FINANCIAL STATEMENT: None
DESCRIPTION The City has received a letter from Shell Oil Company
requesting that the City approve its plans for the reopening of the driveway
at the Dublin Shell Station on San Ramon Road. Shell Oil Company is
primarily concerned with respect to the traffic safety problem created by its
delivery trucks which deliver to the Shell Station site .
As you may recall , at its meeting of July 25 , 1983 , the City Council approved
the San Ramon Road plan line . As part of the City Council ' s consideration,
it denied a reopening of the driveway for the Shell Station on San Ramon
Road. The Traffic Engineer recommended denial of the driveway request for
the following reasons : "This location is , and will continue to be , one of
the heaviest travelled spots in the City. Much of the traffic at this
location has just made a left or right turn from Dublin Boulevard. In
addition, there are high volumes of southbound traffic . A great deal of the
traffic is destined for the I-580 interchange located just beyond the
intersection. To add a driveway at this location would compromise traffic
safety in the area. "
In addition, the Traffic Engineer indicated that the Shell Station itself,
due to its addition of a 24 hour retail outlet, increases traffic and
potential problems . The direct access from the station site to the
restaurant and office building located on the adjacent parcels would permit
motorists to utilize such a driveway to gain direct access to the area near
the freeway interchange .
The Traffic Engineer has reviewed the request from Shell Oil Company, and
once again recommends denial .
With respect to an alternate entrance on Dublin Boulevard, the Traffic
Engineer has not yet completed his evaluation of Dublin Boulevard. As part
of that evaluation, the Traffic Engineer will review the appropriateness of a
median break on Dublin Boulevard onto the Shell Station site .

Dear Mayor Snyder :
This letter is a request for the City of Dublin to review the
attached Shell Oil Company Interoffice Memorandum dated May 18 ,
1983 .
We recently completed extensive renovations at our location
which increased our business to the point where deliveries have
to be made more frequently. In the past , our deliveries occurred
on an average of six times per month, and presently we are
delivering on an average of sixteen times per month.
As our memo indicates , this is a safety matter for the public
as well as our drivers . Public safety has always been a con-
cern of ours as we realize it is to the City of Dublin. Our
proposed plans to reopen the driveway on San Ramon Valley Blvd.
will help to alleviate this problem.
We are requesting that our plans for opening the proposed
driveway be reviewed in the light of safety and be approved by
the City of Dublin. Reopening of the driveway will allow Shell
and our dealer to better serve the residents of Dublin.

SUBJECT: UNSAFE DELIVERY - SHELL ACCOUNT AT SAN RAMON & DUBLIN BLVD.
I would like to express my concern about the approach our tank truck
and trailers are forced to use when attempting to make deliveries to the
subject location. There are dangers involved in the route they use
even though nothing has happened yet. I don't feel this is a
good and safe approach. I have attached two drawings of the location.
Attachment ail is the route the trucks are forced to use now. Attach-
ment #2 is a proposed route which would require a driveway from San
Ramon Road.
Concerns: To enter this account, the truck and trailer (loaded)
leaves the freeway, travels on San Ramon Road to Dublin Blvd. , makes
a right and travels on Dublin Blvd. past the station to the next
intersection where it is wide enough to make a U-turn and come back
to the station and enter the first driveway. There are several
reasons why I do not consider this approach safe:
1. The truck and trailer combined is 65 feet long and not
designed to make this type of U-turn because of the jackknife
position it has to be put in.
2. All truck and trailers do not have the same turning radius.
If it can not make the U-turn in one try it becomes necessary
to back jackkniffing the unit more.
3. It is very dangerous to back a truck and trailer without
someone assisting you from the rear. The backing would have
to be done in the middle of an intersection of a busy street.
4. While trying to complete this U-turn and blocking the intersection,
there is always a good chance of an accident involving
another vehicle and a possible spill.
You can see this is not a good approach because too many things are out
of the drivers control when he is trying to turn around.

The proposed route would require opening a driveway off San Ramon Road
to allow the truck and trailer to continue through the intersection
at San Ramon Road and Dublin Blvd. , enter the station lot from San
Ramon Raod, make the delivery and exit on Dublin Blvd. to head back
to the freeway.
Our main interest is safety to the environment and our personnel.
For that reason I am proposing that a driveway be constructed to allow
our truck to enter from San Ramon Road. By doing this, we can eliminate
the safety risk involved. This subject should be a number one priority
on your busy schedule. If there are any questions, please call Henry

Dear Members of the Board:
As you know, Shell Oil Company and I have renovated the Shell
Station on the corner of Dublin and San Ramon Valley Boulevards
into a combination of gasoline, diesel and food mart. Since
March 17 , 1983 , our businesss has been increasing steadily and
promises to continue to do so in the future.
Shell Oil Company has informed the .City of Dublin of the diffi-
culty of petroleum delivery due to the design of the intersection
of San Ramon Valley and Dublin Boulevards . The attached copy of
the letter from Shell Oil Company should explain my request as
well .
As a member of the Chamber, I have always enjoyed your support and
advice . Today I would like you to please review my dilemma at this
business location and help me succeed in convincing the City of
Dublin to reopen the driveway on San Ramon Valley Blvd. This will
solve many difficulties and reduce the dangerous situation that
now exists . At the City Meeting, set for October 10 , 1983, at
7 :.30 p.m. , my petition will be heard. Representation from Shell
Oil ' s Engineering and Real Estate Departments will be present, as
well as some of my customers and neighbors . I invite you to please
join me in person and/or in writing in asking the City to be sym-
pathetic to my difficult business . situation and to grant approval
to Shell ' s plan to reopen the driveway on San Ramon Valley Blvd.
