Construction of the park would be paid for with Public Facility Impact fees collected on new development. FINANCIAL IMPACT: The total project cost identified for the Positano Hills Park Project (CIP No. 950013) in the adopted Capital Improvement Program is $1,995,417. This project is funded by Public Facility Impact Fee Funds collected from new residential development. The total project costs include $577,457 for project design, inspection, administration, utility connections and related costs and the remaining $1,417,960 for improvements to be bid under the proposed project. In order to meet the budget for improvements and include a 5% contingency, deductive alternates have been included in the bid package as outlined below: Total Available Construction Budget $1,417,960 Engineer's Estimate for Base Bid $1,379,998 Alternate #1 -Delete Pinnacle Climbing Rock ($13,544) Alternate #2 -Delete One Drinking Fountain ($5,902) Alternate #3 -Delete Stainless Steel Finish on Drinking Fountains ($2,000) Base Bid Estimate plus Alternates #1- 3 $1,358,552 Add 5% Contingency for Bid $67,927 Total Construction Bid Estimate $1,426,479 Amount Design Estimate /With Alternates Is Over Budget $8,119 If the construction contact is awarded, the annual cost of operating and maintaining the new park will be $90,000. The City would begin incurring this ongoing operational cost in January 2013. The construction documents and Engineer's estimate have been completed. If the City Council authorizes Staff to advertise for bids, it is anticipated the City Council would consider awarding the construction contract on April 3, 2012. If awarded, the construction and maintenance period would conclude during winter 2013. The 4.6-acre site is located on Valentano and La Strata Drive. The design of the park is based on the preferred plan (Attachment 1) recommended by the Parks and Community Services Commission and approved by the City Council. The plan includes a basketball court, restroom, nature themed play area surrounded by small rolling hills, group picnic areas, lighted pathways and the design takes advantage of views with overlooks and benches. In order to meet the construction budget and include a 5% contingency three deductive alternates have been included in the bid package as follows: 1) Delete Pinnacle Climbing Rock 2) Delete one drinking fountain by the basketball court 3) Revise stainless steel finish on two drinking fountains and replace with powder coat finish Detailed plans and specifications will be available at the meeting. NOTICING REQUIREMENTS/PUBLIC OUTREACH: Advertisement of project will be listed as a public notice in the Valley Times and posted on the City of Dublin's website. In addition plans and specifications will be submitted to plan rooms throughout the Bay Area. ATTACHMENTS: 1.
