SUBJECT: Human Services Task Force Appointments Prepared by: Gaylene Burkett, Administrative Analyst EXECUTIVE SUMMARY: The City Council will consider appointments to the Human Services Task Force to review the Eastern Alameda County 2011 Human Services Needs Assessment Findings Report to identify service gaps and produce a Task Force Report in the format of a Priority List for the City Council's consideration. In addition, the Mayor will appoint two Councilmembers to serve as liaisons to the Task Force. The City Council will also consider authorizing the City Manager to hire a facilitator to assist with the Task Force process and approve a budget change form in the amount of $15,000. e FINANCIAL IMPACT: . The funds for the administration/coordination of the Task Force were not included in the FY 2011-12 budget. Funding for the $15,000 Change Order will come from the General Fund Budgeted Contingent Reserve. RECOMMENDA TION: Staff recommends that the City Council: 1) Approve the Mayor's appointments to the Human Services Task force; 2) Appoint two Councilmembers to serve on the Task Force as liaisons; and 3) Approve the budget change to the Social Services budget in the amount of $15,000 and authorize the City Manager to enter into a contract with a consultant to assist with the process; or provide alternate direction. {!l~f- Reviewed By Assistant City Manager Submitted By Director of Community Development Page 1 of 3 ITEM NO. 8.4- w DESCRIPTION: One of the City Council's adopted 2011-2012 Key Initiatives is to create a Human Services Task Force. On February 7, 2012, the City Council received Staff's recommendation (Attachment 1) regarding: • Duration and Mission of Task Force -Four meetings over a four month period to provide a Task Force Report for City Council's consideration; • The size and makeup of the members of the Task Force - 10-15 members from various representations of the community; • Selection Process -Solicitation of applications through media outlets and direct mailings; and, • Proposed timelines -from February through July, 2012. The City Council directed Staff to solicit applications for the creation of a task force that would review the Eastern Alameda County 2011 Human Services Needs Assessment Findings Report and identify service gaps. The Task Force would produce a Report in the format of a Priority List for the City Council's consideration at a later date. The City received 21 applications (Attachment 2) from various segments of the community and the Mayor is recommending that all 21 of the applicants be appointed to the Task Force. Michele Wayland A task force of this size can be challenging to facilitate, which is the reason Staff suggested a smaller group, as noted above. For example, the most recent Green Initiatives Task Force consisted of 12 members and that Task Force successfully fulfilled their charge in a reasonable period of time. Therefore, due to the size and scope of the project, Staff recommends hiring a professional facilitator to assist with the process. Staff believes that the services of a professional facilitator would be beneficial as the facilitator would have experience in dealing with a large group dynamic and would be able to make sure that all opinions be heard and captured to accurately reflect the recommendations of the Task Force. A budget change in the Social Services budget in the amount of $15,000 is attached as part of this request (Attachment 3). After the facilitator has been selected, Staff will contact the new Task Force Members with the dates and times of the meetings. It is estimated that there will be four meetings with each meeting lasting approximately two hours. Additionally, the City Council will consider creating a Human Services Task Force. FINANCIAL IMPACT: City Staff would facilitate the Task Force. Recommendations to the City Council from the Task Force may result in additional resources that would be brought back to the City Council at a future meeting for consideration. Submitted By Reviewed By Director of Community Development Assistant City Manager DESCRIPTION: Over the past year, Staff from the cities of Dublin, Livermore and Pleasanton worked with the consultant, Research Development Associates, on the preparation of the Eastern Alameda County 2011 Human Services Needs Assessment Findings Report (Report). Extensive outreach was done and data was collected from a variety of sources, including data from the 2010 U.S. Census and American Community Survey, which demonstrates demographic and economic trends. Initial Report findings were communicated in several community meetings and a draft of the Report was widely distributed in December 2011 for public comment. The final Report was released in January 2012 (Attachment 1). On pages 74 and 75 of the Report, eight common themes emerged from focus groups, informant interviews and surveys as key concerns related to human service provisions in the Tri-Valley. Those eight areas were: 1. The demand for human services is increasing at the same time that resources to provide services are diminishing; 2. Public transportation limitations present a significant barrier to residents seeking human services; 3. An increase in ethnic diversity and linguistic isolation creates a barrier to