\4#-• , .1. ,A regular meeting of the Dublin City Council was held on Tuesday, November 3, 2015, in the
City Council Chambers of the Dublin Civic Center. The meeting was called to order at
7:00 p.m., by Mayor Haubert.
ROLL CALL
PRESENT: Councilmembers Biddle, Gupta, Wehrenberg, and Mayor Haubert
ABSENT: Cm. Hart

The pledge of allegiance to the flag was recited by the City Council, Staff and those present.
ORAL COMMUNICATIONS
Employee Introduction:
Candace Bergman, Office Assistant II for Parks and Community Services Department

The City Council welcomed Ms. Bergman to the Dublin Staff.
Recognition of Businesses: 2015 Business Anniversary Awards
7:02 p.m. 3.2
The City Council recognized businesses that have been in Dublin 20, 25, 30, 35, 40, and 45
years.

Appointment to the Tri-Valley Regional Rail Advisory Group

On motion of Vm. Gupta, seconded by Cm. Wehrenberg and by unanimous vote (Cm. Hart
absent), the City Council appointed the Mayor to the Tri-Valley Regional Rail Advisory Group,
with Councilmember Biddle as the alternate.
Public Comments

Jing Firmeza, Dublin resident, provided public comment.
Ganesan Ramu, Dublin resident, provided public comment.
CONSENT CALENDAR
7:18 p.m. Items 4.1 through 4.5
Mayor Haubert pulled Item 4.2 for further discussion.
On motion of Vm. Gupta, seconded by Cm. Biddle and by unanimous vote (Cm. Hart absent),
the City Council took the following actions:
Approved 4.1 the Minutes of the October 20, 2015, Regular City Council meeting;
Accepted 4.3 the report and proclaimed November 28, 2015 as Small Business Saturday in
Dublin.
Discussed 4.4 filling the unscheduled vacancy through an appointment process at its
November 17, 2015, Regular City Council meeting.
Approved 4.5 a budget change, authorizing the use of Gas Tax funds for the emergency repairs
to Tassajara Road and authorized payment to Toll Brothers, Inc., for the maintenance work.
Mayor Haubert pulled Item 4.2, Consideration of Date of Volunteer Recognition Event and
Appointments to Citizens/Organization of the Year Ad-Hoc Committee, for further discussion.

On motion of Vm. Gupta, seconded by Cm. Biddle and by unanimous vote (Cm. Hart absent),
the City Council adopted the Mayor's appointments of City Councilmembers Biddle and
Wehrenberg to the Citizens/Organization of the Year Ad-Hoc Committee, and confirmed the
date of Wednesday, February 17, 2016, as the date of the event; and requested the Ad-Hoc
Committee consider inviting leaders of all non-profit organizations in Dublin and Board members
of local youth sports groups to the event; and also consider creating an additional Lifetime
Achievement Award.

Municipal Regional Permit 2 Update

By consensus, the City Council selected Councilmembers Biddle and Wehrenberg to provide
testimony at the November 18, 2015 Water Board hearing.

By consensus, the City Council directed Staff to:
Return with options regarding the City's ability to prevent unsightly areas in the City, and also
look to see what other cities have done;
Return with a primer on City fees;
Provide information on median landscaping on Fallon Road;
Provide information on how items get agendized for City Council meetings;
Return with options for a policy on providing project check-ins for City Council;
Request Superintendent Hanke provide the City Council with a review of the Dublin Unified
School District's plan for Jordan School, and a review of its proposed Facilities Master Plan.
ADJOURNMENT

There being no further business to come before the City Council, the meeting was adjourned at
8:21 p.m. in memory of Staff Sgt. Sean Diamond and our fallen troops.
