Public Comments 8:00:17 PM 3.7 Michele Burns, Dublin resident, asked that the following comment be added to the record, "It would be nice to have a dog park for large dogs in east Dublin." Mike Laezynski, Dublin resident, asked that the following comment be added to the record, "We need another dog park in Dublin due to overcrowding on eve and weekends." Steven N. French, Dublin resident, asked that the following comments be added to the record, "Dog park is a great idea!" Michael Schwarz, Dublin resident, asked that the following comments be added to the record, "A large dog park would be of great benefit to the local community in east Dublin." Sheila Jessup-Schwarz, Dublin resident, spoke in regard to a dog park on the east side of Dublin. Kyla Otaegi, Dublin resident, asked that the following comments be added to the record, "As the owner of a dog too large (40 Ibs) to play at the Bray Commons Small Dog Park, I support the addition of a large dog park in east Dublin. The park in West Dublin is great but out of the way." Genevieve Fay, Dublin resident, asked that the following comments be added to the record, "Please build a dog park in East Dublin. Biddle and by unanimous vote, the City Council took the following actions: Approved (4.1) Minutes of the Regular City Council Meeting of February 7, 2012. Adopted (4.2) RESOLUTION NO. 18 - 12 ESTABLISHING A POLICY FOR THE REPAIR OF PUBLIC IMPROVEMENTS DEEMED TO BE PEDESTRIAN HAZARDS (CITY-FUNDED REPAIR PROGRAM) Received (4.3) the report. Joe Guerra, representative of Dublin Crossing development, spoke in regard to the Sustainable Neighborhood Design Strategy. Mayor Sbranti closed the public hearing. On motion of Cm. Hildenbrand, seconded by Cm Biddle and by unanimous vote, the City Council adopted RESOLUTION NO. 20 - 12 AMENDING THE COMMUNITY DESIGN AND SUSTAINABILlTY ELEMENT OF THE GENERAL PLAN TO INCORPORATE STRATEGIES ON SUSTAINABLE NEIGHBORHOOD DESIGN (PLPA-2011-00052) .. UNFINISHED BUSINESS Fallon Sports Park Master Plan Update 8:23:13 PM 7.1 Todd Barnes, Dublin United Soccer League representative, spoke in regard to the Fallon'Sports Park Master Plan. Steve Jones, Dublin Parks and Community Services Commissioner, spoke in regard to the Fallon Sports Park Master Plan. By consensus, City Council directed Staff to update the Fallon Sports Park Master Plan based on the proposed revisions and the First Phase Option for the Lower Terrace as recommended by Staff, with consideration to include more restrooms, concrete surrounding fields, shade structures and charging stations for cars; and asked that the $21 million in amenities at Emerald Glen Park be brought back to the City Council for review. ... Swalwell and by unanimous vote, the City Council authorized advertising Contract No. 12-03, Positano Hills Park for public bids as presented with the opportunity to have deductive alternates, and including the water fountain by the basketball courts in the bid. On motion of Cm. Biddle, seconded by Cm. Swalwell and by unanimous vote, the City Council adopted RESOLUTION NO. 21 - 12 OPTING OUT OF PHASE I OF THE ALAMEDA COUNTY WASTE MANAGEMENT AUTHORITY (ACWMA) MANDATORY COMMERCIAL RECYCLING ORDINANCE #2012-1 ~ .~ NEW BUSINESS Community Grants Program Committee Recommendations for the Use of Community Development Block Grant (CDBG) Funds for Fiscal Year 2012-2013 10:05:01 PM 8.1 On motion of Vm. Authorize the City Manager to Not Exercise the City's Purchase Option on For-Sale Affordable Residences that are in Foreclosure 10:14:42 PM 8.3 On motion of Vm. Hart, seconded by Cm. Hildenbrand and by unanimous vote, the City Council adopted RESOLUTION NO. 22 - 12 AUTHORIZING THE CITY MANAGER TO NOT EXERCISE THE CITY'S OPTION TO CURE A DEFAULT ON ANY RESIDENCES SUBJECT TO A RESALE RESTRICTION AGREEMENT AND TO NOT EXERCISE THE CITY'S OPTION TO PURCHASE SUCH RESIDENCES IN CERTAIN CIRCUMSTANCES .. . .-.. --- DesiQn RecoQnition ProQram 10:16:56 PM 8.4 On motion of Mayor Sbranti, seconded by Vm. Hart and by unanimous vote, the City Council approved Staff's recommendations for the program, and directed Staff to track Staff time, and clarified that the ad hoc committee roles for City Councilmembers would be on a rotating basis. ..-+ City Council Salary Options 10:24 p.m. 8.5 The City Council directed Staff to return with proposed ordinances for adjustments to City Council salaries in terms of a 10% increase or a cumulative increase of CPI for the four years, 2008 to 2012. ---+ DUBLIN CITY COUNCIL MINUTES VOLUME 31 REGULAR MEETING FEBRUARY 21, 2012 7 OTHER BUSINESS 10:37:34 PM The City Council and Staff presented brief information only reports, including Committee Reports and reports by the City Council related to meetings attended at City expense (AS 1234). ..
