuir Lane) This segment of Brighton Drive is oriented in an east-west direction and consists of two lanes separated by a double-yellow center line. The segment is flat and mostly straight with a slight curve in the middle of the segment. There is a signalized intersection at Village Parkway and all-way stop controlled intersections at Callan Street and Langmuir Lane. Brighton Drive is classified as a collector street in the City of Dublin Street Functional Classification System and serves adjacent residential homes with driveway access as well as Dublin High School located along the north side of the street. Street parking is allowed on both sides of the street. There are yellow school zone marked crosswalks at the Village Parkway and Callan Street intersections. Speed Data The roadway segment has a posted speed limit of 25 mph. There is an eastbound speed limit sign and"25"pavement marking just east of Village Parkway.The measured 85th-percentile speed was recorded as follows: Speed 85th % Recommended Brighton Drive: Limit Speed Speed Limit Village Parkway to Langmuir Lane 25 mph 29.0 mph 25 mph Recommendation Based on the measured speed and existing street characteristics, it is recommended the speed limit be maintained at 25 mph. The road is in a residential district (CVC Section 22352: prima facie speed limit of 25 mph).The residential unit density(CVC Section 627) also meets the standard for consideration in setting the speed limit. Other factors include the proximity of the high school and associated pedestrian, bicycle, and street parking activity. Therefore it is recommended that an optional 5 mph reduction from the base 85th-percentile speed of 30 mph be implemented, resulting in a 25 mph speed limit. Field reviews indicate all speed signs and controls are visible and in appropriate condition. Final Report May 15, 2015 Dublin Speed Limits E&TS Report (R2001TIA002.DOC 135-2807-64) Donohue Drive— Landale Avenue (between Amador Valley Blvd. and Vomac Rd.) Donohue Drive extends north from Amador Valley Boulevard to Ironwood Drive then curves west as Landale Avenue to Vomac Road. Both streets are classified as collector streets in the City of Dublin Street Functional Classification System. They are two lane roads with travel lanes separated by a double yellow center line or dashed yellow centerline striping. The road is flat with curves near the north end and south end. Intersections along the segment have either all-way stop control or stop control for the side streets. The road is in a residential neighborhood and primarily serves houses with direct driveway access. However, there is also a school near the north end and a fire station and commercial/office properties at the south end near Amador Valley Boulevard. Street parking is allowed. Speed Data There is a posted speed limit of 25 mph (a northbound sign is located 300 feet north of Amador Valley Boulevard). The measured 85th-percentile speed was recorded as follows: Speed 85th % Recommended Donohue Drive: Limit Speed Speed Limit Amador Valley Boulevard to Vomac Road 25 mph 27.5 mph 25 mph Recommendation Based on the measured speed and existing street characteristics, it is recommended the speed limit be maintained at 25 mph. The road is in a residential district (CVC Section 22352: prima facie speed limit of 25 mph).The residential unit density(CVC Section 627) also meets the standard for consideration in setting the speed limit. Other factors include the road curvature, direct residential access, street parking, proximity of school, and associated pedestrian and bicycle activity. Therefore it is recommended that an optional 5 mph reduction from the base 85th-percentile speed of 30 mph be implemented, resulting in a 25 mph speed limit. Improvements Additional speed limit signs are not required since the roadway is in a residential district. However, consideration could be given to installing a 25 mph speed limit sign for the southbound direction south of Ironwood Drive. Starward Drive extends north from Amador Valley Boulevard to Firebrand Drive then curves east as Landale Avenue to Vomac Road. Both streets are classified as collector roads in the City of Dublin Street Functional Classification System. They are two lane roads with travel lanes separated by a double yellow center line or dashed yellow centerline striping. The road is flat, but there are curves near the north end and south end. Intersections along the segment have stop control for the side streets. The road is in a residential neighborhood and primarily serves houses with direct driveway access. However,there is also a school nearthe north end and a retail shopping center at the south end. Street parking is allowed. Speed Data There is an existing posted speed limit of 25 mph. There is a northbound 25 mph sign and "25" pavement marking located north of Amador Valley Boulevard and also north of Oxbow lane.There is a southbound "25" pavement marking near Hillrose Drive without a speed limit sign (see below). The measured 85th-percentile speed was recorded as follows: Speed 85th % Recommended Starward Drive: Limit Speed Speed Limit Amador Valley Blvd. to Vomac Rd. 25 mph 28.6 mph 25 mph Recommendation Based on the measured speed and existing street characteristics, it is recommended the speed limit be maintained at 25 mph. The road is in a residential district (CVC Section 22352: prima facie speed limit of 25 mph).The residential unit density(CVC Section 627) also meets the standard for consideration in setting the speed limit. Other factors include the road curvature, direct residential access, street parking, proximity of school with associated pedestrian and bicycle activity, and turning movements in/out of retail driveways. Therefore