Revisions to the Personnel System

EXECUTIVE SUMMARY:
The City’s Personnel System is governed by several documents. Each document addresses a
specific set of issues. The Staff report identifies proposed changes to the City’s current
Personnel System. As discussed below, the proposed adjustments are based on the need to
revise job classifications specifically, changing titles from administrative to management within
the City’s professional Analyst series.
FINANCIAL IMPACT:
None
RECOMMENDATION:
Staff recommends that the City Council review the proposed modifications to the City’s
Resolution
Classification and Salary Plans, and adopt the Amending the Classification Plan;
Resolution
and, the Amending the Salary Plan for Full-Time Personnel and for Positions
Exempt from Fair Labor Standards Act (FLSA) Overtime Provisions.

DESCRIPTION:
Pursuant to the City’s Personnel System Rules, a job description must be adopted for each
classification in the organization. The job description typically includes key elements,
knowledge, skills, abilities and requirements of the position. The job descriptions make up the
City’s Classification Plans.
The proposed titling changes within City’s professional Administrative Analyst series to
Management Analyst series is a result of current market trends and to address potential future
staffing needs. The revision to Management titling reflects a more up-to-date title in the
ITEM NO. 4.4

marketplace within the Analyst series and provides broader appeal in recruitment efforts and
workforce development. The City will continue to seek qualified professional Analysts to fill
complex roles supporting management staff.

RESOLUTION AMENDING THE CLASSIFICATION PLAN
WHEREAS
, in accordance with the City’s Personnel System Rules, the City Council adopted
Resolution No. 30-84 and subsequent resolutions which comprise the Classification Plan; and
WHEREAS
, it is necessary to periodically revise job descriptions in the Classification Plan.
NOW, THEREFORE, BE IT RESOLVED
that Resolution No. 30-84 and subsequent
resolutions shall be further amended to include the following revised job description:

Title: Management Analyst I
FLSA: Non-Exempt
General Purpose:
The Management Analyst I is the entry level professional position. Under general direction, the
Management Analyst I performs responsible administrative and analytical assignments to support
the assigned department. In order to provide a broad exposure to City operations, the position will
be involved in programs and projects in a generalist capacity.
Distinguishing Characteristics:
This position receives direction from management personnel, and may receive technical and
functional supervision from other administrative, professional or technical personnel. After
gaining the experience and knowledge to perform the full range of journey level tasks of the
Management Analyst I and fulfilling any special requirements for the journey level, the employee
could reasonably expect to progress to Management Analyst II based upon the judgment of
management and requires approval by the City Manager.
Essential Duties and Responsibilities:
Conduct surveys and perform routine research and statistical analyses as requested; prepare related
reports.
Compile materials and assist in the preparation of reports, manuals, publications and
miscellaneous public information literature.
Provide professional and technical assistance in the analysis, implementation and monitoring of
City programs.
Assist in the development of new program elements and program modifications as necessary to
meet stated goals and objectives.
Monitor and coordinate the daily operation of assigned project or program area.
Perform administrative and professional detail work and maintain appropriate records and
statistics.

with other departments and agencies.

Some experience working for a municipal agency that would familiarize the
individual with administrative operation, i.e., as an administrative intern or college
field work/class study program is desirable. No professional experience is
required.

Possession of a valid California Class C drivers’ license and Certificate of Automobile Insurance

General Purpose:
The Management Analyst II serves under general supervision, providing experienced
professional assistance to the assigned Department.
Distinguishing Characteristics:
The Management Analyst II is expected to perform difficult analytical work, to exercise
considerable judgment and initiative when required, and to function effectively as a
member of the Department team.
Supervision Received/Exercised
Receives direction from the City Manager, Department Head or their designee. May
exercise technical and/or functional supervision over support staff.
Essential Duties and Responsibilities:
Assists in planning and coordinating assigned projects and programs (e.g., data
processing system, personnel support, waste management, risk management, Cable TV,
legislative activities, etc.).
Conducts research and analysis on assigned projects and programs; identifies alternatives,
formulates conclusions; and prepares and presents reports and recommendations.
Assists in evaluating and administering contract services.
Plans, organizes and conducts studies addressing municipal operational issues and
concerns.
Confers with City Staff, employees and others on a variety of issues in assigned program
and project areas.

Title: Senior Management Analyst
FLSA: Exempt
General Purpose:
Under administrative direction performs highly responsible, specialized management in a variety of
program areas. To manage, coordinate and oversee assigned programs including the development and
implementation of program policies and procedures, the development and administration of program
budgets, the negotiation and administration of contracts, the preparation of grant proposals, and the
preparation of analytical studies of administrative and operational issues; demonstrates a full understanding
of all applicable policies, procedures, laws and work methods associated with assigned duties; trains and
supervises administrative and support positions as applicable. Act as the City’s representative to internal
and external community advisory bodies involved with assigned program areas.
Distinguishing Characteristics:
This is the advanced journey level class of the Management Analyst series and is distinguished from the
Management Analyst II by the performance of more varied and complex assignments including
management of significant programs or department services as assigned. Incumbents are expected to
independently perform the full scope of assigned analytical duties. Positions assigned to this classification
may assume lead responsibilities within a work unit including assigning and monitoring the work of
assigned staff. As a generalist position, incumbents may be assigned to a variety of departmental settings
to conduct special projects and to expand their base of experience. Special assignments and projects
requiring independence in judgment and advanced technical, research capabilities and complex financial
functions are likewise assigned to positions at this level.
Supervision Received/Exercised
Receives direction from the City Manager, Department Head or their designee. May exercise direct and/or
technical supervision over staff.
Essential Duties and Responsibilities:
Plans and directs major departmental functions, programs or activities involving comprehensive specialized
administrative operations; may administer specific program areas. Provides staff support to departmental
management; facilitates and coordinates interdepartmental projects; provides analytical support for
financial, operational and organizational issues; coordinates or manages assigned special projects.

Graduation from an accredited four-year college or university with a degree in public or
business administration, political science, finance, or a closely related field is required.

of policies and procedures and supervising an administrative activity including budget
preparation responsibilities.

RESOLUTION AMENDING THE SALARY PLAN FOR FULL-TIME PERSONNEL AND FOR
POSITIONS EXEMPT FROM FAIR LABOR STANDARDS (FLSA) OVERTIME PROVISIONS
WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted
Resolution No. 94-15 and subsequent Resolutions which establish a Salary Plan for full-time
personnel and for positions exempt from FLSA overtime provisions in accordance with the City's
Personnel Systems Rules.
WHEREAS, it is necessary to periodically revise the Salary Plan.
NOW, THEREFORE, BE IT RESOLVED that Administrative Analyst II and Senior
Administrative Analyst classification series are retitled to Management Analyst II and Senior
Management Analyst respectively under Article I, Section A of the Salary Plan; and
BE IT FURTHER RESOLVED that Administrative Analyst I is retitled to Management Analyst I
under Article I, Section B of the Salary Plan; and
BE IT FURTHER RESOLVED that these documents shall become a part of the official Salary
Plan for the City of Dublin; and that the changes contained herein shall be effective October 20,
2015.
