EXECUTIVE SUMMARY:

Mayor Haubert is recommending the appointment of Bruce Fiedler to fill one of the two
unanticipated vacancies on the Human Services Commission, with a term ending December
2016. He is also recommending Janet Sonjey for the other unanticipated vacancy on the
Commission, with a term ending December 2018.
FINANCIAL IMPACT:
None.
RECOMMENDATION:
Staff recommends that the City Council consider the Mayor's recommendations of Mr. Fiedler
and Ms. Sonjey for appointment to the Human Services Commission.

DESCRIPTION:
At the meetings of October 20, 2015 and November 3, 2015, the City Council provided Staff with
direction regarding filling two unanticipated vacancies on the Human Services Commission.
One of the vacancies' term ends in December 2016, and the other in December 2018. .
The City Council directed Staff to:
• Post the vacancies in accordance with California Government Code Section 54974 (a);
• Contact interested citizens from the November 2014 applications cycle to determine their
continued interest in serving on the Commission; and
• Open a new application period for any additional citizens to apply for one of the two
openings.

The vacancies have been posted as legally required and Staff contacted five previous
applicants to determine their continued interest in serving on the Commission. Nine new
applications were received. All applications (Attachment 1) were forwarded to the Mayor for
consideration.
Mayor Haubert recommends the appointment of Bruce Fiedler to the Human Services
Commission for the term commencing immediately and expiring on December 31, 2016, and the
appointment of Janet Sonjey for a term commencing immediately and expiring on December 31,
2018.

I have been made aware of the human services through City
Serve of Tri- Valley. I understand there are many different
resources that are offered to the people of of Dublin. These
services range from helping those that need to find shelter and
employment to counseling and guidance with substance abuse.
I have helped with Valley Pregnancy Center, Shepherd Gate
and City Serve to name a few.
One of the challenges Dublin residents face when it comes to
using these programs is simply awareness. Once it residents
see the resources that are available, I think it is important that
the resources are easy to access and done in a way that they
feel dignity.

are the logical partners and locations for these programs.
Arrangements for after school programs could be modeled on
current cooperative agreements for use of gymnasiums and
sports fields. Partnerships with baseball and soccer leagues
could be enhanced. c) Elder citizens have a number of
challenges, but many are tied to difficulties regarding
transportation, especially for those who are no longer able to
drive, or who no longer try to drive at night or outside their
immediate neighborhood. This affects access to medical
appointments, shopping, church and social activities. The
Senior Support Program of the Tri- Valley attempts to meet
some of these needs with volunteer drivers and has done travel
training on BART and LAVTA. However, the need far exceeds
the service that one agency can provide.

Mental healthcare, affordable housing, transportation,
homeless services. I believe that the area faces challenges
with removing barriers to those services and for providing
funding for those services.
Served 8 years on the Heritage & Cultural Arts Commission in
Dublin. Chair and Co- chair. Currently an Alameda County Arts
Commissioner. Vice President of the Foundation for Arts in
Alameda County. Executive Board member for the Alameda
County Arts Commission. ACAC Grant Committee. Over 10
years in the Dublin San Ramon Women's Club. State Chairman
for the CFWC and Executive Board member of CFWC.

for the community members and/or organizations to voice their

I have always been out in the field supporting and helping fellow citizens of communities I have lived In. I Teel
obligated to help out and give back to the society.
I had appl led to Human and Planning commissions in the past however City must have been fortunate in receiving
enough qualified applicants that I did not make the final round. I wlI be persistent though in my desire to join others

I do understand how Du Win city chartered an Human Services commission to cater to growth of Dubiin and Td-
Valley. I have experienced AXIS community health center services first-hand while enrolling one of the family
members in MediCal. I also experienced Eden (211 ) program myself when I was looking for low income housing
options for my family members.
I attended 'Inside Dublin' and'Dublin Citizen's academy'to learn more about Dublin and ways to get involved. I am
currently in CERT (Community Emergency Response Team) training offered by LPFD(Livermore- Plesanton Fire
Department) under FEMA grant.
What do you think are the major concemsfchallengas of Dublin residents regarding human services
programs? Please describe.
I believe Dublin residents may not be as aware of city programs available to them and may not have seen direct
benefit of contributing to such programs. It has been almost 4 years since 'Human Services Needs Assessment
survey was conducted. During last four years, Dublin and Tri- Valley has grown exponentially in terms of
demographics and complexity of resident needs. It is therefore may be appropriate to seek the pulse of Dublin
residents again on such programs. One of the frequently re sad needs is 'active downtown' for City residents. While
it may be subjective and restrictive on what it implies for Human services commisaion,but In my opinion, It does tie
into quality of life. City should enable 'late night' eventlrestaurantaidineraldube etc where residents can unwind
safety. There is also pressing need for increasing occupancy on public transport due growing traffic and parking
issues in few of the busy shopping complexes.

