HomeMy WebLinkAboutItem 6.4 Citywide Mapping CITY OF DUBLIN AGENDA STATEMENT MEETING DATE: March 14 , 1983 SUBJECT City Wide Mapping EXHIBITS ATTACHED Letter to DSRSD dated March 8 , 1983 ; List of possible mapping uses ; Mapping Samples ; Scope of Work RECOMMENDATION 1) Approve contract for Santina & Thompson on a time and material basis not to exceed $52 , 350 for preparing City base mapping through Phase 3 in the attached Scope of Work. i 2 ) Authorize additional appropriation from Street Improvement Reserve to Capital Projects Account in the amount of $52 , 350 . FINANCIAL STATEMENT: Total cost of project through Phase 3 - $52 , 350; if DSRSD agrees to participate, City ' s cost would be $26 , 575 . Sufficient funds are NOT available in this years ' budget; an additional appropriation from the City ' s Street Improvement Reserve would be necessary. DESCRIPTION As part of the start up cost of a new City, City wide mapping is essential to facilitate the establishment of programs for maintenance, improvements and monitoring of existing facilities ; the most immediate need being for the City ' s General Plan study. Staff is proposing that as a first step in this process , maps be prepared at 1" = 200 ' as follows : 1) aerial photographs with contours , 2 ) photo of the City to be mounted and displayed in the library, and 3 ) a base map indicating lot lines and street rights of way. Attached as an exhibit is a list of possible uses for these base maps . Having the various public agencies in the City using the same scale mapping should help to coordinate common efforts . Staff has written a letter to Miles Ferris , DSRSD, requesting the District share the cost of these base maps . It is estimated that the base mapping can be completed in three and one-half months . ---------------------------------------------------------------------------- COPIES TO: ITEM NO. 6-2. 4 March 8, 1983 Miles Ferris Public Works Director Dublin San Ramon Services District 7051 Dublin Boulevard Dublin, CA 94568 Subject: City Base Mapping Dear Miles: As a follow up of our discussion regarding a master City base map, I am requesting that you approach your Board on the possibility of sharing one-half the cost of preparing . a Citywide base map system at one inch equals two hundred feet (1" = 200 ' ) .' The products will be one set (11 sheets) of reproducible aerial photos indicating contours and a set of maps indicating property lines and street rights of way with an additional overlay calling out street names, railroads , public facilities, etc. 'Our use of these plans will be for General Plan studies and planning actions, and eventually for mapping facilities such as storm drain systems. I see your use as a base map plotting fire hydrants, fire stations, parks, sanitary sewer facilities and water lines. One-half the cost of this system would not exceed $25, 775 . 00; and maps would be complete in about 3 1/2 months after approval to begin the project. I am enclosing a sample of the products for your use. If you have any questions, give me a call. Sincerely, Richard C. Ambrose City Manager LST:kk Enclosure POSSIBLE USES FOR THE CITY MAPPING SYSTEM CITY COUNCIL & PLANNING COMMISSION 1 ) The aerial photo used as a means of pinpointing specific locations in the City as they relate to Council agenda items or presentations by the audience at public meetings . 