Budget transfer from contingent reserve would be required to finance both items . DESCRIPTION In accordance with City Council direction at its meeting of January 10 , 1983 the City Engineer and Traffic Engineer have identified the scope of services required to determine the ultimate configuration of San Ramon Road. As shown in the attached memorandum from the Traffic Engineer, the tasks proposed provide sufficient detail to enable the City ' s engineering staff to begin the actual design work on San Ramon Road once the City Council has approved the conceptual design. The City Traffic Engineer has also included the development of short-term improvement priorities which would be in accordance with the overall plan and could be constructed as funds became available. The estimated time of completion of the study is 8 weeks . The total cost of the study is not to exceed $11, 000 and is broken down as shown on the attached memorandum. With respect to the costs for an aerial photo base map, $2 , 800 covers not only the aerial photography, but also the ground survey crew time required to set-up for the aerial photography. If ground survey crews were used in lieu of aerial photography, the cost for developing the appropriate survey information and base map would exceed $2 , 800 . It should also be pointed out that $1 , 100 of the cost of the study could be recovered from the CALMET project if CALMET proceeds with its project. --------------------------------------------------------------------------- r� COPIES TO : ITEM NO. AGENDA STATEMENT - San Ramon Road Page 2 It is also important to note that if the City Council was desirous of developing a base map for Dublin Boulevard at the same time Dublin/Silver- gate and San Ramon Road were photographed, an additional $3 , 200 ' appropriation would be necessary. This would save the City approximately $300 in making an additional flight. RECOMMENDATION It is Staff ' s recommendation that 1 ) the City Council authorize the traffic and improvement study under the City ' s existing contract with Santina & Thompson, and 2 ) a budget transfer from the contingent reserve be authorized in the amount of $14 , 200 for the San Ramon Road study and the development of a base map for Dublin Boulevard. MEMORANDUM ' TO: Lee Thompson, City Engineer FROM: Chris Kinzel OL- DATE: January 17, 1983 SUBJECT: Scope of Services San Ramon Road Precise Plan Line As requested by the City Council , I have detailed an outline of a proposed traffic study of San Ramon Road. The primary objective of the study would be to determine future travel demand along San Ramon Road between I-580 and the Contra Costa County line and prepare a precise plan line for the ultimate configuration of the street including details on lanes, medians, intersections , signalization, private driveway access, bicycle and pedestrian facilities and landscaping potential . Following the tasks listed below are the estimated maximum cost for each broken down by Santina and Thompson (S&T) , TJKM or others as noted . Both S&T and TJKM costs would be at the 80 percent billing rates proposed in our basic services agreement. 1. Obtain new aerial photos at 1" = 40 ' . Establish ground control for aerials, plot right of way and property lines. Costs: S&T - $300 , aerial photos - $2,800 ( $700 for aerial photos plus $2 ,100 for ground control ) . ( Includes savings of $300 if flown with Dublin and Silvergate intersection. ) 2. Obtain existing 24 hour counts and intersection peak hour counts and update as necessary. Costs: TJKM - $500. (Note: Costs of counts currently being made by others for private traffic study not included. ) 3. Evaluate existing traffic and accident conditions, including signing and striping. Review and evaluate existing County-prepared frontage road designs. Costs: TJKM - $200. 4. Evaluate street and land use development plans in Contra Costa County affecting San Ramon Road in Dublin . Consists primarily of gathering and reviewing development proposals and their traffic studies. Costs: TJKM - $250. 5. Planning staff prepares build-out development scenario for western Dublin . Traffic engineer develops traffic generation and assigns to Dublin street network. Costs: TJKM - $400. Lee Thompson -2- January 17, 1983 6. Develop future corridor traffic volumes and future intersection T volumes on San Ramon Road. Consider present traffic , traffic from future Dublin development and through traffic from Contra Costa County and Pleasanton. Costs: TJKM - $1,500. 7. Determine need for traffic signals at Dublin/Donlon . Evaluate impacts of proposed Cal -Met development. Costs: TJKM - $1,100. 8. Develop ultimate cross-section requirements for San Ramon Road. Include lanes , medians , median openings, pedestrian, bicycle and parking requirements. Determine access ( driveway) constraints and ultimate intersection lane and signalization needs at 6 Dublin intersections: Dublin Boulevard, Amador Valley Boulevard, Silvergate Drive , Shannon Avenue, Vomac Road, Bellina Street. Costs: TJKM - $1,200. 9. Prepare precise plan lines for adoption by City of Dublin . Engineered drawings would show curb lines, slope requirements , pedestrian and bike lanes , medians and future striping. Costs: TJKM - $250, S&T - $2,000. 10. Develop priorities for short-term improvement projects such as signalization, intersection widening, improved signing, median or driveway changes , etc . Identify possible funding sources such as developer contribution, FAU, gas tax, etc. Costs: TJKM -$500 The total costs identified above include : aerial photo base maps - $2,800, TJKM costs -$5,900, Santina and Thompson office costs - $2 ,300. These are maximum costs billed at hourly rate and do not include attendance at meetings or hearings . The work will be completed in an approximate eight-week period. Following the completion of hearings on the study recommendations and adoption by the City Council , the City will have an ultimate improvement plan for San Ramon Road to guide its development by both public and private sources on a priority basis. Note: If aerial photos of Dublin Boulevard were flown at the same time as the San Ramon Road and the Dublin-Silvergate photos , their cost would be an additional $3,200, a savings of $300 from a separate flight.
