FINANCIAL STATEMENT: Based on 1984 games conducted in Los Angeles, the
Olympics had a $3. 3 billion impact on that region.
DESCRIPTION The City of San Francisco has been contacted regarding
their potential as a host site for the 1996 Olympic Games . In response to
this inquiry, Mayor Feinstein requested that the Association of Bay Area
Governments (ABAG) Executive Board assess the proposal of hosting the 1996
Summer Olympic Games on a regional basis .
The Executive Board has considered the request and reviewed data provided by
Arthur Young. The data provided a summary of the impacts of the 1984 Summer
Olympics conducted in Los Angeles . ABAG' s Board voted to offer their
support to the proposal . They also indicated a willingness to refer to an
ABAG committee a request to determine the future role of the Bay Area
regarding international sports . ABAG also requested that cities in the Bay
Area adopt a model resolution .
Pursuant to City Council direction, Staff has prepared the model resolution
in the appropriate format . Staff would recommend that the City Council
adopt the resolution.

I am sure you are aware from the news media that last month the Secretary-
General of the United States Olympic Committee wrote to Mayor Feinstein
(and to mayors of several other large cities) asking if San Francisco would
be interested in becoming a candidate to host the 1996 Olympic Summer
Games.
Mayor Feinstein asked ABAG's Executive Board, and the Boards of Supervisors
in the other eight Bay Area counties, for their views on such a proposal--
bearing in mind that, practically speaking, it could be considered only on
a truly regional basis.
At our Executive Board's recent meeting, we first heard from Mike Mount,
National Director of State & Local Government Consulting for Arthur Young & -
Company, and a former mayor and councilmember. Mike devoted five years to
the 1984 Olympic Summer Games in Los Angeles, ultimately serving in the
critical role of Group Vice President for Support Operations. His remarks
were insightful , frank and extremely helpful .
After a discussion led by several supervisors who are members of the San
Francisco Bay Area Organizing Committee for the 1996 Games , the Board
voted unanimously to offer, both to that committee and to the City &
County of San Francisco, ABAG's cooperation in seeking to obtain, and
in hosting, the 1996 summer Olympics. The motion also included: (1) a
proposal that all Bay Area jurisdictions be encouraged to approve a model
resolution of support, based on the one passed by the Santa Clara County
Board of Supervisors; and (2) referral to an ABAG committee of what the Bay
Area's role might be regarding international sports in the years ahead.
On behalf of the Association, therefore, I am _encl osing .the--model - _ _
resolution mentioned above, with the request that it be considered for
endorsement by your city council. As the Board asked, I have also
enclosed some summary statistics (prepared by Mr. Mount) on the economic
impact of the 1984 Summer Games on the greater Los Angeles area.
If you will be good enough to send me by February 20 a copy of any
resolution passed by your city council , I will forward all those I receive
to both the Mayor of San Francisco and to the San Francisco Bay Area
Organizing Committee for the 1996 Games. In addition, I would welcome any
suggestions you and your council may have, either in general or with regard
to the role you think ABAG might play.

policies resulting from the high 1984 surplus.

Shooting Facility - probably a non-urban site.
Rowing/Canoeing - depends upon location.
Other - cross-country cycling, equestrian, 3-day event,
and marathons all impact their areas, but people
seemed to like having them there.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

SUPPORTING THE CONCEPT OF THE
HOSTING OF THE 1996 SUMMER OLYMPIC GAMES
ON A REGIONAL BASIS
WHEREAS, the Secretary General of the United States Games has
initiated an inquiry to determine whether the City and County of San
Francisco is interested in hosting the 1996 Summer Olympic Games; and
WHEREAS, the Mayor of San Francisco has asked ABAG' s Executive
Board to assess the possibility of hosting the 1996 Summer Olympic Games on
a regional basis ; and -
WHEREAS, the San Francisco Bay Area enjoys a temporate climate
well-suited to international competition and geographically encompasses a
number of fine athletic facilities suitable for Olympic sites; and
WHEREAS, the Bay Area can provide numerous and appropriate
accommodations to support visiting athletes .and spectators; and
WHEREAS, the 1996 Summer Olympic Games would bring significant
revenues to the Bay Area and its local economies, as well as extensive
international recognition, without expending taxpayer funds .
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Dublin hereby expresses to the Mayor of San Francisco, and to the San
Francisco Bay Area Organizing Committee for the 1996 Games, its firm
support for the concept of hosting both a Sports Festival prior •to the
Olympics and the Summer Olympic Games on a regional basis in 1996 or as
soon as possible thereafter . •
