SUBJECT: Request from Caltrans to Retain the Temporary Parking
Lot on Scarlett Court as a Permanent Park and Ride Lot

FINANCIAL STATEMENT: No cost to the City.
DESCRIPTION:
The temporary use of Scarlett Court as an offramp during construction of
improvements to the Hopyard/I-580 interchange necessitated creation of a
provisional parking lot to replace the on-street parking that was eliminated.
The City has received a request from Caltrans to retain that parking lot as a
State-operated park and ride facility once the interchange improvements have
been completed.
Caltrans has indicated that the lot would be on State right-of-way and
that they would maintain it. The CHP will provide regular patrols. Normal
park and ride lot regulations (72-hour parking and no user fees) would be
enforced. A sign would be installed at the parking lot to identify it as a
State-owned park and ride facility, but no signing would be placed on the
freeway itself because of the small size of the lot.
If the City agrees to grant Caltrans' request, the State would install
any needed signs, lighting, striping, and possibly a telephone following
completion of the Stage 1B interchange construction.

Dear Mr. Thompson:
This letter concerns the temporary parking lot off Scarlet
Court in the Hopyard/I-580 Interchange right of way. This
lot was built to replace parking temporarily eliminated from .
Scarlet Court due to interchange reconstruction. As we have
discussed, we would like to retain this parking lot as
a State operated park and ride lot after completion of the
Hopyard Interchange project.
In answer to your questions concerning a permanent park and
ride facility at this location,
- it would be on State right of way and Caltrans would
maintain it.
- the CHP would provide regular patrols at the parking
lot.
- normal park and ride lot parking regulations (72 hour
maximum parking and no user fees) would be enforced.
- a sign would be installed at the parking lot which
identifies it as a State owned park and ride facil-
ity. No signing would be placed on the freeway to
inform motorists of the lot because of its small
size.
We would like written confirmation that the City of Dublin
does not object to having ,this permanent park and ride fa-
cility.
Should you agree that the lot should remain, a change order
mill be written for the 'Stage 1B project to prevent removal
of the pavement. Following completion of the project,. the

State would institute and fund a minor contract to install
any needed signs, lighting, striping, and perhaps a tele-
phone to bring the temporary lot up to State park and ride
standard.
