SUBJECT: Transportation Development Act (TDA) Projects

RECOMMENDATION: Adopt Resolution
FINANCIAL STATEMENT: The City is requesting 100% TDA funding.
DESCRIPTION:
City Staff is planning to submit three projects for consideration for
Transportation Development Act (TDA) funding. Under the current TDA policy, a
City can submit three projects for consideration, but only two could be
funded. Projects are funded if they receive a high enough priority rating
competing against other projects within Alameda County. A project can receive
up to $75,000 in TDA funding.
1. Handicap Curb Ramps, Phase 2: This project provides for the
construction of handicap curb ramps at various intersections throughout the
City as a continuation of the program commenced during Fiscal Year 1984-85.
Under that project, about 65 handicap curb ramps were constructed.
2. Catch Basin Grate Replacement Program, Phase I: This program would
provide for the phased replacement of existing catch basin grates with a new
standard bicycle grate. The first phase will include existing designated bike
routes. Prior to incorporation, Alameda County had modified existing catch
basin grates by adding steel bars in order to make them safer for bicyclists.
Over the years, many of these bars have broken loose. These modified grates
present a constant maintenance problem.
3. Dougherty Road Bike Path: This project would provide a separated
two-way bike path along the east side of Dougherty Road. This bike path would
connect a bike path on the north side of Amador Valley Blvd. (to be
constructed as part of Tract 5511) with the Southern Pacific right-of-way.
Amador Valley Blvd. , Dougherty Road, and the Southern Pacific right-of-way are
all on the City's Bicycle Master Plan. The bike path will be eight feet wide.
This Resolution directs Staff to apply for TDA funding for these
projects.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
APPROVING THREE SAFETY-RELATED IMPROVEMENT PROJECTS AND
DIRECTING STAFF TO APPLY FOR TRANSPORTATION DEVELOPMENT ACT FUNDING
WHEREAS, the City Council of the City of Dublin is concerned
regarding the safety of bicyclists, pedestrians, and wheelchair users; and
WHEREAS, the City Council has reviewed three safety-related
improvement projects which are as follows:
1. Handicap Curb Ramps, Phase I
2. Catch Basin Grate Replacement Program, Phase I
3. Dougherty Road Bike_ Path, Phase I -
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City.
of Dublin does hereby approve the above three projects and directs Staff to
submit applications for their funding under the Transportation Development
Act.