accessing services, and organizations are struggling to adjust; 4. There is not enough affordable housing to meet the growing demand; 5. Increased homelessness has amplified the demand for a variety of housing options and services; 6. There are not enough Mental Health and Alcohol and Other Drug Services located in the Tri-Valley; 7. There is insufficient affordable extended care, after school and summer programming in the Tri-Valley to support the social development of children and youth; and 8. There are insufficient workforce development opportunities in the Tri-Valley, particularly for women, seniors, youth and the disabled. The Report goes into much more detail in each of these areas. One of the City Council's adopted 2011-2012 Key Initiatives is to create a Human Services Task Force (Task Force) to evaluate service gaps identified in the Report. Human Services Task Force Formation Over the years, the City has established several task forces, including: a Housing Task Force; a Fallon Sports Park Task Force; aSmoke-free Multifamily Task Force; and a Green Initiatives Task Force. Typically, when the City Council directs Staff to form a Task Force, direction is given in several areas: 1. Identify the goal of the Task Force; 2. Identify the duration and mission of the Task Force; 3. Establish the size and make-up of members of the Task Force; and 4. Establish a timeline for completion of the Task Force. Staff's recommendation for the Human Services Task Force is as follows: Task Force Goal: The goal for the Task Force, as established in the City Council initiative, is to review the Report and identify service gaps. Staff recommends that the Task Force product would be a Task Force Report in the format of a Priority List for the City Council's consideration. Duration and Mission of the Task Force: Staff recommends that there be four meetings of the Task Force, one meeting per month until completion. More meetings may be held, if necessary, to ensure the project is not rushed. Each meeting would last approximately two hours. The dates and times of the meetings would be determined based on the availability of Task Force members. The following is the proposed schedule: Meeting One: Overview of Needs Assessment Report Meeting Two: Overview of City Grant Processes and Finances Meeting Three: Establish draft Priority List of recommendations Meeting Four: Finalize Priority List of recommendations Staff will provide the Task Force with an overview of the Report and of the City's policies, practices and programs currently in place relating to Social Services and City finances. This will establish a baseline from which discussions will continue. In addition, the Task Force will receive information on the City's Community Grant Program and Community Development Block Grant federal guidelines to ensure the Task Force is aware of constraints as well as opportunities in these areas. At the conclusion of the Task Force, a prioritized list of recommendations would be presented to the City Council in the form of a Task Force Report. Size and Make ua of Members of the Task Force: Staff recommends that the size of the Task Force be limited to 10-15 members to ensure sufficient input while allowing adequate management of the overall process. Staff recommends that the make-up of the Task Force include: • Members from the faith based community; • Members from community based service organizations; • Members from service clubs; and • Members that are Dublin residents, including residents that receive, or are familiar with, social services. The final makeup of the Task Force would be determined by the City Council based on an application pool. Selection Process for Task Force: In an effort to seek balanced representation from the community, it is proposed that the interested community members apply for the Task Force by using the attached application (Attachment 2). In order to reach the desired populations, it is recommended that Staff place an advertisement in the local newspaper, mail applications to service organizations and clubs and advertise on the City's website. In addition, Staff would use the list of all past Dublin 101 participants as a recruitment tool. In this most current economic recession, the Dublin Library has seen an increase in the numbers of the homeless, the unemployed, and people with mental health challenges using the Library. Library staff rely on the 211 Referral Service, but many times the type of help needed is not local, and the person has na way to provide for transportation to the other side of the hills or to Livermore. On the other side of the coin, the Library offers services that can be of help to people, and it would be beneficial if other human service organizations in the TriVa[ley were aware of those services. These include programs like the Library's Literacy Project, the Lawyer in the Library free legal advice, free tax assistance, help forjob seekers, and #ree early literacy programs for young children. The Library is often a place of last resort for people struggling with homelessness or other economic deprivation ; as a result, we have a unique perspective that not only helps define the scope of the problem, but can help envision solutions that are strategic and effective.
