RECOMMENDATION ( Sl Adopt Resolution
FINANCIAL STATEMENT: ' Undetermined at this time, but the net affect should
increase the cash flow of the City of Dublin.
DESCRIPTION The One Claim Committee (representatives of eight
Alameda County Cities that submit claims for TDA funds ) prepared the
attached resolution. It is anticipated that each City Council would approve
the resolution and forward- it to the County Board of Supervisors . There are
two points to this resolution: 1) The City of Dublin recommends that the
TDA 4 . 5 Measure B funds designated for paratransit purposes be made
available to Dublin for paratransit needs ; and 2) that the Alameda County
Transportation Authority cooperate with each claimant 'to provide a high
level of aid and coordination for paratransit service.
The intent is to give the local Councils the authority to use these funds in
a manner consistent with local needs .
Staff recommends that the City Council adopt the resolution.

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN .

RECOMMENDING DISTRIBUTION OF MEASURE B PARATRANSIT FUNDS TO
TRANSPORTATION DEVELOPMENT ACT 4. 5 CLAIMANTS (TDA 4 . 5)
WHEREAS, TDA 4 . 5 claimants are members of and have for
the past 8 years worked cooperatively and successfully with the
Alameda County Paratransit Coordinating Council for the purpose of
delivering paratransit services ; and
WHEREAS, the City of Dublin has an extensive and
comprehensive history as a coordinator of paratransit services;
and .
WHEREAS, the City of Dublin is currently a claimant for
Transportation Development Act 4 . 5 paratransit funds which provide
the majority of available paratransit services to the elderly and
disabled; and
WHEREAS, the City of Dublin Staff has developed an
expertise and experience in providing administrative services and
evaluating the effectiveness of community-based paratransit
contractors; and
WHEREAS, improved and increased service levels can be
accomplished in the most economical manner by coordination of
paratransit funding at the local level; and
WHEREAS, there does not currently exist .a system of fund
distribution for Measure B paratransit funds ; and
WHEREAS, current claimants are willing to and capable of
providing paratransit service to address the unmet needs of a
larger community if given additional resources .
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Dublin hereby recommends to the Alameda County
Transportation Authority that Measure B monies designated for
paratransit purposes be made available in their entirety to the
cities for the purpose of expanding services in order to meet
community paratransit needs in the most efficient and effective
manner .
BE IT FURTHER RESOLVED that the City Council requests
that the Alameda County Transportation Authority direct its staff
to work cooperatively with the Transportation Development Act 4 . 5
claimants to insure the highest level of service and greatest
degree of coordination of paratransit services possible .
PASSED, APPROVED AND ADOPTED this. 9th day of February,
1987 .
