HomeMy WebLinkAboutItem 8.7 Econ Dev Standing Comm Establish STAFF REPORT CITY CLERK File #110-10 CITY COUNCIL DATE:June 19, 2012 TO: Honorable Mayor and City Councilmembers FROM: Joni Pattillo, City Manager SUBJECT: Establish a Standing City Council Economic Development Committee Prepared by Linda Smith, Economic Development Director and Public Information Officer EXECUTIVE SUMMARY: For the past two fiscal years, the City Council has established ad-hoc committees for specific and limited economic development work. Staff is proposing that the City Council establish a formal, standing committee in order to expand its scope to more general economic development activities and efforts. FINANCIAL IMPACT: None. RECOMMENDATION: Staff recommends that the City Council adopt a Resolution establishing a Standing Economic Development Committee and accept the Mayor’s Appointments. Submitted By Reviewed By Economic Development Director Assistant City Manager DESCRIPTION: For the past two years, the City Council has appointed ad-hoc committees dedicated to working on specific economic development issues. These two ad-hoc committees, comprised of Mayor Sbranti and Councilmember Biddle for the past two years, have made recommendations to the full City Council on a limited range of economic development items that have been defined by the Goals and Objectives and Strategic Initiative process. The role of economic development at the City continues to be an area of significant importance for the City Council and, with the likely adoption of an Economic Development Strategy and subsequent Economic Development Element, the need for Committee input will likely grow broader in its scope. Therefore, Staff is recommending the formation a standing Economic ITEM NO. 8.7 Page 1 of 2 Development Committee to provide direction on a broader set of economic development activities. The standing Committee, like the ad-hoc Committee, will provide policy guidance and direction to Staff and will serve as a recommendation body to the entire City Council. The new Committee will not make any legislative decisions on behalf of the City Council. The standing Committee, if approved, will be subject to the Brown Act and will follow all of the necessary requirements to comply. Should the City Council approve the establishment of the committee, Mayor Sbranti is recommending the appointment of himself and Councilmember Biddle to serve on this newly formed Committee.
