HomeMy WebLinkAboutReso 109-90 I580@SchaeferRanRd RESOLUTION NO. 109-90 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN GIVING NOTICE OF INTENT TO PROVIDE FOR FUNDING AND CONSTRUCTION OF A NEW CONNECTION TO 1-580 AT SCHAEFER RANCH ROAD WHEREAS, the City of Dublin on December 12, 1988, authorized a General Plan Amendment Study and Specific Plan Study for the West Dublin Study Area and such studies are currently underway; and WHEREAS, the above studies demonstrate a new interchange on 1-580 at Schaefer Ranch Road is necessary to accommodate planned development in the West Dublin Study Area; and WHEREAS, the California State Department of Transportation (Caltrans), at the request of the City of Dublin, is in the process of preparing a Project Study Report in order to conceptually define the scope of the proposed 1-580/Schaefer Ranch Road Interchange; and WHEREAS, in evaluating the proposed improvements to the State Highway System against the California Transportation Commission (CTC) current funding policy, State and Federal' funds are not available nor likely to be available for these proposed improvements; and WHEREAS, before Caltrans can complete a Project Study Report for the 1-580/Schaefer Ranch Road Interchange, assurance is needed from the City that the project will be locally funded; and WHEREAS, the Federal Highway Administration requires locally funded projects on the federal aid system, such as 1-580, to be included in the federal Transportation Improvement Program; and WHEREAS, although locally funded projects on the State Highway System are no longer programmed on the State Transportation Improvement Program, Caltrans has advised that a list of locally funded projects on the State highway system will be appended to the STIP as information to the CTC; NOW, THEREFORE, BE IT RESOLVED that the City Council acknowledges that pursuant to the current California Transportation Commissionlfunding policy, the new 1-580/Schaefer Ranch Road Interchange, if built, would be a one hundred percent locally funded project. BE IT FURTHER RESOLVED that the City Council, in adopting this resolution, does not commit to using any General Fund monies to fund the I- 580/Schaefer Ranch Road Interchange, but instead, anticipates that monies for such interchange would be made available through assessments, fees, exactions, and/or special taxes. BE IT FURTHER RESOLVED that the City Council: 1. Requests the Metropolitan Transportation Commission to include the 1-580/Schaefer Ranch Road Interchange on the Transportation Improvement Program for the nine-county San Francisco Bay Area. 2. Requests the California State Department of Transportation to include the 1-580/Schaefer Ranch Road Interchange in the appropriate section of the 1990 State Transportation Improvement Program (STIP).
