EXECUTIVE SUMMARY:
In December 2010, the City Council approved a contract for artist Cliff Garten to create the steel
and light sculpture, “Dubliner,” to be located at the Dublin Transit Center. The artist has now
completed all final modifications to the hardscape and fulfilled the requirements of the contract.
The City Council is being asked to formally accept the artwork as complete.
FINANCIAL IMPACT:
None.
RECOMMENDATION:
Staff recommends the City Council accept the Dublin Transit Center public art project,
“Dubliner,” by artist Cliff Garten.

DESCRIPTION:
In May 2003, the Alameda County Surplus Property Authority (ACSPA) entered into a
Development Agreement with the City of Dublin for the Dublin Transit Center Project. As part of
the Agreement, the Developer contributed $250,000 to the City’s Public Art Fund.
In January 2005, the City Council considered art proposals and decided to defer the process to
a later date, when 25% occupancy of Site B had been accomplished. This occupancy goal was
reached in Fiscal Year 2008 – 2009, resulting in a new artist selection process.

An RFQ was released in March 2009 with 112 artists applying for the Transit Center Public Art
Project. After an extensive selection process, the Art Selection Committee recommended artist
Cliff Garten to create the steel and light sculpture, “Dubliner.” A contract was approved by City
Council in December 2010.
The artist has now completed all final modifications to the hardscape and fulfilled the
requirements of the contract. As part of the artist’s contract, the City has an obligation to
formally accept the artwork as complete. The City has reviewed the project and has determined
that the work is complete.
