DESCRIPTION : Since incorporation, street maintenance and related
functions have been performed by the Alameda County Public Works Department.
In addition, their efforts have been supplemented by direct contracts in
specific areas where the County could not respond in a timely fashion.
Overall, the County has basically provided services in response to specific
requests from City Staff. The coordination of services and scheduling of
work has been lacking under the current arrangements. An analysis of the
situation indicates that the performance of these services could be improved
if a single qualified individual were responsible for the coordination of
the activities. The attached proposal provided by MCE Corporation would
address this issue.
MCE has proposed to have a Contract Manager who would complete the
following: (1) inspections of the streets and related facilities to
identify and record specific work needs, (2) contact residents on the City's
behalf to discuss and resolve maintenance problems or respond to related
concerns; (3) develop monthly work schedules and reports for review by City
Staff; (4) scheduling, supervision and control of work performed by MCE
employees and subcontractors, and (5) preparation and coordination of
emergency call-out procedures. It is anticipated that by having a
consistent individual providing this information to City Staff, an improved
service level can be provided to the residents of Dublin.
MCE has also made arrangements to either directly or through subcontractors
provide services in the areas indicated in Section A: Scope of 'Work, shown
in Attachment 1 of the proposed agreement. Where appropriate, MCE has
provided unit costs. In other areas, the work will be provided on a time
and materials basis. MCE has indicated that they will be able to provide
many of the labor intensive tasks now provided by the County. The use of
the Contract Manager will reduce City Staff time utilized to develop
specifications and monitor performance in areas where the County has been
unable to provide service.

Staff recommends a dual approach to the provision of street maintenance
services in the 1984-85 fiscal year. MCE would be providing the day-to-day
maintenance services in the areas noted in Attachment 1. The City would
continue to have the master agreement with the County, which would be
amended to specify when they were to respond to activities. The City would
include a clause which specified that work by the County Road Department
should only be conducted within the City of Dublin upon receipt of a written
service request. It has been noted that in specific areas, the County is
capable of responding in an effective manner. We would approach the County
Contract in the following manner:
(1) at the beginning of the contract year, a service request would be issued
for those areas which the City desired to have the County operate. Staff
anticipates that this would include traffic signal repair and maintenance,
traffic sign installation and repair, and crossing guards.
(2) the contract would state that any further services must be authorized by
a written service request.
(3) if the City determined a need to have other services provided by the
County, this arrangement would provide flexibility.
Staff has discussed this amendment with the Road Department Officials, and
they did not foresee any difficulty in providing services under this
arrangement.
Cost
The cost for the MCE proposal would be determined by the amount of services
provided. City Staff has attempted to project the total costs for
activities performed under the agreement. These estimates are based on
historical information and unmet needs identified by Staff. This estimate
represents the major portion of the street maintenance budget. The
following breakdown indicates projected budget amounts for the 1984-85
fiscal year. Please note that these are only areas to be completed by MCE
and Alameda County. In the case of traffic signal maintenance, the budget
will also represent services provided by Contra Costa County and CalTrans.

Potential cost factors have been analyzed and a direct comparison with the
County service is difficult to achieve. Influencing factors include the
productivity of the individuals providing the service. City Staff has
utilized MCE to conduct landscape maintenance on the medians and right-of-
way in the central business district. MCE was the only contractor to submit
an informal bid. The actual cost of the work performed was substantially
below the estimate submitted. In addition, MCE Staff kept City
representatives aware of progress and responded to specific requests. This
type of arrangement has shown to be both cost effective and responsive to
the City's needs.
MCE Corporation has proposed a 3-year agreement with a 90 day cancellation
clause. The length of this agreement is necessary to allow MCE to make
necessary arrangements for equipment and personnel. Maynard Crowther,
President of MCE, will be present at the meeting to answer any questions the
Council may have.
