Item 8.1 From: Yun Guan Sent: Tuesday, September 15, 2015 12:21 PM To: Luke Sims Subject: The Dublin governmanet are not allowed to rezone the commercial lands to the residential lands Dear Mr. Sims, I recently received the public meeting notice regarding turning the "promenade" that was promised to Dublin residents into a housing development. I am deeply concerned about this proposal. Our residents already live in a neighborhood with extremely high population density, very limited access to retail and commercial resources, and severe school overflow problems. The project in question —The Grafton Street project--was promised to Dublin residents as our community gathering place and a pedestrian-friendly retail promenade, which is necessary to the quality of life of our residents and the development of a healthy community. Yet Dublin city government have had it again and again: no more land to build more schools; no more land to build parks; no more land for retail and commercial use, etc. However, Dublin city government always have more land for residential. Businesses are moving out of Dublin, because everybody is witnessing, as Dublin gradually becomes nothing but a huge residential pot. When Dublin residents want to rezone residential land to build a school. The city council and city staff said those lands were set for residential lands in General Plan and can not be changed. Then why the city can rezone the commercial land to residential land? Since the land is already set to commercial land in General Plan and if the city try to do to please residential builders and rezone the commercial lands to the residential lands, then the corrupted city staffs are lying to the Dublin residents and violating the law. Yours Ewen Guan Dublin residents
