Foss, City Manager " SUBJECT: Splatter Event Details Prepared by Tegan McLane, Cultural Arts & Heritage Manager EXECUTIVE SUMMARY: Staff will provide an overview of Dublin's fourth annual Splatter food, wine and art event, which will be held on Saturday, September 19, 2015, from noon to 8:00 p.m. at Emerald Glen Park. FINANCIAL IMPACT: None. RECOMMENDATION: Staff recommends the City Council receive the information regarding the 2015 Splatter event. Submitted By Reviewed By Parks and Community Services Director Administrative Services Director DESCRIPTION: Dublin's fourth annual Splatter event, celebrating food, art and wine, will be held Saturday, September 19 at Emerald Glen Park. The event begins at noon and will conclude with a 6:30 p.m. concert by the Bay Area "mash-up" cover band The Peelers and an 8:00 p.m. overhead laser light show. The spectacular laser light show is set to music and features a variety of overhead lasers as well as aerial lasers that will illuminate up to 300 feet in the sky. The company producing the laser show works internationally with clients including Dreamworks, Live Nation, The BBC, PBS Networks, Toyota, NASA, MTV Networks, and the Golden Globe Awards. The laser show replaces the fireworks show presented at previous Splatter events as fireworks are no longer feasible because the large area of the park that was necessary for the fall zone is under construction with the City's future aquatic facilities. Unlike fireworks, the laser light show will not necessitate any street closures. Other changes this year include the addition of carnival rides, similar to those at the St. Patrick's Day Festival, and the return of the Culinary Stage, which was not present at the 2013 and 2014 Page 1 of 2 ITEM NO. 3.1 events. Family-friendly art activities, unusual art installations, artist demonstrations, live music on two stages and a Craft and Culinary Marketplace have been planned. In addition to the Tasting Pavilion, food trucks and vendors will be onsite and there will be two beverage bars operated by volunteers from the Dublin Lions Club. The signature Tasting Pavilion, offering adult guests an opportunity to sample wine, beer, and gourmet food from many of the area's finest restaurants, wineries, and breweries, will be open from 1:30 to 5:30 p.m. Tasting Pavilion hours are slightly condensed in response to concerns that patrons who arrived later had fewer choices to sample. Admission to Splatter is free. However, there is a charge for certain activities, including the Tasting Pavilion and children's carnival rides and games. Tasting Pavilion passports, good for 18 samples, are $30 in advance and $35 at the door (if still available). Half-ports, good for nine samples, are $20 at the door. Tasting Pavilion admissions are limited, so advance purchase is strongly recommended. Tasting Pavilion passports can be purchased online at www.dublinsplatter.com. Complimentary shuttles will run every 20 minutes to and from shuttle stops at the Carl Zeiss Meditec parking lot at 5160 Hacienda Drive, and at the Dublin Park & Ride lot at Koll Center Drive and Tassajara Road. The shuttle service will begin at 11:30 a.m. and conclude at 9:30 p.m.. Guests are also encouraged to bike to the festival as complimentary, secure bike parking will be available at the Emerald Glen Tennis Court. Splatter 2015 commercials will air on various Comcast television channels beginning September 7 and KKIQ Radio beginning September 14. Print advertisements will run in the Independent, Bay Area Newsgroup newspapers, and Diablo Magazine, among others. Staff is actively promoting Splatter through social media, especially the Splatter Facebook page, and also through the City's web site and Vertical Response, Activity Guide, printed postcards and flyers, and prominent signage at Emerald Glen Park. In addition, the mobile app for the event has been updated. Splatter is produced by the Department of Parks and Community Services, with sponsorship support from a number of local businesses. Sponsors will be recognized at a future City Council meeting. Preparations for Splatter will begin the week prior, with the east side of the park, including ballfields, closing beginning Tuesday, September 15, to accommodate the delivery of equipment. The basketball court will also close September 15. The Gleason parking lot and tennis courts will close September 18. All closed areas will reopen Monday, September 21. Ball fields on the west side of the park and the skate park are not used for the festival this year and will remain open. Staff will place signs in the park two weeks prior to the event to notify the public of park areas that will be closed during Splatter event preparations. Staff will also send a notice to residents within 300 feet of the park notifying them of the event and the laser light show. NOTICING REQUIREMENTS/PUBLIC OUTREACH: Splatter is being publicized through normal City channels, and print and broadcast media. ATTACHMENTS: None. Page 2 of 2
