DESCRIPTION • At the January 26, 1987 meeting of
the Dublin City Council, the Council considered a request from
Dublin High School Principal, Joan King, for maintenance
assistance and capital improvements on the grounds at Dublin High
School . As a result of this request, staff was directed to
develop guidelines for establishment of a task force to study the
issue. Additionally, the Council requested that the City
Attorney review the legal ramifications of providing City Funds
for improvements on School District owned property.
The City Attorney ' s Office is still reviewing those legal issues
raised at the City Council meeting of January 26, 1987 .
In terms of the time necessary to accomplish this study, it is
difficult to determine a time frame at this time. However, for
comparative purposes , the Master Park Development Plan required
five months to complete.
The proposed guidelines are contained in Exhibit A. It is
suggested that the Council review the proposed guidelines and, if
acceptable, provide staff with further direction as to the
membership of the task force . In addition, it is the
recommendation of staff that before the task force begins to
study the issue, the following assurances are received from the
Amador Valley Unified High School District Board of Directors :
1 . Support the establishment of the Task Force.
2 . Commit to sharing in the costs associated with the study.
3 . Maintain the current level of District funding for Dublin
High School improvements and facilities .
4 . Develop a Joint Use Agreement whereby the City has first
priority for use of school facilities when the school is
not using them.

EXHIBIT A
DUBLIN HIGH SCHOOL GROUNDS IMPROVEMENT TASK FORCE
PURPOSE
To investigate the community need for additional outdoor sports
facilities and identify those areas of the grounds at Dublin High
School that could be upgraded to fulfill this need.
SCOPE OF STUDY
1 . Determine the need for additional outdoor sports facilities .
a) Interviews with Dublin High School staff i.e. , coaches,
P.E. teachers and administration.
b) Interviews with youth and adult sports groups i.e. ,
Little League, Soccer, Tennis Club, Pop Warner Football ,
and Tri-Valley Softball.
2 . Conduct an inventory of outdoor sports facilities in Dublin.
3 . Identify those areas of the Dublin High School grounds in
need of repair.
4 . Identify those areas of the Dublin High School grounds that
could be upgraded for additional outdoor sports facilities.
5 . Retain the services of a Landscape Architect to do the
following:
a) Develop preliminary improvement plans .
b) Develop cost estimates for the improvements.
c) Develop ongoing maintenance costs for the grounds at
present and with improvements.
6 . Prioritize the proposed improvements.
7 . Identify possible funding sources for the proposed
improvements.
8 . Prepare a written report summarizing the recommendations of
the Task Force for City Council review.
