EXECUTIVE SUMMARY:
The City Council will receive a report on the State of California Department of Housing and
Community Development's Housing Related Parks Program Grant. The Grant is awarded on
the basis of how many projects with affordabl~ units (very low- and low-income units) have been
entitled for which building permits have been issued and foundations have been signed off, and
the number of bedrooms contained in the affordable units of those projects. The Grant cycle
runs for six years, through calendar year 2016, dependent on the availability of State funding.
The current request is for the funding cycle for Calendar Years 2011 and 2012.
FINANCIAL IMPACT:
. The City of Dublin may be able to secure up to $256,750 from the State grant. The grant funds
can be used for the creation, development or rehabilitation of park and recreation facilities,
including, but not limited to, the acquisition of land, sport playing fields, informal play areas, non-
motorized recreation trails, play structures, outdoor recreation, community gardens and
landscaping. The City may also qualify for additional bonus grant funds. There are no
matching City fund reguirements.
RECOMMENDATION:
Staff recommends that the City Council receive the Staff Report and adopt the Resolution
authorizing submission of an Application Packet to the State of California for the Housing
Related Parks Program Grant for all funding.

DESCRIPTION:
In December 2011 the State of California, Department of Housing and Community Development
(HCD) announced a Notice of Funding Availability for a Housing Related Parks Program Grant
(HRP Grant) available to cities that have a certified Housing Element, have turned in the
required Housing Element Compliance Report for 2010 and 2011 and have provided very low-
and low-income housing in their communities.
The HRP Grant is available if a number of conditions are met including proof of building permit
issuance and foundation sign off, documentation of unit affordability covenants and an eligible
park project available for the use of the funds. The City of Dublin is able to meet all of these
conditions. Both ownership units and rental units are eligible to be counted. During this
funding cycle, the qualified projects include:
• Emerald Vista
o Senior Apartments - 49 -bedroom counts 49
o Family Apartment - 108 -bedroom counts 268
• Fallon Village
o Secondary units - 28 -bedroom counts 28
The number of units and the bedroom counts for the units listed entitles the City of Dublin to
apply for a grant amount of $256,750. Additional bonus funds may also be awarded by the
State.
In addition, the HRP Grant application must include an approved City Council Resolution which,
among other things, identifies the person authorized to act on behalf of the jurisdiction and
include a completed certification from the authorized representative in the application packet.
Staff has collected all required documentation and will submit the application packet to the State
of California HCD by the required March 30, 2012 deadline. The passage of this Resolution and
submittal to the State is the final document required of the City to provide a complete application
packet.
The HRP Grant funds may be used for the creation, development or rehabilitation of park and
recreation facilities, including, but not limited to, the acquisition of land, sport play fields, informal
play areas, non-motorized recreation trails, play structures, outdoor recreation, community
gardens and landscaping.
If the City receives HRP Grant approval, the Grant funds must be requested by April 30, 2013
and fully expended by June 30, 2016. The awards for the HRP Program Grants are anticipated
to be announced by the State in June of this year.
NOTICING REQUIREMENTS/PUBLIC OUTREACH:
None required.

OF THE CITY OF DUBLIN

AUTHORIZING APPLICATION FOR THE HOUSING RELATED
PARKS (HRP) GRANT PROGRAM AND AUTHORIZING THE CITY MANAGER
TO SIGN HRP GRANT DOCUMENTS ON BEHALF OF THE CITY
WHEREAS:
A. The State of California, Department of Housing and Community Development (Department) has issued a Notice
of Funding Availability dated December 2, 2011 (NOFA), under its Housing Related Parks (HRP) Program.
B. The City of Dublin (Applicant) desires to apply for a HRP Program grant and submit the 2010 Program Year
Application Package released by the Department for the HRP Program.
C. The Department is authorized to approve funding allocations for the HRP Program, subject to the terms and
conditions of the NOFA, Program Guidelines, Application Package, and Standard Agreement.
THEREFORE, IT IS RESOLVED THAT:
1. Applicant is hereby authorized and directed to apply for and submit to the Department the HRP Program
Application Package released January 2012 for the 2010 and 2011 Designated Program Year and any future
Designated Program Years for which the City may qualify. If the application is approved, the Applicant is hereby
authorized and directed to enter into, execute, and deliver a State of California Standard Agreement (Standard
Agreement), and any and all other documents required or deemed necessary or appropriate to secure the HRP
Program Grant from the Department, and all amendments thereto (collectively, the "HRP Grant Documents").
2. Applicant shall be subject to the terms and conditions as specified in the Standard Agreement. Funds are to be
used for allowable capital asset project expenditures to be identified in Exhibit A of the Standard Agreement. The
application in full is incorporated as part of the Standard Agreement. Any and all activities funded, information
provided, and timelines represented in the application are enforceable through the Standard Agreement. Applicant
hereby agrees to use the funds for eligible capital asset(s) in the manner presented in the application as approved by
the Department and in accordance with the NOFA and Program Guidelines and Application Package.
3. That City Manager is/are authorized to execute in the name of Applicant the HRP Program Application Package
and the HRP Grant Documents as required by the Department for participation in the HRP Program.