2 ) This aerial photo will also freeze the City in its development for historical purposes . PLANNING FUNCTIONS 1) In the General Plan studies, the consultant will study the City for areas with open space values . The aerial photos with contours will indicate topographic relief and areas of vegetative cover. The consultant can easily identify commercial and residential patterns by photo interpretation. The base map will be used to identify and project land use boundaries and provide a base map for General Plan map exhibits . 2 ) The base map can be overlayed and used as a zoning map. 3 ) The base map can further be used to keep track of planning actions . 4 ) It can be used as part of the Staff presentation in planning and zoning actions . 5 ) Developers can use the maps as part of their studies and presentations . ENGINEERING FUNCTIONS 1 ) A later storm drain system overlay will provide a map from which deficiencies can be identified and the topographic map can be used to perform hydraulogic calculations . . 2 ) Traffic accidents could be mapped for determination of problem areas . 3 ) Traffic signs and control devices could be inventoried. 4 ) Survey monuments and benchmarks could be located for use by surveyors in tying various developments together. 5 ) ' Street lights could be inventoried. 6 ) Mapping of transportation systems can be made such as federal aid and bike routes . 7 ) Speed limit zones and parking regulations can be located. 8 ) The base maps can be used as location maps for City capital improvement projects . 9 ) Street sweeping routes could be mapped. DSRSD can use the base mapping system by overlaying their various facilities : 1 ) Sanitary sewer system 2 ) Water system 3 ) Fire hydrants 4 ) District . owned lands (parks , firehouses, administration buildings, etc . ) 5 ) Garbage routes 1".=E nuV Y , ` ✓ 529 y 4-68 A 1557 528 1, y yf Sze 1557 1558 155 G L t vF STREET NAME & PUBLIC FACILITY OVERLAY 90 414,vTON iCgy q`41 cT 0--71 G V o Qe' ) o •9,y 9GC GS Ot eoAl HIV io O G F y P 9 p, DOW N\NG "FARI PL co 2 WAY 00 GOi P O 9 • 'Py McKEAN A 9' Z 9'f ti C Qv . O QQ N HOUSE NUMBER OVERLAY ° 1" = 300 vt 21 5\ 319 ^p Nom` "a. 8 25 9\ 55 1. 8l- 8 15 6g 8 A9 o n g2 65 A 8 a1,y 8 8 8 Al 5 =des N ,o w , 51 h2\ ga 012 51\ 66A A5 8 0 c mo 5 e a o N 6 69 862 6a3 d 52 2g 881 8 q 8 8 66 5 660 ga 8A6 Nc N 8\9 g66k N D j 6 3 8 m 3" r, 8 8 862 g g6\ 9 685k / e11ay 6a0 sal 56 L nr`r To 0 8\5 i 0 5 3 y 665 8g 5g g a 872 2 s a39 -3C ga g 9 35 rflo 0 801 w m n 3 g 6 S; B3 N 8 m 56 61 656 55 2s 211 2 m o wo _>qs `O 9 g N N g3 N r,Nm w B Dry ri 3390 6 6551 gag AA ' N o, o Zp 3380 3470 030 6 y g rim Nma 82/ g 5474 55 8A 1 a0 27yo g 5 A 8 N N cvr o u N`° Bl7 A14 - 9 6a g Ap 55 `° N,, w N g10 ti w A60 6A8 6a1 g g63\ `N Z3 N o s0 s r. 5 6 ru w n w ° Zr v gab 6A 9 615 8y2 o a w nN 5\a 609 1100 r ,F Al 8aa 065 828 g05 n v 'o G6 8 6A 5 8a g g5\ 62a , NN A g\5 sos 8 66o 8A 65g 21 wo 8\ 0 609 1100 Mp 3 95a gk 832 6 g29 9\ 0 3 o gkg 5A\ C s2 519 8\ g yj6 3405 c o n^w y9eb p 0 11 1 8\6 6O p5 2 611 g p o a N 6 6" 6 ti 15 g O m 8 0° r w 'vn 166A N 83 2780 8 608A 77g 11116 .3.91S nom° 0 1 ol TV' 80 1A 3405 Q p1 111 1 w a c° 1 60 g °0 Sol , 33 115 1 83 g6 80 -t, ', 113 o 82. w i 158 6 N s 3 F'o 8A In g o1 g0 6 0 w 1 111 77E " 1 6g v o w Czr r a p9 80 `'s 174 " 3340 ,.61 1 ° r 1752 8 3<^3s 775 165 v o n w 1 w gp3 wNO 750 . 1 0 3 AD 779 • 620 33T5 w i 6 + 768 s I 3370 u,o qp6 6\\ 776 N 769 766 O ^ w 767 6\ 15 s 12 to g00 X112 ^11$ 1115 wwp 159 756 7B/ 116 w w w N w 1y1 °r 1a6 a 1`1 11 A0 119 00 Oo 9 1kg11a1 1AZ <' g 111 1 761 760 2 77g 11 16 1770 75B v, w .3° A9 1A6a Ali o 1\ o p8 ^gyp 111 1 156 r 6 r 118 115 17 w wc'o 0 1a 1A5 r 1 6 71 wo + A9 AA 15 o r 1 1 1 a 152 14 1554 1/2 SIZE BASE MAP A2 WITH ZONING a nIRD cr I ° J rn II • P.1 _ ° 5 TIME M U _ t- I - UN TT ER CT a I ✓ II I l 'Yyw DR ✓ ST.