I am a crew leader with VO Cal(http:11www.v-o- eal.orgn where we partner with public park agendas and offer the
trail maintenance for public parks.
I am also a volunteer with Sierra club ICO(http:lAvww.sfbayieo.orM where low income kids are introduced to
outdoors and camping.
I am active member of Toastmaster group. I found not - for -profit outdoor group for adventums(6004) in 2012 where
I organize hiking, camping, snowboarding etc activities. I am also member of Project Mgmt lnsMute(PMI) and
agile practitioner as part of ScrumAlliance
How do you feel about making a decision for the overall good of the community that may be u n popu la r with

This is a tightrope that one must walk an should he or she be part of the city administration (Council or Staff}. Of
course, city should give ample opportunities to let resident voice concerns and seek to understand causes behind
those eoncems. City should communicate potential benefits of such unpopular measures and reasons behind city
taking them. However, at end of the day, no one can please everyone all the time, we wlI have to take middle
ground and in some instances executive decision to overrule such concern s. Planning should not be paralyzed just
because certain stakeholders did not come on board. All planning functions should be wary of decision paralysis in
attempt to bring everyone on board.
What is the most Important contribution you can make as a member of the Human Services Commission?
If selected, I wit bring my versatile perspectives and experiences to the commission. I have knack of managing
peoples and projects in my day to day job so I will be at east performing cost beriefit analysis for grant proposals. I
am comfortable dealing with ambiguities and projects competing for scaroe resources.

Why are you interested in I have over 20 years of mental health and human services
serving on the Human experience. I am interested in being a part of the commission

worked with at risk youth, mental illness, Alzheimers and

through that avenue and also, in my capacity as a Health
Services Administrator at Santa Rita Jail.

services, but some challenges with cultural issues and also
access.

I would very much like to serve on the Human Services Commission as I believe in the
importance and value of excellent community based services.
What knowledge do you have of the human services offered in Dublin and the Tri- Valley? Have you or a family member
participated in a local program?
While I have no direct experience with Dublin human services, my parents use various senior
services in Pleasanton where they live. In addition, my mother in law was treated through
Contra Costa County';s Health Services for her battle with cancer.
What do you think are the major concerns /challenges of Dublin residents regarding human services programs? Please describe.
I believe every community has a population that includes poor, ill and aged that need
assistance to live a life of dignity. Here in Dublin, that part of our population is harder
to see but they are there. In particular, I believe the cost of housing and availability of
transportation is very challenging.

Locally in Dublin, I am a graduate of Dublin 101 (Class of 2013) and served on the Art
Selection Committee (2014). I was also Board Member of the Utah Asian Chamber of Commerce
Foundation and as such participated in scholarship selection as well as Gala event planning.
How do you feel about making a decision for the overall good of the community that may be unpopular with neighbors or
organizations?
I believe that the role of community and government leaders is to implement the best possible
use of limited resources, now and into the future. As such, if the Commission decides on an
unpopular action, the wisdom of that decision will be evident in time and that is sufficient
for me.
What is the most important contribution you can make as a member of the Human Services Commission?
As a Certified Financial Planner, I will maintain a prudent fiscal perspective. As a
concerned citizen, with family members that have benefited from local community services, I
will earnestly strive to improve conditions for our most needy citizens.

Please describe.: Identifying changing needs, educating, and reaching out to the community. Effectively
allocating resources and getting community involved are other key challenges.

Regional Park District events and Open Heart Kitchen in 2014, Taught a semester of Economic course at
Ohlone Community College in 2014. Participated in Inside Dublin 2014 program.

neighbors or organizations ?: I feel comfortable with dealing with decisions that may be unpopular with others. I
believe situations can be positively changed by having good communication and by being transparent with all

Why are you interested in serving on the Human Services Commission ?: I am interested to serve the Human
Services Commission mainly of three (3) reasons: Firstly, to help the commission in promoting the well -being
and self - sufficiency among individuals, families and communities in Dublin.
Secondly, to place the highest priority on the health and safety of our workforce, residents and volunteers. We
aim to be admired for world class city and we should perform it through an effective excellence management
system.
And, thirdly, Diversity. We should have an open environment that actively embraces a diversity of people,
ideas, talents and experiences. We must learn and respect the cultures in our community. We should value and
show respect for the uniqueness of individuals and the varied perspectives and talents they provide.

Commission offered in Dublin and the Tri - Valley conduct their business. But, in my point of view it all about
the well -being of the Dublin workforce, individuals, resident and volunteers.
I have no idea of any local program, maybe because of lack of knowledge or it is not well announced. That it's
why I am interested to be a part of the commission in order to help the community and make everyone aware of
all the programs the Human Services Commission may offer.

Please describe.: The biggest challenge is diversity. It's all about cultural differences.
If I will be given a chance, I would like to formulate programs that will develop and promote different cultures
in our community.
We should have an unwavering commitment to be a good partner focused on community building. We should
conduct programs that are productive, collaborative, trusting and beneficial relationships within our
communities and each other.

