Wetherford, Administrative Analyst 11 EXECUTIVE SUMMARY: The City Council will consider sponsorship of the Earl Anthony Memorial PBA Open and approval of a Budget Change for $1,000. FINANCIAL IMPACT: A budget change in the amount of $1,000 has been prepared to pay for the sponsorship. Funding for this activity was not included in the adopted Fiscal Year 2011/2012 Budget. It is proposed that a Budget Transfer be made from the Budgeted Contingent Reserve. RECOMMENDATION: Staff recommends that the City Council approve the sponsorship of the Earl Anthony Memorial PBA Open and approve the Budget Change. ~ Submitted By Economic Development Director DESCRIPTION: ~, t~ Reviewed By Assistant City Manager On October 19, 2010, the City Council approved a $3,000 sponsorship of the Earl Anthony Memorial Open which included a National Tour stop; an event presented by the Professional Bowlers Association (PBA) and aired live on ESPN in January 2011. This year, the PBA will not be hosting this National Tour stop due to the lack of national sponsors and rising costs. Instead, Earl Anthony's Dublin Bowl will be hosting a Memorial PBA Open Regional/Senior event in Dublin, April 27-29, 2012. In preparation for the event, Ted Hoffman, owner of Earl Anthony's Dublin Bowl, submitted a sponsorship request in the amount of $1,000 to the City. Staff evaluated his request and recommends that the City Council approve the $1,000 sponsorship. In addition to helping to offset operational costs associated Page 1 of 2 ITEM NO. 8.3 with hosting the event, the City will receive recognition as a major sponsor at the event, as well as signage above the bowling lanes, and on collateral material developed to support the event. This activity was not part of the adopted Budget and Staff has prepared a budget change. The appropriation will be made with a transfer from the General Fund Budgeted Contingent Reserve. CONCLUSION: The California Constitution prohibits the Legislature from making a gift of public funds. However, where public funds are used for a public purpose, such an expenditure is constitutionally permissible, even if a private person benefits. Staff believes that this sponsorship is a public purpose in that it will increase tourism to the City of Dublin, which in turn will generate additional sales/transient occupancy tax revenues to allow the City to provide quality services to residents and businesses.
