HomeMy WebLinkAboutReso 167-15 Amend Classification Plan RESOLUTION NO. 167-15 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN RESOLUTION AMENDING THE CLASSIFICATION PLAN WHEREAS, in accordance with the City's Personnel System Rules, the City Council adopted Resolution No. 30-84 and subsequent resolutions which comprise the Classification Plan; and WHEREAS, it is necessary to periodically revise job descriptions in the Classification Plan. NOW, THEREFORE, BE IT RESOLVED that Resolution No. 30-84 and subsequent resolutions shall be further amended to include the following revised job description: Management Analyst I (Exhibit A) Management Analyst II (Exhibit B) Senior Management Analyst (Exhibit C) BE IT FURTHER RESOLVED that these documents shall become a part of the official Classification Plan for the City of Dublin; and that the changes contained herein shall be effective October 20, 2015. Under general direction, the Management Analyst I performs responsible administrative and analytical assignments to support the assigned department. In order to provide a broad exposure to City operations,the position will be involved in programs and projects in a generalist capacity. Distinguishing Characteristics: This position receives direction from management personnel, and may receive technical and functional supervision from other administrative, professional or technical personnel. After gaining the experience and knowledge to perform the full range of journey level tanks of the Management Analyst I and fulfilling any special requirements for the journey level,the employee could reasonably expect to progress to Management Analyst II based upon the judgment of management and requires approval by the City Manager. Essential Duties and Responsibilities: Conduct surveys and perform routine research and statistical analyses as requested;prepare related reports. Compile materials and assist in the preparation of reports, manuals, publications and miscellaneous public information literature. Provide professional and technical assistance in the analysis, implementation and monitoring of City programs. Assist in the development of new program elements and program modifications as necessary to meet stated goals and objectives. Monitor and coordinate the daily operation of assigned project or program area. Perform administrative and professional detail work and maintain appropriate records and statistics. 1 EXHIBIT A Represent a department or the City Manager's office on specific administrative matters in liaison with other departments and agencies. Attend conferences with department Staff, committees or community groups as required. Minimum Qualifications: Knowledae of: Basic statistical and analytic techniques. Distinguishing Characteristics: The Management Analyst II is expected to perform difficult analytical work, to exercise considerable judgment and initiative when required, and to function effectively as a member of the Department team. Supervision Received/Exercised Receives direction from the City Manager, Department Head or their designee. May exercise technical and/or functional supervision over support staff. Essential Duties and Responsibilities: Assists in planning and coordinating assigned projects and programs (e.g., data processing system, personnel support, waste management, risk management, Cable TV, legislative activities, etc.). Conducts research and analysis on assigned projects and programs; identifies alternatives, formulates conclusions; and prepares and presents reports and recommendations. Assists in evaluating and administering contract services. Plans, organizes and conducts studies addressing municipal operational issues and concerns. Confers with City Staff, employees and others on a variety of issues in assigned program and project areas. Assists in planning and coordinating operations and activities of assigned program areas (e.g., data processing,personnel,waste management, Cable TV, risk management, etc). EXHIBIT B Conducts research and analysis on a variety of issues, either independently or as assigned. Assists in administration and evaluation of contract services. EXHIBIT C • I a. 8 V'; Date Adopted: 11/8/2000 Date Revised: 10/20/2015 Title: Senior Management Analyst FLSA: Exempt General Purpose: Under administrative direction performs highly responsible, specialized management in a variety of program areas. To manage, coordinate and oversee assigned programs including the development and implementation of program policies and procedures, the development and administration of program budgets, the negotiation and administration of contracts, the preparation of grant proposals, and the preparation of analytical studies of administrative and operational issues; demonstrates a full understanding of all applicable policies, procedures, laws and work methods associated with assigned duties; trains and supervises administrative and support positions as applicable. Act as the City's representative to internal and external community advisory bodies involved with assigned program areas. Distinguishing Characteristics: This is the advanced journey level class of the Management Analyst series and is distinguished from the Management Analyst II by the performance of more varied and complex assignments including management of significant programs or department services as assigned. Incumbents are expected to independently perform the full scope of assigned analytical duties. Positions assigned to this classification may assume lead responsibilities within a work unit including assigning and monitoring the work of assigned staff. As a generalist position, incumbents may be assigned to a variety of departmental settings to conduct special projects and to expand their base of experience. Special assignments and projects requiring independence in judgment and advanced technical, research capabilities and complex financial functions are likewise assigned to positions at this level. Supervision Received/Exercised Receives direction from the City Manager, Department Head or their designee. May exercise direct and/or technical supervision over staff. Experience: Four years of progressive experience in municipal government; preferably administrative experience involving the analysis of comprehensive administrative concerns, development of policies and procedures and supervising an administrative activity including budget preparation responsibilities. Training: Any recent training, such as academic courses and certification programs, which are relevant to this job classification.