How do you feel about making a decision for the overall good of the community that may be unpopular with
neighbors or organizations ?: I'm very confident enough to make decisions that affect the overall good of the
community that maybe unpopular within our city.
It's all about communications. There's always a room for negotiation, compromise and collaboration. Every
resident have the right to speak up and point out their views and opinions. It's our part to find a WIN WIN
solution that will be beneficial for everybody
What is the most important contribution you can make as a member of the Human Services Commission ?: The
most important contribution I can impart as a member of the Human Services Commission is INTEGRITY.
Being a member of the commission, I am a public servant. As a civil servant, I will be honest with others and
myself. I will meet the highest ethical standards in all business dealings. I will do what I say I will do. I will
accept responsibility and hold myself accountable for my work and my actions.

I. Why are you interested in serving on the Human Services Commission?
Since moving to Dublin and becoming involved in programs that service
children and families, I have developed a meaningful connection with this city and
its residents. I think Dublin is unique. The city is up and coming and also integrated,
and it is innovative as well as cultured. My love of Dublin and the Tri- Valley area has
motivated me to personally invest in contributing to the growth and well -being of
the community, and I believe serving on the Human Services Commission is an
excellent opportunity to make a difference.
2. What knowledge do you have of the human services offered in Dublin and the
Tri - Valley? Have you or a family member participated in a local program?
Though I have not had the opportunity to participate in local human services
programs myself, I am aware of Dublin's commitment to providing programs that
service residents in health care, senior living, veteran support, child educational
advancement and care, local business and non- for - profit funding and resources, and
a wide range of programs that improve the quality of life of community members. I
know that Dublin and the Human Services Commission are always working to
evaluate and advocate for relevant and needed programs and promote community
engagement and education.
3. What do you think are the major concerns /challenges of Dublin residents
regarding human services programs? Please describe.
While I believe Dublin stands out from other cities in the involvement of its
public officials in the community, I think there is a need for promoting more
awareness amongst the citizens of available programs and resources. It seems that
there is a disparity between citizens who are engaged in community resources and
activities and those who are newer residents or have not participated in human
services programs. Dublin residents seem to either be involved in everything the
city has to offer or nothing at all, and I would like to see more outreach to newer
residents and to those who have not participated in programs and services. I think it
would be beneficial to promote leadership in citizens who are highly involved in the
community by empowering them to engage those who are new and unaffiliated.
This would not only expand citizen awareness, but also bridge greater connections
between citizens.
Additionally, I think a major challenge for Dublin and areas like it is that there
is a perception of prosperity that leads to the assumption that there is a lesser need
for human services. While Dublin and the greater Tri- Valley Area are statistically
wealthier than neighboring cities, that does not mean there are not many individuals
with needs financially and otherwise. Dublin is a rapidly growing city with an influx
of diverse demographics with differing needs, and the available human services
programs, while adequate in quality, are simply not keeping up with the growth. I
therefore think that some of the crucial aspects of the Human Services Commission
are to advocate for increased resources and expand available programs to provide
for new demographics,
4. Briefly summarize your participation in civic or community
activities.
I have worked in a few different programs providing arts enrichment and
education to children ages 5 -18 in Dublin and the Tri - Valley area. This includes
theater and performing arts as well as fine arts instruction. My roles in these
programs have included co- directing main stage community productions,
management of staff and instructors, business planning and development, volunteer
coordination, class instruction, fundraising, and community engagement. I have run
youth empowerment workshops and programs contracting with local schools as
well as children's programs such as Girl Scouts of America to provide lessons on
integrity, respect, leadership, self- esteem, and community building to children and
teenagers. I have participated in events such as the DFIE Celebrity Waiter
Fundraiser, holiday parades, and school district events. I have also attended some
city council meetings to educate and involve myself in current issues and political
affairs. I'm currently pursuing a dual teaching credential in K -8 Multi- Subject and
K -12 Special Education, and hope to become an educator in Dublin Unified School
District.
5. How do you feel about making a decision for the overall good of the
community that may be unpopular with neighbors or organizations?
Integrity is one of my essential values, and I believe it means to adhere to the
most ethical decisions regardless of external pressures. While it can be challenging
to stand alone in certain choices, I strongly believe in upholding decisions of
integrity and benefit to all whether the decision is popular or unpopular. I also
recognize that no matter the level of my experience or education on a particular
subject, there will always be more to learn. It is therefore important to always listen
to public opinion and the voices of the community, and necessarily discern which
decisions will provide for the overall good. I feel confident in being able to make
decisions that are not influenced by personal gain or loss, but only take into account
overall community benefit.
6. What is the most important contribution you can make as a member of the
Human Services Commission?
Growing up in cities demographically similar to Dublin, I have witnessed and
experienced the inhibiting impact of stigma associated with prosperity on human
services in a city. Specifically, I have been affected by the assumption that domestic
issues have a lower incident rate or do not exist entirely in these prosperous areas. 1
feel passionate about child advocacy and promoting resources that help identify and
resolve domestic issues. My own experiences provide me with both perspective and
understanding of how to address the safety needs of children and families in this
community. I hope to advocate for organizations and centers like Tri- Valley Haven
that make help more accessible and for school programs and resources that provide
social and emotional support for students. This sector of possible contributions is
only one of many I believe is essential to Dublin; however, it is a topic for which I
may provide unique serviceability given my personal experiences with some of
these issues.
