On August 3, 2015, the bids were publicly opened for Dublin Library Tenant Improvement
Project (Contract 15 -05). The City received three bids for the project, all of which exceed the
funding available for construction. The City Council will consider rejecting all bids and rebidding
the project in the future.
FINANCIAL IMPACT:
The base bid from the apparent low bidder, including a 10% construction contingency, is
$219,890, which is 20% over the available budget for construction. If the bid alternates are
included in the project, the construction cost would be $243,955 or 32% over the available
construction funding as follows:
Engineer's Estimate Base Bid & Contingency $170,676
Available Funding for Construction $184,000
Base Bid (including 10% construction contingency) $219,890
Funding Shortfall for Base Bid $35,890
Net Cost of Alternatives (including 10% contingency) $24,065
Funding Shortfall for Base Bid & Alternatives $59,955
RECOMMENDATION:
Staff recommends that the City Council adopt the Resolution Rejecting All Bids for the Dublin
Library Tenant Improvement Project, Contract 15 -05, and direct Staff to rebid the project at a
later date and include the modifications to the scope of improvements as recommended by
Staff.

DESCRIPTION:
On November 18, 2014, City Council authorized Staff to advertise for bids for the Dublin Library
Tenant Improvement Project. As directed by City Council the following amenities were included
in the base bid:
• Improve 1,850 square feet of unoccupied expansion space adjacent to the
Children's Area
• Remove existing wall and provide new movable partitions
• Provide acoustical separation from Children's Area
• Enhance storage space for furniture and media equipment
• New doors and hardware
• Interior Signage
• HVAC and Fire Sprinkler modifications
• Painting
• Lighting and Electrical work
In addition, the following additive alternates were included in the bid package:
• Provide addition acoustical partition above the soffit
• Paint the new HVAC ductwork
On August 3, 2015, the City publicly opened bids for the project. Three bids were received with
Southland Construction being the apparent low bidder. The base bid from the apparent low
bidder, including a 10% construction contingency, is $219,882 or 20% over the available budget
for construction. If the additive bid alternates are included in the project the bid amount
increases to $241,767 or 32% over the available construction funding. Below is a summary of
the bids received (detailed bid results are included as Attachment #1).

Following the bid opening, Staff met with the project architect and Alameda County Library
executive staff to discuss revising the project design and alternatives to bring the estimated
construction cost under the available construction budget. City and Library staff agreed to
revising the project scope to reduce the cost of the improvements by deleting the movable
partitions and replacing them with two storefront doors and side windows. The preliminary
Engineer's Estimate for the revised scope of work, including a 10% contingency, is
approximately $180,125. Attachment 2 is a Resolution rejecting all bids.
Staff recommends that the City Council reject all bids, and direct Staff to revise the project
scope and bid the revised project in late fall of 2015. The Alameda County Library staff concurs
with this recommendation. Note that the Alameda County Library will be funding all of the
furnishings as well as the equipment and computing technology.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
REJECTING ALL BIDS FOR THE
DUBLIN LIBRARY TENANT IMPROVEMENT PROJECT, CONTRACT 15 -05
WHEREAS, Staff prepared plans, specifications and bid documents for construction of
the Dublin Library Tenant Improvement Project; and
WHEREAS, in accordance with the Municipal Code, California Public Contract Code
Section 20162 and other applicable laws, City Staff solicited bids for the project; and
WHEREAS, on August 3, 2015, three bids were received and publicly opened in
accordance with applicable laws; and
WHEREAS, the lowest bid for the Project Base Bid was from Southland Construction for
$199,990; and
WHEREAS, the lowest bid received exceeds the amount of funding available for
construction and Staff is recommending rejecting all bids and rebidding the project at a later
date.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin
hereby rejects all bids and directs Staff to re- advertise for bids.
