HomeMy WebLinkAboutItem 8.1 Establish Associate Planner Position CITY OF DUBLIN AGENDA-STATEMENT MEETING DATE: July 11, 1983 SUBJECT RESOLUTION ESTABLISHING POSITION OF ASSOCIATE PLANNER EXHIBITS ATTACHED RESOLUTION, JOB DESCRIPTION, SALARY SURVEY. RECOMMENDATION�6 1) Adopt Resolution 2) Authorize City Manager to proceed with recruitment of Associate Planner. FINANCIAL STATEMENT Recommended salary range $2,000-2,450/mo. Adequate funds have been included in the 1983-84 Budget. DESCRIPTION During the 1983-84 Budget Hearings, the City Council approved the addition of an Associate Planner position to the Planning Department. Before commencing the recruit- ment, the City Council should establish a salary range for the position and approve the job description (see attached) which has been prepared by Staff. Staff has performed a salary survey of cities of similar size which have Associate Planner positions. (see attached) . The results of the survey indicate that an appropriate salary range for the Associate Planner would be $2,000-2,450 per month. The Associate Planner position is a journeyman level planner position with a minimum of two years' current planning experience. COPIES TO: ITEM NO. 8, 1 RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ESTABLISHING THE POSITION OF ASSOCIATE PLANNER WHEREAS, the Dublin City Council is desirous of improving the level of planning service to the community; and WHEREAS, the City Council recognizes that an additional position in the Planning Department is necessary to meet the demand of planning service in the community; and WHEREAS, the City Council has allocated sufficient funds in the City's budget for this position; NOW, THEREFORE, BE IT RESOLVED that the City of Dublin City Council hereby establishes the position of Associate Planner as described in the job description, which is attached hereto and made a part hereof; and further establishes the following salary range for this position as shown below: L lonthly Position Title Salary--Range Associate Planner $2,000-2,450 PASSED, APPROVED AND ADOPTED this day of July, 1983. AYES: NOES: ABSENT: `layor ATTEST: City Cierk CITY OF DUBLIN ASSOSCIATE PLANNER DEFINITION The Associate Planner serves under the general direction of the Planning Director in .providing.experienced professional assistance to the Planning Department. The Associate Plamer is expected to exercise considerable judgment and initiative when independent action is required, and, also, function effectively as a member of the City's planning team. EXAMPLES OF DUTIES Provide public counter assistance and respond to inquiries from applicants, the general public and other governmental agencies; review and analyze various planning applications and prepare a report for policy decisions; review building plans fqr confornmity to zoning and subdivision ordinances; interpret and apply pertinent laws and regulations to planning projects; compose and analyze statistical economic and other data pertaining to planning and environmental matters; organize and conduct research studies, prepare elements and revisions to the General Plan consistent with local needs; prepare and present oral written reports with accompanying Staff recommendations; attend meetings of the Planning Commission, City Council and other citizen boards or committees as required by the Planning Director; assist in the enforcement and administration of zoning, subdivision and other related ordinances; and perform other duties as assigned. QUALIFICATIONS Eduacation and Experience Bachelor's Degree from an accredited college or university with major course work in planning or a closely related field (Master's Degree preferred) . Two years of professional experience in the field of city or regional planning. Experience in current planning preferred. Knowledge and Abilities The Associate Planner must be able to communicate effectively, establish and maintain cooperative working relationships with those contacted in the course- of work; prepare and present comprehensive but succinct written and oral reports; make effective pre- sentations in public meetings; compose and analyze statistical, economic and other highly technical data pertaining to environmental impact matters; and interpret and apply laws and regulations to planning projects. The Associate Planner should be knowledgeable with: the theory, principle, practices and trends of city planning; research methods as applied to the collection, tabulation and analysis of data affecting city planning; federal, state and local laws and regulations relating to municipal planning, zoning and subdivision regulations; sta- tistical analysis as applied to land use, zoning, general plan and transportation studies; government organizations, transportation, conTnunicatioQS, public utility systems and landscape architecture and design as they relate to city planning. Licenses Requires a valid California Class III driver's license to be secured prior to employment and maintained as a condition of continued city employment.