it is recommended that an optional 5 mph reduction from the base 85th-percentile speed of 30 mph be implemented, resulting in a 25 mph speed limit. Improvements Additional speed limit signs are not required since the roadway is in a residential district. However, there appears to be a missing "25 mph"speed limit sign for the southbound direction near Hillrose Drive(which may have been attached to the street light pole)since there is an existing southbound "25" pavement marking in the roadway at this location. Final Report May 15, 2015 Dublin Speed Limits E&TS Report (R2001TIA002.DOC 135-2807-64) Sierra Lane (between Sierra Court and Dougherty Road) Sierra Lane is oriented in an east-west direction between Sierra Court and Dougherty Road. The road is classified as a collector street in the City of Dublin Street Functional Classification System and consists of two through lanes separated by a dashed yellow center line. It is flat but curved at the middle of the segment and also at the east end near Dougherty Road. Sierra Lane is bordered by business park/light industrial properties on the north side as well as the western half of the south side. There are residential units located along the eastern half of the south side. There is no driveway access to the residential units but street parking is allowed along both sides of Sierra Lane. Speed Data Sierra Lane has a posted speed limit of 25 mph. The measured 85th-percentile speed was recorded as follows: Speed 85th % Recommended Sierra Lane: Limit Speed Speed Limit Sierra Ct. to Dougherty Rd. 25 mph 29.2 mph 25 mph Recommendation Based on the measured speed and existing street characteristics, it is recommended the speed limit be maintained at 25 mph. The combination of residential and commercial properties, associated pedestrian and bicycle activity, and frequent turning activity in and out of driveways and street parking spaces, warrants implementation of an optional 5 mph reduction from the base 85th- percentile speed of 30 mph, resulting in a 25 mph speed limit. Field reviews indicate all speed signs and controls are visible and in appropriate condition. Final Report May 15, 2015 Dublin Speed Limits E&TS Report (R2001TIA002.DOC 135-2807-64) Summer Glen Drive (between Hacienda Drive and Persimmon Drive) Summer Glen Drive is oriented in an east-west direction extending between Hacienda Drive and Persimmon Drive. It is classified as a collector road in the City of Dublin General Plan. It consists of two lanes separated by a double yellow center line. It is flat with a broad S-curve on the western side. Intersections along the segment have either all-way stop control or stop control for the side streets. It is located in a residential area, but there is no direct driveway access except to two homes on the east end. There is an elementary school located on the south side of Summer Glen Drive in the middle of the segment and a neighborhood pool on the north side. Speed Data The road has a posted speed limit of 25 mph.The measured 85th-percentile speed was recorded as follows: Speed 85th % Recommended Summer Glen Drive: Limit Speed Speed Limit Hacienda Drive to Persimmon Drive 25 mph 27.9 mph 25 mph Recommendation Based on the measured speed and existing street characteristics, it is recommended the speed limit be maintained at 25 mph. The road is in a residential district (CVC Section 22352: prima facie speed limit of 25 mph).The residential unit density(CVC Section 627) also meets the standard for consideration in setting the speed limit. Other factors include the adjacent school, neighborhood pool,and associated pedestrian and bicycle activity.Therefore it is recommended that an optional 5 mph reduction from the base 85th-percentile speed of 30 mph be implemented, resulting in a 25 mph speed limit. Improvements Field reviews indicate all speed signs and controls are visible and in appropriate condition. Existing speed limit signs consist of an eastbound 25 mph sign located just east of Hacienda Drive and a westbound 25 mph sign located west of Aspen Street (at approximately the mid-section of Summer Glen Drive near the school). Additional speed limit signs are not required since the roadway is in a residential district. However, consideration could be given to installing a westbound 25 mph speed limit sign nearthe east end of Summer Glen Drive just west of Persimmon Drive. THE CITY COUNCIL OF THE CITY OF DUBLIN DOES ORDAIN AS FOLLOWS: Section 1: The following language shall be added to Section 6.60.010 (Twenty-Five Miles per Hour) of the City of Dublin Traffic Code: Brannigan Street: Dublin Boulevard to Kohnen Way Brighton Drive: Village Parkway to Langmuir Lane Donohue Drive/Landale Avenue: Amador Valley Boulevard to Vomac Road Starward Drive/Landale Avenue: Amador Valley Boulevard to Vomac Road Sierra Lane: Dougherty Road to Sierra Court Summer Glen Drive: Hacienda Drive to Persimmon Drive Section 2. Severability. The provisions of this Ordinance are severable and if any provision, clause, sentence, word or part thereof is held illegal, invalid, unconstitutional, or inapplicable to any person or circumstances, such illegality, invalidity, unconstitutionality, or inapplicability shall not affect or impair any of the remaining provisions, clauses, sentences, sections, words or parts thereof of the ordinance or their applicability to other persons or circumstances. Section 3. Effective Date. This Ordinance shall take effect and be enforced thirty (30) days following its adoption. Section 4. Posting. The City Clerk of the City of Dublin shall cause this Ordinance to be posted in at least three (3)public places in the City of Dublin in accordance with Section 36933 of the Government Code of the State of California.
