September 2, 2015, in the City Council Chambers of the Dublin Civic Center. The meeting was called to order at 7:08 p.m., by Mayor Haubert. ROLL CALL PRESENT: Councilmembers Biddle, Gupta, Hart, Wehrenberg, and Mayor Haubert ABSENT: None PLEDGE OF ALLEGIANCE The pledge of allegiance to the flag was recited by the City Council, Staff and those present. REPORT ON CLOSED SESSION Mayor Haubert stated that there was no reportable action during closed session. ORAL COMMUNICATIONS Splatter Event Details 7:08 p.m. 3.1 By consensus, the City Council directed Staff to invite the full City Councils from the four other Tri-Valley Cities. CONSENT CALENDAR 7:19 p.m. Items 4.1 through 4.7 On motion of Cm. Biddle, seconded by Cm. Hart and by unanimous vote, the City Council took the following actions: Approved 4.1 the minutes of the August 18, 2015 Special City Council meeting and the August 18, 2015 Regular City Council meeting; Adopted 4.2 ORDINANCE NO. 7 - 15 AMENDING THE DUBLIN TRAFFIC CODE TO ESTABLISH SPEED LIMITS ON PORTIONS OF BRANNIGAN STREET, BRIGHTON DRIVE, DONOHUE DRIVE, LANDALE AVENUE, STARWARD DRIVE, SIERRA LANE, AND SUMMER GLEN DRIVE Received 4.3 the Creek Cleanup Day 2015 activities report. Adopted 4.4 RESOLUTION NO. 143 - 15 APPROVING THE AGREEMENT FOR LONG-TERM ENCROACHMENT FOR LANDSCAPE FEATURES FOR TRACT 8252, WALLIS RANCH RESOLUTION NO. 144 - 15 APPROVING FINAL MAP AND TRACT IMPROVEMENT AGREEMENT FOR TRACT 8252, WALLIS RANCH Adopted 4.5 RESOLUTION NO. 145 - 15 ADOPTING THE 2015 ANNUAL REVIEW OF INVESTMENT POLICY AND DELEGATION OF AUTHORITY TO COMPLETE INVESTMENT TRANSACTIONS DUBLIN CITY COUNCIL MINUTES or* 2 VOLUME 34 REGULAR MEETING SEPTEMBER 1, 2015 Adopted 4.6 RESOLUTION NO. 147 - 15 APPROVING THE PLANS AND SPECIFICATIONS FOR THE SAN RAMON ROAD STORMWATER QUALITYTREATMENT, PROJECT NO. ST-1212, AND AWARDING CONTRACT NO. 15-06 TO GRADETECH, INC.' approved the budget change, and adopted RESOLUTION NO. 146 - 15 APPROVING THE AGREEMENT WITH DUBLIN SAN RAMON SERVICES DISTRICT FOR CONVERSION OF CITY PARKS, FACILITIES, AND STREET LANDSCAPES TO IRRIGATION WITH RECYCLED WATER. ORDINANCE NO. 8 -15 AMENDING CHAPTER 7.78 OF THE DUBLIN MUNICIPAL CODE RELATING TO THE PUBLIC FACILITIES FEE, AND AMENDING CHAPTER 9.28 OF THE DUBLIN MUNICIPAL CODE RELATING TO THE DEDICATION OF LANDS FOR PARK AND RECREATION PURPOSES WRITTEN COMMUNICATIONS — None. PUBLIC HEARINGS — None. UNFINISHED BUSINESS — None. NEW,BUSINESS Authorizatiion.of Residential Units and Commercial Square Footage From the Downtown Dublin Development Pool and Related Community Benefit Agreement Deal Points with Avesta Development Group 7:20 p.m. 8.1 On motion of Vm. Gupta, seconded by Cm. Biddle and by unanimous vote, the City Council authorized the preparation of a Community Benefit Agreement with Avesta Development Group DUBLIN CITY COUNCIL MINUTES 3 VOLUME 34 REGULAR MEETING *tt SEPTEMBER 1, 2015 that includes the negotiated deal points summarized in this report and directed Staff to begin processing the development application; associated with the proposed project. OTHER BUSINESS 7:47 p.m. Brief information only reports were provided by City Council and Staff, including committee reports and reports by City Council related meetings attended at City expense (AB1234). By consensus, the City Council asked Staff to: 1) request a report from Dublin San Ramon Services District on the status of its recycled water project; 2) return with an informational report on the City's community grant program; and 3) return with a report on parking in the neighborhoods around Dublin High School. ADJOURNMENT 10.1 There being no further business to come before the City Council, the meeting was adjourned at 8:11 p.m. in memory of Staff Sgt. Sean Diamond and our fallen troops.
