The September 10, 2015, �ecial Meeting of the Heritage and Q.�Itural Arts Commission was called to
order at 7:52 PM at the Dublin Civic Center, Dublin, California, by Chair Iharosi.

On a motion by C�n. Minniear, seconded by C7n. Biadcburn, and by a vote of 5-0-1 with Q�n. He absent,
the Commission voted to approve the minutes of the July 9, 2015, meeting as presented. Vice Chair
Tutino abstained as she was not present for the July meeting.

8.1 Dublin Camp ParksMilitary History Center Management Plan
Ms. Tegan McLane, Q.iltural Arts and Heritage Manager, presented the specifics of the item as outlined
in the�taff Faeport.

M!: McLane '_I:�«'_ 9�ff'Cnext step would be to send a F�quest for Proposal (F� to museum design
firms this fall. 3aff hopes to have the same firm design and build the exhibit. Mr. McQ-eary, Parks and
Community 5ervices Director, stated that he met with the C�arrison Commander, Lt. Col. .bnes, to
discuss building improvements the Army would make in preparation for the exhibit spaoe. The new
Command :�aff is very supportive. The C�'y'I_goal is to have the DCPI�A HCopen within a year.
�lce Chair Tutino commended the DCF'IVIHCWorking G1-oup for their efforts.
Chair Iharosi asked about the storage of the Camp Parks collection. Mr. McQ�eary stated the collection is
currently stored at the Dublin Library in the expansion space. l�he development of the e�ansion spaoe
at the Library is at least five years out, which would give �aff time to find an appropriate long-term
storage location.

C}n. Minniear commended �aff and members of the Work Q-oup for creating the Management Plan.
C7n. Minniear commented on the importanoe of the Management Plan, establishing a time frame and
feedback for improvement opportunities. Q�n. Minniear also stated he felt more �aff would be needed
for the additional responsibilitiesto effectively run the DCPIVIHC. Outside organizations may be willing to
partner with the�ty. Mr. McQ�eary stated the Management Plan was presented to C�ty Council with the
intent for outside funding and support.
Q�n. Deets had questions pertaining to the security of the collection. Ms. Bizabeth Isles, Heritage Center
Director, stated the collection's documents regarding care and treatment are identical to the Heritage
Center.There are some variances between short and long term loans.
Ms. Georgean Vonheeder-L�opold, C�ty Historian, stated she is glad the aty has the collection from the
Army on permanent loan and is excited for the DC,P�/IHCto open. Ms. Vonheeder-Lsopold commented
on shortening the time frame.
C7n. Minniear inquired about use of the DCPf�/IHCbefore exhibit construction isfinished to raise visibility
and recognize progressthusfar. Mr. McC7eary stated �taff could look into doing ground-breaking events
i n st ages.
Mr. Rich Qiarienti, Dublin Resident, suggested using the DCPMHCfor a Veterans' Day eveni_an�agrees
establishing a time line would help the progress of the project.
Q�n. Minniear recommended pressnting the Management Plan to Qty Counal.
On a motion by Q�n. Minniear, seconded by �lce Chair Tutino, and by a vote of 6-0-0 with Q�n. He
absent, the Heritage and Q.�Itural Arts Commission voted to reoommend the City Counal approve the
Dublin Camp ParksMilitary History Center Management Plan.
8.2 Parks and Community Services Department F�-Organization
Mr. Paul McCxeary, Parks and Community 5ervices Director, presented the specifics of the item as
outlined in the�aff Report.
Cxn. Minniear asked about the new organizational structure in regards to heritage and cultural arts
activities. Mr. McC7eary stated positions have been added to the Heritage and Q,iltural Arts Division.The
additional positions would help catch up with the speed and pace of current programs. The new
�pervisor position may oversee an arts grant program. Ms. McLane added the new �pervisor would
take some of the facility and dass responsibilities from Ms. Isles to allow her to focus more on the
heritage programs. The event staff providing extra support for heritage events will be a wetcome
addition aswell.
Q�n. Deets asked if the DCPIVIHCwould fall under the Heritage and Q.�Itural Arts Division. Mr. McCxeary
stated the DC,PIVIHC is within the Heritage and Q.iltural Arts Division and additional needs would come
from other resources.

Chair Iharosi reported she attended the last Dublin Q�ossingsTask Foroe Meeting and stated she likes
the new Farmers' Markel_location at Emerald Glen Park.
CYn. Minniear commented on a video showing the art throughout the Qty.

C7n. Deets commended �aff on the Wallis F�nch Public Art Proposed Project and the DCPIVIHC
Management Plan.
Mr. McQ�eary followed up on a previous request regarding fencing along the Iron Horse Trail; the (�ty
salvaged the fence and it is in storage.
Ms. McLane provided information on the�latter Festival and other Heritage programs and events.
