HomeMy WebLinkAboutItem 4.5 Storm Drain Cleanor 19 82 /ii � 111 DATE: TO: FROM: STAFF REPORT CITY COUNCIL December 4, 2012 Honorable Mayor and City Councilmembers Joni Pattillo City Manager""' CITY CLERK File #600 -35 SUBJECT: Acceptance of Work - Contract No. 12 -07, 2012 Storm Drain Cleaning and CCTV Project, CIP No. 960017 Prepared by Mark Lander, City Engineer EXECUTIVE SUMMARY: On June 19, 2012 the City Council awarded Contract No. 12 -07, 2012 Storm Drain Cleaning and CCTV Project (CIP No. 960017), to Sanact , Inc (DBA — Roto Rooter). The project included storm drain cleaning and closed- circuit television inspection for thirteen pipe segments identified in the Citywide Storm Drain Assessment Phase 2 Report. During the work, an additional location was identified which needed to be addressed to avoid future back -ups and remove debris. All of the work, including the added location, is complete and ready for acceptance. FINANCIAL IMPACT: Capital Improvement Project #960017 is a multi -year phased project to assess storm drain conditions, and address prioritized repairs as identified. The project is funded by the General Fund. In Fiscal Year 2012/2013 additional appropriations were made. The work completed under the contract with Sanact, Inc. occurred in Fiscal Year 2012/2013. The total Project Budget is $222,066 and includes $36,543 appropriated for condition assessment, design, inspection, administration and related costs, with the remaining $185,523 is appropriated for improvements (repairs). The amount of the base contract awarded on June 19, 2012, including contingencies, was $37,084. The final costs for the project ($48,124.70) exceeded this amount due to additional effort needed to clean the Las Palmas Way pipe and additional cleaning work required on Houston Place which was not part of the original contract scope of work. Although a Change Order is required for this agreement, the final cost is below the amount available for contract repairs and improvements over the two years of appropriations. Staff will take into account the remaining balance available in recommending additional work to be undertaken in a future contract in the current year. This project involves a phased program to inspect the City's storm drain system, identify the need for cleaning or repairs, and implement repairs and cleaning as needed. On June 19, 2012, the City Council awarded Contract No. 12 -07, 2012 Storm Drain Cleaning and CCTV Project (CIP No. 960017) to Sanact, Inc. (doing business as — Roto Rooter). The project included storm drain cleaning and closed- circuit television inspection for thirteen pipe segments on Las Palmas Way, Las Palmas Court, Bloomington Way, Brittany Drive, Champagne Court, Fenwick Way, Rolling Hills Drive, Solana Drive, and Tamarack Drive, identified in the Citywide Storm Drain Assessment Phase 2 report as needing cleaning due to build -up of debris, roots, calcium carbonate, and other material. The amount of the base contract awarded on June 19, 2012 was $24,723.00, with an additional amount for contingencies in the amount of 50% or $12,361, for a total of $37,084. The final costs for the project exceeded this amount due to additional effort needed to clean the Las Palmas Way pipe of heavy calcium carbonate deposits. In addition, Staff requested that the contractor inspect and clean a section of pipe on Houston Place outside the original contract scope of work. The work was performed in response to a complaint by an adjoining resident of a strong odor in the pipe. Inspection of the Houston Place pipe showed high levels of sediment, construction debris, and decomposing vegetation, which was subsequently removed. The work is complete and ready for acceptance. The total final cost of work was $48,124.70, including $9,256.56 for the work on Houston Place. The Fiscal Year 2012/2013 Capital Project Budget included a total of $185,523 for contract improvements and repairs. This budget is to address the completion of this work as well as address a future project later in the year. The final cost is below the budgeted amount. The City Council approval is needed to approve a change order covering the cost of work above the original amount authorized at the time of contract award and to accept the project as complete.
